Is the camera perhaps being used by another application already? If it is,
NetMeeting won't be able to use it; make sure all other camera applications
are turned off before starting up NetMeeting.

Also, has NetMeeting detected your camera driver? Go to Tools - Option -
Video, and see if a driver is listed there. If not, NetMeeting hasn't
detected your camera driver. In that case, try uninstalling and reinstalling
NetMeeting - that's worked for us in the past.
