I have done a lot of these in many jurisdictions and never protected the
lockers. I have not been asked about it yet.

Where you live does the AHJ have the authority to write his own fire code? In
Florida we would say "that's great that you want that, but no."
13D is two sprinklers. Do you even have 4 sprinklers in a single compartment?

Our current opinion in the office is that because if these openings (six of
them), the ACT no longer meets the definition of a ceiling in NFPA 13. Thus the
deck now becomes a ceiling and the ACT becomes an obstruction.
