I agree with you about the individual volunteering the truth.  I guess that if 
there's an inquiry, it might have a "swear to tell the truth" or "honor" clause 
though.

The law is quite literal...(extremely rare these days).. Don't Ask,
(the military doesn't) Don't Tell... that is left entirely up to the
individual... it must come FROM his or her mouth...( Little drum
roll ).... Not in it, to be valid as a career killer.
