Why not have a separate assembly-announce and assembly, or alternative
assembly and assembly-discuss, in which in both all members get subscribed
to automatically, but only one can be unsubscribed from?

(this is unlike meta, on which complaints are routinely expressed that
many people are not subscribed to).
