Assam education minister Ripun Bora has been arrested by the Central Bureau
of Investigation in New Delhi while he was there in the national capital.
According to information, the education minister was arrested in connection
with a Rs 10 lakh bribery case. Mr Bora was picked up at his residence from
Mothura Road. Sources say he was arrested while he was trying to bribe the
CBI officer which was probing a murder case of Danial Toppo. Interrogation
is on.

Amar Asom journalist Mukul Pathak as also been arrested with Mr Bora. Mukul
tried to bribe the CBI men on behalf of the minister.

However, I strongly believe that no education minister has damaged the
education department in Assam more than Mr. Bora. He seriously deserves it.

And even worse, look at the representative of the fourth pillar of democracy
Mr. Manjit Pathak. Seems like he was trying to mediate the deal :) ...lolz

I honestly do not see a glittering side of the coin here :)

[Assam] Beware of thieves

One news item in Oxomiya Protidin caught my attention Cell Phone Stolen by
Police (

I immediately started looking for some familiar names there, but with no
success. In 2006 August, when I was in Assam for my field work, my cell
phone got stolen. The connection provider CELLONE told me to go to the
Dispur Police station and file a complaint. A very authoritative SI with the
last name Borah of Dispur police station gave me a long lecture on how
callous we citizens are. He said, We have so many stuff to do, do you think
we have time to run around trying to retrieve your cell phone. Of course
had no expectations from the police department and filed the complaint just
as a part of standard procedure of obtaining a replacement SIM card. Then
this SI flips out two ultramodern  cell phones from his pocket and tells me
look I have two of them, each costs 25000 rupees, but they never get
stolen. How can you be so careless that your 3000 rupees worth cellphone got
stolen. I shrugged! That kept me thinking, how can an SI of police afford
5 rupees worth of cellphones? After reading the news in Protidin, I got
an idea!!

I told my aunt in Guwahati about the incident and she said that's nothing.
She had a hill stolen. Couple of years ago she bought a piece of land near
Khetri with a hillock. She planned to build a house on the hill top. One
fine day she drove down her land to find that somebody stole her hillock! It
was leveled to the ground and it seems somebody sold the dirt for
landfilling! She had to resell the land 'dirt' cheap!! I know of another guy
who had a pond in his property and one morning somebody stole all the water
from the pond including the fish!!

Ramda,

My friend Brent Bianchi served as a faculty at the
Thailand campus of the University. I have no idea whether they are
profit-motivated or not. However, I do know that in September 2006,
when Brent and I were in Thailand after our visits to Assam, Brent
tried to persuade the Webster University people to take up some
awareness campaign in Assam. I have no idea if Brent's words have
resulted in this, but if it did, I am really happy.

job-oriented education system of America, reputed America based institute 
Webster University has launched its maiden awareness programme throughout 
select schools of the region. 


The institute, which also has its campus in Thailand, is coming up with plans 
to help meritorious students from the region, preferably those under below 
poverty line (BPL) with financial aid to enable them to study in the 
Thailand-based campus of Webster University.


In an exclusive interview with The Assam tribune, Sanjib Subba, executive 
director, Webster University informed that the institute has made an appeal to 
all the students to avail this opportunity by means of which they can fulfil 
their dream of studying abroad, that too in a prestigious institute like 
Webster University.


I don't think any foreign institute has ever come up with any offer which 
talks about giving financial aid to meritorious students, especially in the 
North East India, Subba said.

Any student from any part of the NE region can apply for this financial aid 
through the city wing of Global Reach, which is India's largest overseas 
education consultant company is associated with over than 200 institutes across 
the globe, he informed.


I have found that most of the prestigious names in the world education system 
including the likes of Howard University looks for student from metros only and 
region like NE India do not fall under their scheme of things. That is why we 
have chosen NE because we know that talent is abundant here and the only 
hindrance is money, reiterated Subba.


Webster University is not a profit-making institute. Instead, we look for 
reinvesting the money we generate from the institute in infrastructure 
building, he said. 

Of course, there would be some criteria which one would have to fulfil before 
getting the nod from the university. But, what is most impressive about the 
offer is that we have not restricted the number of students who can avail this 
offer. It can be one or even 10, Subba added. 


Subba, who was here in the city for over a week now, visited a good number of 
schools across the region and deliberated upon the nuances of studying under 
American education system.

We want students from the NE to get acquainted with the American education 
system and explore the world from a different perspective, Subba added.


 Unlike the English education system, American education system believes in 
grading the students at different phases and not merely by annual examination 
system. We believe in all round development of students. Besides, we give 
flexibility to the students as far as their choice of subject is concerned, 
Subba asserted.

Kingfisher Airlines flies directly between Mumbai and Ghy  leaving Mumbai at 11 
AM

Also, anybody going to Assam from the US, the US-bangkok-Ghy route is worth 
exploring...I have been saving a lot of money and pain on that route...

ever Mumbai-Newyork non-stop daily flight introduced by Air India today was 
named after the State of Assam. It was an auspicious occasion not only to the 
Assam team led by Debashish Sarma, the Deputy Resident Commissioner, Assam 
Bhawan, Mumbai who participated in the flag-off ceremony, but to the whole 
populace of the state as the high profile flight, with ultra modern aircraft 
technology and facilities, was flagged off by Union Minister of State for Civil 
Aviation Praful Patel at  12.45 am. (IST) in Mumbai.

The ceremony was preceded by traditional Assamese Bihu dance and Bharat Natyam 
of Andhra Pradesh, the state after which another flight is to be named. Both 
the folk dances were highly appreciated by the elite gathering consisting of 
several members of Parliament, top central and state bureaucrats, other 
government officials, filmstars, businessmen among others. 

The Assam team which was led by Sri Sarma also included Himangshu Sekhar Das, 
Commissioner, Tourism Department and Liakat Ali, Deputy Director, Tourism 
Department.

Addressing the gathering prior to the formal flag-off of the flight, Praful 
Patel said that since he sat on the saddle, there have been a sea change in the 
aviation sector. He said that the number of aircraft in India has been 
increased from a meagre 138 in 2004 to 330 in 2007. The present government at 
the Centre has made all out effort to make people in every nook and corner in 
the country feel that they are not secluded anymore. They have been given the 
opportunity to feel that there are places to remind beyond metropolis like 
Mumbai and Delhi. Keeping this aim in view, his department has decided to name 
the first two aircraft of this very important fleet after Andhra Pradesh and 
Assam. He reiterated his commitment to improve the condition of the civil 
aviation sector according to the demand of the present scenario. 

Speaking on the occasion, V Tulsidas, chairman-cum-managing director, Air 
India, gave a bird's eye view of the aircraft and narrated the facilities 
designed to fit the level of 'customer's delight'. He also informed that the 
country's two major air carriers merger will materialise within the next few 
weeks and the new name would be 'Air India'. Dr V Trivedi, CMD, Indian 
Airlines, also spoke on the occasion. Dr Trivedi disclosed that 10 to 12 
existing aircraft have been transformed into cargos and more are to be inducted 
soon for this purpose. Both the CMDs proudly announced that after the merger 
'Air India' would be the biggest airline in this region.

Hi all,

The bangkok-Ghy flight is still operational. I took it 2006 September. Earlier 
it was operated by Air India and now it is operated by Indian Airlines. Now a 
days the Ghy flight runs as Bangkok-Guwahati-Gaya flight.

In 2007 January, I took a Bangkok- Calcutta (Jet Airways), Calcutta-Guwahati 
(Indigo Airlines) flight as the Bangkok-Ghy (Indian Airlines) was too expensive 
at that point of time. 

The Bangkok-Ghy flight aims for no publicity and hence nobody even in Assam 
knows if that flight is operational or not. If I am correct it runs on 
wednesdays now a days. If you go to www.asia.com and search for it, I am sure 
you will get more info. Be sure to put a wednesday as the journey date.

GUWAHATI, July 26: Believe it or not, the capital city is fast becoming a crime 
city. With the city police stressing specifically on law and order and 
insurgency, petty crimes in Guwahati are on the rise. And now the bars are 
adding to it all. It is alleged that illegal activities are going on in these 
bars and on weekends,  during parties, the bars almost become centres of flesh 
trade. In recent cases, one person was killed by his friend at Ganeshguri and 
one girl was badly roughed up by his boyfriend at Christian Basti. 
Out of 197 bars in Guwahati, the bars with permission to open till late night 
are 16. These late-night bars should be closed by 11.30 pm. But it is seen that 
most of the bars remain open till 1.30 or 2 am, thus defying the order. It is 
alleged that in these bars, police and excise departments take undue advantage. 
And to find out the truth, The Sentinel carried out a week-long investigation 
as to what might be going on inside the some of the lounge-bars. 
From 4.30 pm to 6 pm, many girls and aspiring models enter some of these bars. 
For this they do not have to pay any money. They are called entertainment 
girls. When The Sentinel team entered one of these bars and sat at one of the 
corners under dim light, the waiter took its order and left. Just near the 
counter,  three girls were cracking jokes among themselves and trying to draw 
our attention. When the waiter came, one of the girls talked to him and passed 
a phone number for us. The name of the girl was Puja. (We have the mobile 
number but we are not disclosing it.) Later, she approached us, sat down near 
us, and asked: “Do you like to make friendship?” 
Every customer has one girl with him in these bars and girls are called 
entertainment girls. For sitting with someone for hours, they do not charge 
money but the person has to bear the expenses of their food and alcohol. Yes, 
you can give her tips also, if you want to have ‘close’ relations with her! 
This is called ‘sitting’. One of the girls, Neha, told us she earns around Rs 
20,000 per month from tips. The bars provide these entertainment girls to the 
customers and for this, the girls are paid a handsome amount.
The Sentinel also came to know that on weekend parties hosted by these bars, 
the entry fee per person is from Rs  500 to Rs 1,000. But the girls in question 
do not have to pay any entry fee at all. And if one does not have any 
girlfriend with him, there is no need to worry, for he will get enough of them 
inside the bars to accompany him for hours together. One can even take them to 
any place. These call girls are basically from the city hostels located in 
Bhangagarh, Uzan Bazaar, Zoo Road etc. Most of these girls are from Lakhimpur, 
Jorhat and Dibrugarh. 
Talking to The Sentinel one of the call girls, Monika (name changed), said: “We 
earn around Rs 1,000 per night for dancing with one customer and if they want 
us to provide entertainment, we earn around Rs 3,000 to Rs 4,000. What’s the 
problem? We are enjoying and entertainment is a must for all.” 
But how will you meet these girls? What does the police say? Why is there no 
frisking of customers at entry points in these bars? All these will be revealed 
in the next report.

 A ban on Hindi films and TV shows by Manipur’s militants has had an unexpected 
effect. Korean films and soaps have become the new rage, with posters of Korean 
stars like Gweon Sang-woo, Cha Tae-hyun, Jeon Ji Hyun and Jung Da Bin replacing 
those of Bollywood stars like Shah Rukh Khan and Aishwarya Rai in shops and in 
homes.
 Korean films are popular because they come the closest to Bollywood’s action 
and drama flicks. They do have English subtitles for the local audience. 
 Young Manipuris are now using snatches of Korean in their everyday lives. 
Don’t be surprised if you hear them say “Cho ah hey yo” (I like it) or “Kwen 
chah nah yo” (It’s okay). “I love using such phrases because our elders won’t 
know what I’ve written,” says 16-year-old Gary Th.
 Current Korean hits in Manipur include My Girl And I, You Are My Sunshine and 
Wolf’s Temptation, while Korean TV shows on cookery, culture and music are also 
popular. DVDs of Korean films are smuggled in through the border town of Moreh.

In case of Assam haven't we seen more than 90% of the non-Assamese population 
never trying to assimilate with the local culture?

If there is a failure on part of the NE population in assimilating to the 
mainstream culture, may be the reason is the same as why the non- Assamese 
population in Assam never assimilated to the local culture/s.

from the Northeast studying in the capital is being
seen by most as segregating the region from the
so-called mainland.

The minister for development of the northeastern
region (DoNER), Mani Shankar Aiyar, had only recently
discouraged the use of this syntax. “There is no
mainland, you are the mainland,” he had told a
reporter in Shillong.

Aiyar was unavailable for comment on the booklet
released by Delhi police, but those who responded
seemed to cringe at the thought of  someone advising
students from the region to change their food habits,
customs and manner of dressing to assimilate into the
“mainstream”.

Dipankar Gupta, professor of sociology at Jawaharlal
Nehru University, said the police’s advice not to
create a “ruckus  in the neighbourhood” by cooking
“smelly dishes” and dress decently was gratuitous, to
say the least.

“The police come up with these advisories, but there
is no implementation. There should be a departmental
memo of some sort that if a person from the Northeast
is harmed, punishment will be stringent,” Gupta said.

Moses Kharbithi, who is doing his MPhil at JNU, said
the advisory was tantamount to undermining the ability
of Northeast students in New Delhi to assimilate. “I
wonder if they have given such booklets to students
from the South,” he said.

Kharbithi said the fact that the booklet was
well-intentioned could not mask the sense  of
discrimination.

Asom Gana Parishad MP Arun Kumar Sarma and his
Congress colleague Kirip Chaliha said there was no
denying the need to spruce up security for students
from the region in view of some incidents in the
recent past. But commenting on food habits  and
clothing was unfair, the duo said.

“How can one tell somebody what to eat and how to
dress?” Sarma asked.

Chaliha said he would take up the issue with the authorities.

I have opted the emails from Assamnet to be delivered to me in a digest form. 
Still I receive individual emails, apart from receiving email digests.

Similarly, I unsubscribed to [EMAIL PROTECTED], but still I keep getting emails 
from this yahoogroup!! I have tried blocking it, but still no use!!!

Does anybody know how to deal with this? Babulda?

I am from Tinsukia district, born and brought up there, never heard of bhoot 
jolokiya, though. It is true some people pronounce the o as u, but that 
does not make a ghost out of a tribe name, as far as the meaning is concerned.

It also does not justify the poor homework, on part of the correspondent!

The answer is in the Assamese spelling of the stated chilli, i.e. bh't o kare 
bho and murdhonyo to #2477;#2507;#2463; which is not the same spelling as 
bhut #2477;#2498;#2468;. At least the concerned correspondents could have 
got a clue from the Assamese spelling of the stated jolokiya.

[Assam] Two Assamese Talents

As an avid Orkut user I bump into many interesting people. In the last  one 
year I bumped into the profiles of two really talented Assamese youths. Knowing 
about them, seeing their works still gives us a hope that all is not lost yet! 

   The first person is Angshuman Borkakoty. His profile interested me as one of 
his favorite movies is Wong Kar Wai's 2046. I was thrilled to know that people 
in Assam have watched that movie. A series of communications followed in the 
following months. I came to know that Angshuman aspires to be a film maker. 
(avid bollywood goes can excuse us here). He had actually started making short 
movies which are available at You tube. I was thrilled to see his short movies, 
I was also thrilled to see his handling of sensitive subject matters (which 
again is very subjective).

The other person I met at Orkut is a music maker. Dhritiman Deori is a 
singer,composer,programmer,audio engineer. He is trained in Indian classical 
vocals at the age of 10 and then received formal training in Keyboards and the 
guitar.  I was stunned when I heard his Powa-Nopowa...a great voice, great 
mixing...and he lets me know that Powa Nopowa was recorded in his bedroom!!

Could somebody tell me what is the English/Scientific Name of Togor? Seems like 
in Bengali  the word Togor is used to talk about a Khorikajai-ish flower!!

 KISSIMMEE , Fla. , April 5, 2007 – The Kissimmee Utility Authority board of 
directors on Wednesday paid tribute to its former vice president of power 
supply, Abani K. Ben Sharma, by naming the first generating unit at its Cane 
Island Power Park in his honor. 

Sharma retired from KUA on March 31 after 17 years of service.

Ben Sharma's contributions to KUA have been numerous, important and enduring, 
said KUA president and general manager Jim Welsh. This is a lasting way for us 
to recognize his leadership and a fitting tribute to his many years of service 
to our utility. 

Sharma, 67, spent much of his career in Florida and Georgia , serving as an 
electrical engineer for Southern Engineering Company of Georgia and planning 
superintendent for the city of Tallahassee 's electric department before 
joining KUA in 1989. 

Sharma directed the design and construction of the $263 million Cane Island 
Power Park and held responsibility for its operation and maintenance.

The Ben Sharma Unit 1 is a 40-megawatt simple cycle turbine generator 
manufactured by General Electric. The unit began commercial operation on 
January 1, 1995. 

Founded in 1901, KUA (www.kua.com) is Florida 's sixth largest community-owned 
utility providing electric and telecommunication services to 170,000 residents 
in five Central Florida counties.

disillusionment with the “hypocritical” conduct of seniors have forced a large 
number of officers from the Northeast to quit the services. 
 That was Air Marshal P.K. Barbora’s first observation after he assumed charge 
as air officer commanding-in-chief of the Eastern Air Command.
 Addressing a news conference in Shillong, Barbora said several efficient young 
officers of the Northeast were leaving the services because they were “highly 
sentimental” and could not cope with the “hypocritical” attitude of their 
seniors. 
 “The indifferent attitude of the earlier governments towards the Northeast, 
coupled with a feeling of alienation, have led the defence forces to a 
situation where it has a negligible number of personnel from the Northeast. 
Earlier governments tried to use the same yardstick for all problems in the 
region and that led to chaos,” he said, adding that the situation was changing 
gradually. 
 Barbora was born in Shillong and also did his schooling here. He was 
commissioned as a fighter pilot and fought the 1971 war for liberation of 
Bangladesh. 
 He succeeds F.H. Major, who has gone on to become the Air Chief Marshal, and 
is the first officer of the Air Force from Shillong and the Northeast to become 
air marshal. The rank is equivalent to that of a three-star army general.
 The officer said modernisation of airfields like the one at Tezpur in Assam 
was on his list of priorities, as was the implementation of the Force 
Multipliers Programme. Sophisticated missiles are to be added to the IAF’s 
arsenal under this programme

Paresh Baruah's own brother works in Dinjan Air Base or MES or something. 
Please don't threaten to sue me (I am still a poor student), or accuse me of 
spreading misinformation as I heard this when I was growing up in Tinsukia. 
Authenticity still needs to be confirmed.

(Ghost Chilli), However, we always called it the Bhot Jolokiya, associating it

Honestly speaking, I am jealous of Umesh for his tireless 
information input to Assamnet. This jealosy has now become an 
obsession and so much so that I did a small research on the number 
of emails from Umesh in 2006. The statistics of posts turned out 
to be following:

MonthNo. of posts by Umesh
Jan  106 (3.41 posts per day)
Feb  193 (6.65 posts per day)
Mar  111 (3.58 posts per day)
Apr  169 (5.633 posts per day)
Mar  257 (8.29 posts per day)
Jun  196 (6.5 posts per day)

Now, a more enthusiastic researcher would like to find out why the 
no. of posts dropped in March (Umesh dont give the answer lets 
wait for somebody to find the answer!!)!!

Hope everybody takes this research on a light note :-) .. and 
Umesh really, thanks for keeping the net alive by posting all 
possible topics in the world!!

Again, the methodology of my research is not quite foolproof as I 
used word count as a criteria to find out the no. of posts by 
Umesh.

She promoted the image the national govt is only interested in politics and not in people's welfare . Instead of launching the elkection campaign she should have visted the area to pacify the people and avoid such largescale protests .

  Just my views.

  PS: Indian army is very uncouth is common knowledge. Even at Delhi train station the soldiers to frontlines regulalrly bully train drivers and passengers -to delay trains and declare whole (unreserved) bogies as only for army -throwing out poor passengers - I have been out myself many a times.

  Further, in Rajasthan desert also the India soldiers - on Indo-Pak border while in lined up for years - following the Terrorist attack on Indian Parliament of Dec 2002 -- they beat up many villagers and took away food items and goats for their own use. Some even molested girls.

My postings were did not have anything to do with supporting or not supporting ULFA. The point is that why should innocent villagers like Mahanta be killed in the name of capturing ULFA. Why should a 75 year old man be shot in his head suspecting him as ULFA?

Read the newspapers from Assam. Janaxadharan clearly mentions how the two CRPF people were killed in Assam Police firing. I hardly trust the Indian newspapers in presenting issues pertaining to Assam.


  A similar incident happened in Afghanistan when some Afghans were shot dead by their police last week when they attempted to advance towards a US army base - in protest against cartoons in Danish papers.

So what? Does that imply that incident in Kakopothar is justified?

Nobody really cares if an army jawan was killed or how many are killed. It doesn't matter if he was NOT the one involved in the killing of Mahanta. All that matters is that he is in the Indian army. It was his own damn fault for joining the Indian army and getting imbroiled in the mess.

Exactly! Ramda! The Indian Army also does not care about who they killed or not. It does not matter to them if the people in the demonstration were involved in any killing or not. All that matters is that the people are Assamese...gotike mar kukur mekurir dore guliyay...be in Kokrajhar train station or Kamakhya...It is their own damn fault that they are born Assamese...

And it does not matter whether the regiment is Gorkha, or Assam or Jath, or whatever fancy names they have. The point is that the triggers are not drawn by the brain behind the gun, they simply follow orders. Otherwise Assam Police had not been the first to open fire, which intiated the Kakopothar mayhem and then Army jawans chased 15-16 year old teenagers on paddy field and killed them point blank!

Again, the point I am trying to raise here is that:

1. There is no military solution to the Assam problem
2. Any killing is condemnable be it in the hands of ULFA or Army. Whats important is the message behind the killings.

This is where all concerned in Assam should protest loud and clear to the district, State, and Central Govt

I consider the voice of nearly 10 people gathered from Digboi, Margherita, Jagun etc. at Kakopothar as an attemt of making vox populi loud and clear to whatever govt.s present in Assam. However, those voices were silenced by the govt. guns in the same fashion as it happened in Tianenman Square in China in 1989.

I understand, that it is only at the invitation of the State Govt. that Central troops are deployed. So, the State Govt. must be extremely careful when requesting such 'help'.

Nobody, neither the state govt nor the Indian govt. is concerned about the common people. 

By now the state should well know the totally uncivilized way many members of these forces behave. 

This does not apply to an armed force as the training they get involves torture techniques, assassinating anybody suspected as not agreeing with them. 


Militants also bear a lot of responsibility in situations like this. If they want to take on the Indian forces, thats up to them. But they *should not*take shelter amidst people who cannot say no to the militants nor can they say no to the army.

Consider two scenarios here. Lets assume

1. The militants threaten common people to accommodate them in their houses. In this case the villagers or common people are not at fault at all. Why should the commoner be harrassed for that. If a group of decoits threatens a house owner in Delhi or Mumbai to give them shelter
does Delhi or Mumbai police go and kill the house owner? They do not even have the guts to do that. But in Assam they CAN do that. Lets see what happens if a group of Assam police kills two youth in Haryana!

2. Lets assume in another case the villagers are the sympathizers of the militants. In that case the question should why India, the constitution is failing these people that they support the militants! And that is exactly what the Indian government has been ignoring for ages.

The list of SHOULD NOTs goes too long for both militants and Indian govt and army, Ramda.

The reaction of Army and mainstream India is just like my Indian friend's who often times defends killings of innocence Assamese as some sort of Karma : You guys supported ULFA so you guys are killed. However the question is that what does Indian govt want? Does it only want the geographical area called Assam sans Assamese people? The military strategy adopted in Assam and NE makes many of us believe that the Indian govt does not care about the people but the geographical area called Assam or NE. If it cares for the prople it should analyze under what cicumstances people in Kakopothar shouted ULFA Zindabad, Paresh Barua Zindabad, Razkhowa Zindabad.

After Indian Army assassinated Ajit Mahanta of Kakopathar alledging him to be an ULFA activist, a crowd of hudred thousand villagers came out to streets in Kakopathar in Tinsukia district to protest. Police, CRPF and Indian Army indiscriminately fired on the protesters and unconfirmed reports ascertain the death toll as 8 till now.

Ramda, I hope this could be the case but we have not heard anything about:

1. The Haryana Police people responsible for killing two Bodo youths brought to justice.

2. The BSF people responsible for Kamakhya incident brought to justice

and the list goes on...

How many Army people were brought to justice (forget 'swiftly') since the numerous killings and rapes from the Bajrang and Rhino days?

Seems like Indian Govt's two preconditions for the next round of talks with PCG are:

1. There should be only 4 members of PCG present for talks

2. Talks should be confidential.


About the first condition I understand that Indian government probably does not have enough space to accommodate all the nine members. But about the second precondition, whaddadeal dude?

I mean a democratic country like India, why does it want to make talks a secret. PCG is not only the representative of a particular group. It is the representative of the Assamese people and their emotions. What are they going to talk about so secretly with PCG?
 
Mukulda, will you please update us? Does the Indian Govt specify which are the four members they want in the talks? Sorry if I have missed something before. Mukulda, is it allowed to talk about what the PCG talked, demanded to Indian govt in the last meeting?

[Assam] The Untold Story of the Exploitation of Black Gold of Assam

I thought this article published in Xadin is very important, so I summarized and translated it into English for the readers. Some maths in section 4 are done by me, which is a bit different from the calculations of the author Gautam Prasad Barua.


Author: Gautam Prasad Barua
In 1973, as the oil prices went up throughout the world, the Indian government got a law passed in the parliament known as the OIDB ACT-1973 for the development of the oil industry in the country. The act enabled the central Indian government to impose a CESS or an extra tax for the oil produced in Assam at the rate of 300 Rs. Per tonne, which was later increased to 1800 Rs. Per tonne. From 1974 the Central Govt has been receiving the tax at the above-mentioned rate. 

Considering the fact that Assam produces 4.7 million tonne of oil per year now, the central government receives 850 crore rupees as tax from Assam oil presently. 

However, according to the OIDB act, the money collected in form of tax from Assam oil should be used only in oil exploration and development of the oil industry only in the north east region. During the initial few years the central government lent some money to the oil companies for development, but as soon as the oil companies achieved a better financial condition they stopped taking this money as loans from the central government. 

Since then the central government has been using this money collected from taxing Assam oil to stabilize its deficit budget, which, according to the OIDB act is unlawful. There is no way that the central government can divert this money from the head of 'oil exploration and development in the north east' to its deficit budget.

The author suggests that the central government should:

1. Stop imposing CESS or extra Taxation on Assam oil immediately so that the Assam government can impose CESS on Assam oil on its own as it does in case of Assam Tea.

2.If the central government cannot stop imposing CESS, then the tax money collected should be used in the development of infrastructure in the NE region, which is allowed by the OIDB act.

3.If the Central government says that the money collected from imposing CESS is deposited and saved in the OIDB fund, then the central government should give us the details how much money do they owe Assam in the form of CESS in the last 32 years and how much it has spent in the designated heads allowed by the OIDB act. 

4.If Assam has been producing at least 3.5 million tonnes of oil every year since 1974, then CESS collected from Assam oil in the last 32 years is 201600 million rupees. If the central government has spent a single penny from this amount anywhere except in Assam, it is unconstitutional according to the OIDB act. 

As far as we know the central government transferred this money to a consolidiated fund, violating the OIDB act.

5.The author suggests that a public interest litigation be filed against the central government in the interest of Assam.

Salakati clash evokes Statewide protests

 GUWAHATI, Dec 24 – The Salakati incident of clash between a group of youths and a contingent of the 1st India Reserve Battalion (IRB) over an alleged attempt at molestation of some college-going girls that killed four persons yesterday, has stirred widespread protests in the State today, even as tension continued to prevail in Kokrajhar. While the Rabiram Narzary faction of the Bodoland People’s Progressive Front (BPPF) has called for a 12-hour Assam bandh from 5 am of December 26, the All Assam Students’ Union (AASU) and the Asom Unnati Sabha have decided to observe December 27 as a black day in protest against the incident.

The BPPF has also demanded stringent punishment to those involved in the Salakati incident, adequate compensation to the victims’ families and security to the women rail passengers.

The AASU and Unnati Sabha also made similar demands and stated in a statement here today that their members all over the State would hoist black flags at the public places on December 27. They also said that both the AASU and the Unnati Sabha would hold discussion with the All Bodo Students’ Union to chalk out further course of actions on the issue.

The All Assam Tribal Sangha has demanded immediate and stringent punitive measures against those IRB personnel involved in the alleged case of molestation and shooting yesterday. It has also demanded compensation at the rate of Rs 10 lakh to the kin of each of those killed in the incident. Besides, it demanded prompt measures to ensure safety of rail passengers and a high-level inquiry into the incident.

The Sangha has also lent its full support to the bandh called by the BPPF in protest against the incident on December 26.

The State committee of the CPI-ML (Liberation) also took out a procession in protest against the incident and demanding punishment to those involved in it.

The State unit of the Bharatiya Janata Party (BJP) has vehemently condemned the incident and demanded compensation at the rate of Rs 5 lakh to the kin of each of those killed in it.

The Manab Adhikar Sangram Samiti has demanded exemplary punishment to those involved in the incident and adequate compensation to the kin of those killed.

The All Adivasi Students’ Association of Assam (AASAA) also condemned the incident and demanded a judicial probe into the whole episode. The Association also demanded that the government should immediately pay compensation of Rs 10 lakh to each of the affected families, in addition to arresting and severely punishing the Haryana policemen who have been accused of committing crimes against girls students, our Dibrugarh Bureau adds.

AASAA vice-president Raphael Kujur today said that the police action after the misdemeanour by the Haryana policemen has to be condemned, and that the beating and shooting down of innocent citizens is a crime against humanity. The All Assam Bengali Youth Students’ Federation has also condemned the incident and demanded exemplary punishment to the guilty police personnel from Haryana.

Meanwhile, the body of Thomas Basumatary (21), BA Second Year student of Gossaigaon College who was shot dead by the policemen at Salakati has been cremated at his Ballimari residence some 7 km from Gossaigaon subdivisional headquarter. Thousands of people, including teachers, students and the local citizens paid their last respects to the body of Basumatary, our Gossaigaon correspondent adds.

But that is not an example/only example to follow! The saddest thing about Indian MPs is that they are ready to ask a senseless question for even 5000 rupees! Some of the questions were as below:

Whether the Railway Ministry has placed any order for purchase of the Yossarian Electro Diesel engine from Germany? Is the ministry aware that the Tom Wolfe committee report in Germany has halted its induction into the Euro Rail system?

 

Whether the Government has given sanction for the seed trial of Salinger Cotton of Monsanto? If so, has a report been prepared on Catch 22 cotton so far?

 

Has the ministry lifted the 1962 ban it imposed on the book “For whom the Bell Tolls” by Ernest Hemingway and the 1975 ban on Ken Kesey’s book “One Flew Over a Cuckoo’s Nest” and Hunter Thomson’s book “Fear and Loathing in Las Vegas”? If so, when were the bans removed?

 

Whether the government is aware that a domestic flying license has been denied to Cobra Cargo for starting operations in India? Since when has Semper Sursum Private Limited, the holding company of Cobra Cargo, applied for the domestic cargo license?

First Assamese Catholic priest to work in Nepal
 GUWAHATI, Nov 27 – Father Mathew Das (Mintu), the first Catholic priest from among the ethnic Assamese people will go to Nepal to work there.

Father Mathew joined the Jesuits (Society of Jesus) in 1992 and was ordained as a priest at Gossaigaon on November 20, 2005.

He was born in North Guwahati in 1970. He did his school studies at Tezpur, Ambagaon and Gossaigaon and higher studies in Bettiah, Bihar and Kathmandu, Nepal. After that he began to teach at Kathmandu. During these years he and his brother decided to become Christians. When he was at Kathmandu, Mathew felt a call to become a Jesuit Priest and he joined the Society of Jesus (Jesuits) in 1992. He graduated in philosophy at Janadeepa Vidyapeeth, Pune, in theology at Vidyajyoti College, Delhi and earned the Bachelor of Education degree at Namchi, Sikkim.

Most of his relatives who remain Hindus are proud of one of their members offering himself to become a Catholic priest and to work in Nepal. Thirty of them were present at his priestly ordination at Gossaigaon and offered him to the persons who had come from Nepal. His cousin’s husband, municipal corporator Mohan Medhi has been assisting him.

Sanskrit is NOT the mother of ALL Indian languages -
it is not so for the Southern Indian languages such as
Tamil, Telegu and Kannada and it is not so for North
Eastern languages as well as languages of the
different tribes that are found all over North India. 
I don't see why there should be a debate at all on
that when it is a universally accepted fact. 
The politics of language (or of nationalism) cannot
ignore this because this is a fact, not a hypothesis.

[Assam] Oxom bonsito?

Look at the headline Dainik Janasadharan has created about the approval of the setting up of an IIM in Shillong Oxom Bonsito, Shillong-ot-he hol IIM.
I fail to understand why is Oxom bonsito though the IIM will be just 3 hours drive from Guwahati, considering the fact that during rush hours it takes almost 2 and a half hours to reach Khanapara from Paltanbazar?
