Adir, you hit the nail right on the head! The "meta" list was for meta-
discussion, namely, discussion on how to discuss, i.e., discussions like
whether or not moderating a certain member on the mailing list is ok or not,
or where to discuss things.

Discussion of the assembly proposals is NOT meta-discussion! So it doesn't
belong in [EMAIL PROTECTED] 

Whether it belongs in assembly@ or discussions@, is debatable. But it
certainly doesn't belong in [EMAIL PROTECTED]

Of course, *this* discussion (on where to discuss things) belongs in the
meta@ list :)
