Wow, you guys have it out for me :)

Giving out levels does not "explain the effect" of levels per se. Once again, the
restriction should probably be a little clearer. Certainly you can create a monster 
that
drains levels or a magic item that bestows them.

BTW If you will to simulate this by giving out XP, the formula is simple. Term Number X
1000. i.e first term 1000, 2nd term 2000 etc. However, whether this is considered 
creating
a character or, as in Pendragon's Winter Phase, an alternate means of adventuring, is 
the
real question.
