It's common to coat steel with a mixture of fire retardent materials during construction - in refineries it's code to protect stee up to a certain elevation - 10" perhaps - it;s been a long time since I was involved in that. They spray it on with a air powered gun and it dries in place.
Perhaps it's code to protect steel in high-rise buildings? The key though it fire retardent - not fire proof - nothing is fireproof forever given the right circumstances. In refineries it;s intended to allow time for personel to escape and to vent some lines carrying even more explosive/flammable materials near the fire. As mentioned, the steel will sag initially as it melts - then the bolts give way and the weight brings everything down.
