The kio_fish plugin is already part of your KDE. You do not need to 
download/install anything as you will see if you use urpmf

$ urpmf kio_fish
libkdebase4:/usr/lib/kde3/kio_fish.la
libkdebase4:/usr/lib/kde3/kio_fish.so
libkdebase4:/usr/lib/kde3/kio_fish.la
libkdebase4:/usr/lib/kde3/kio_fish.so
