Hi Rob, As always, I have profound respect and admiration for you and we have worked very well and closely through the years. But I'll politely challenge you on this point: Dominated by the airlines? That's not my recollection. Nor would it have been privatized ATC. The proposal (now a decade old) was to create a board of directors to oversee a nonprofit air traffic control organization. Board members would have been selected by the U.S. transportation secretary and the board would have been composed of organizations representing not just major airlines but private pilots, business aviation, air traffic controllers, airline pilots, and aerospace manufacturers.
Airlines would have selected just three members of the proposed 13-person board. Here is how Reuters reported the news of the legislation on June 21, 2017: "Congressman Shuster said airlines would have three seats on the 13-member board: one for major airlines, one for cargo carriers and one for regional airlines. The Trump administration has proposed giving airlines two seats on the board, while Shuster last year proposed giving airlines four seats. Shuster aims to address concerns among private plane owners and rural airports by barring the new air traffic control entity from charging general aviation operators user fees." Given my history with NATCA and working for their members during a time 23 years ago when the first-term President George W. Bush Administration DID propose actual privatization of more than 70 FAA ATC towers (turning them over to the privately run contract tower program), and when NATCA led the charge against ATC privatization for so many years, and for so many good reasons, it took a lot for both NATCA and myself personally to come to the conclusion a decade ago that changing the funding structure of the FAA was critically necessary. But we were convinced at that point - through dismay with Congressional dysfunction and inaction and perpetual shutdowns, shutdown threats, furloughs, and even sequestration - that the National Airspace System must have a stable, predictable funding stream. That search continues in earnest today. NATCA supported the proposal by Rep. Bill Shuster at the time because it meant having a seat at the table where these discussions were taking place, instead of just saying no to everything from outside the doors to the rooms where the future of ATC was being discussed and, therefore, having no voice whatsoever as this effort was taking shape. Below is the actual language from the proposed legislation outlining the makeup of the 13-member board referenced above: “§ 90306.
