This seems very strange. What does 'service httpd status' say? Maybe you have some sort of strange custom httpd setup that OTRS doesn't detect. What does 'rpm -q httpd' say?

Let me verify that this server works and I have the right server as well. :)

I went to /home/mylogin/www and added a new file. I then was able to see that file in my browser via HTTP.
