Sources say he was arrested while he was trying to bribe the CBI officer which was probing a murder case of Danial Toppo. Interrogation is on. Amar Asom journalist Mukul Pathak as also been arrested with Mr Bora. Yes A-Baidew...coins have two sides... However, I strongly believe that no education minister has damaged the education department in Assam more than Mr. Bora. He seriously deserves it. And even worse, look at the representative of the fourth pillar of democracy Mr. Manjit Pathak. [Assam] Beware of thieves
One news item in Oxomiya Protidin caught my attention Cell Phone Stolen by Police ( http://www.asomiyapratidin.co.in/epaper/Web/Article/2007/11/01/010/01_11_2007_010_001.jpg). I immediately started looking for some familiar names there, but with no success. In 2006 August, when I was in Assam for my field work, my cell phone got stolen. The connection provider CELLONE told me to go to the Dispur Police station and file a complaint. A very authoritative SI with the last name Borah of Dispur police station gave me a long lecture on how callous we citizens are. He said, We have so many stuff to do, do you think we have time to run around trying to retrieve your cell phone. Of course had no expectations from the police department and filed the complaint just as a part of standard procedure of obtaining a replacement SIM card. Then this SI flips out two ultramodern cell phones from his pocket and tells me look I have two of them, each costs 25000 rupees, but they never get stolen. How can you be so careless that your 3000 rupees worth cellphone got stolen. I shrugged! That kept me thinking, how can an SI of police afford 5 rupees worth of cellphones? After reading the news in Protidin, I got an idea!! I told my aunt in Guwahati about the incident and she said that's nothing. She had a hill stolen. Couple of years ago she bought a piece of land near Khetri with a hillock. She planned to build a house on the hill top. One fine day she drove down her land to find that somebody stole her hillock! It was leveled to the ground and it seems somebody sold the dirt for landfilling! She had to resell the land 'dirt' cheap!! I know of another guy who had a pond in his property and one morning somebody stole all the water from the pond including the fish!! Hi all, The bangkok-Ghy flight is still operational. I took it 2006 September. Earlier it was operated by Air India and now it is operated by Indian Airlines. Now a days the Ghy flight runs as Bangkok-Guwahati-Gaya flight. In 2007 January, I took a Bangkok- Calcutta (Jet Airways), Calcutta-Guwahati (Indigo Airlines) flight as the Bangkok-Ghy (Indian Airlines) was too expensive at that point of time. The Bangkok-Ghy flight aims for no publicity and hence nobody even in Assam knows if that flight is operational or not. If I am correct it runs on wednesdays now a days. If you go to www.asia.com and search for it, I am sure you will get more info. Every customer has one girl with him in these bars and girls are called entertainment girls. For sitting with someone for hours, they do not charge money but the person has to bear the expenses of their food and alcohol. Yes, you can give her tips also, if you want to have close relations with her! This is called sitting. One of the girls, Neha, told us she earns around Rs 20,000 per month from tips. The bars provide these entertainment girls to the customers and for this, the girls are paid a handsome amount. As an avid Orkut user I bump into many interesting people. In the last one year I bumped into the profiles of two really talented Assamese youths. Knowing about them, seeing their works still gives us a hope that all is not lost yet! The first person is Angshuman Borkakoty. His profile interested me as one of his favorite movies is Wong Kar Wai's 2046. I was thrilled to know that people in Assam have watched that movie. A series of communications followed in the following months. I came to know that Angshuman aspires to be a film maker. (avid bollywood goes can excuse us here). I was thrilled to see his short movies, I was also thrilled to see his handling of sensitive subject matters (which again is very subjective). Ben Sharma, by naming the first generating unit at its Cane Island Power Park in his honor. Sharma retired from KUA on March 31 after 17 years of service. Ben Sharma's contributions to KUA have been numerous, important and enduring, said KUA president and general manager Jim Welsh. Sharma directed the design and construction of the $263 million Cane Island Power Park and held responsibility for its operation and maintenance. The Ben Sharma Unit 1 is a 40-megawatt simple cycle turbine generator manufactured by General Electric. The unit began commercial operation on January 1, 1995. Earlier governments tried to use the same yardstick for all problems in the region and that led to chaos, he said, adding that the situation was changing gradually. Barbora was born in Shillong and also did his schooling here. He was commissioned as a fighter pilot and fought the 1971 war for liberation of Bangladesh. He succeeds F.H. Major, who has gone on to become the Air Chief Marshal, and is the first officer of the Air Force from Shillong and the Northeast to become air marshal. The rank is equivalent to that of a three-star army general. The officer said modernisation of airfields like the one at Tezpur in Assam was on his list of priorities, as was the implementation of the Force Multipliers Programme. Honestly speaking, I am jealous of Umesh for his tireless information input to Assamnet. This jealosy has now become an obsession and so much so that I did a small research on the number of emails from Umesh in 2006. The statistics of posts turned out to be following: MonthNo. of posts by Umesh Jan 106 (3.41 posts per day) Feb 193 (6.65 posts per day) Mar 111 (3.58 posts per day) Apr 169 (5.633 posts per day) Mar 257 (8.29 posts per day) Jun 196 (6.5 posts per day) Now, a more enthusiastic researcher would like to find out why the no. of posts dropped in March (Umesh dont give the answer lets wait for somebody to find the answer!!)!! Hope everybody takes this research on a light note :-) .. and Umesh really, thanks for keeping the net alive by posting all possible topics in the world!! She promoted the image the national govt is only interested in politics and not in people's welfare . Instead of launching the elkection campaign she should have visted the area to pacify the people and avoid such largescale protests . Just my views. Even at Delhi train station the soldiers to frontlines regulalrly bully train drivers and passengers -to delay trains and declare whole (unreserved) bogies as only for army -throwing out poor passengers - I have been out myself many a times. Nobody really cares if an army jawan was killed or how many are killed. It doesn't matter if he was NOT the one involved in the killing of Mahanta. All that matters is that he is in the Indian army. It was his own damn fault for joining the Indian army and getting imbroiled in the mess. Exactly! Ramda! The Indian Army also does not care about who they killed or not. It does not matter to them if the people in the demonstration were involved in any killing or not. This is where all concerned in Assam should protest loud and clear to the district, State, and Central Govt I consider the voice of nearly 10 people gathered from Digboi, Margherita, Jagun etc. at Kakopothar as an attemt of making vox populi loud and clear to whatever govt.s present in Assam. However, those voices were silenced by the govt. guns in the same fashion as it happened in Tianenman Square in China in 1989. I understand, that it is only at the invitation of the State Govt. that Central troops are deployed. So, the State Govt. must be extremely careful when requesting such 'help'. Nobody, neither the state govt nor the Indian govt. is concerned about the common people. By now the state should well know the totally uncivilized way many members of these forces behave. This does not apply to an armed force as the training they get involves torture techniques, assassinating anybody suspected as not agreeing with them. Militants also bear a lot of responsibility in situations like this. If they want to take on the Indian forces, thats up to them. But they *should not*take shelter amidst people who cannot say no to the militants nor can they say no to the army. Consider two scenarios here. Lets assume 1. The militants threaten common people to accommodate them in their houses. In this case the villagers or common people are not at fault at all. Why should the commoner be harrassed for that. If a group of decoits threatens a house owner in Delhi or Mumbai to give them shelter does Delhi or Mumbai police go and kill the house owner? They do not even have the guts to do that. But in Assam they CAN do that. Lets see what happens if a group of Assam police kills two youth in Haryana! 2. Lets assume in another case the villagers are the sympathizers of the militants. In that case the question should why India, the constitution is failing these people that they support the militants! And that is exactly what the Indian government has been ignoring for ages. The list of SHOULD NOTs goes too long for both militants and Indian govt and army, Ramda. The reaction of Army and mainstream India is just like my Indian friend's who often times defends killings of innocence Assamese as some sort of Karma : You guys supported ULFA so you guys are killed. However the question is that what does Indian govt want? Does it only want the geographical area called Assam sans Assamese people? The military strategy adopted in Assam and NE makes many of us believe that the Indian govt does not care about the people but the geographical area called Assam or NE. Seems like Indian Govt's two preconditions for the next round of talks with PCG are: 1. There should be only 4 members of PCG present for talks 2. Talks should be confidential. About the first condition I understand that Indian government probably does not have enough space to accommodate all the nine members. But about the second precondition, whaddadeal dude? I mean a democratic country like India, why does it want to make talks a secret. PCG is not only the representative of a particular group. [Assam] The Untold Story of the Exploitation of Black Gold of Assam
I thought this article published in Xadin is very important, so I summarized and translated it into English for the readers. Some maths in section 4 are done by me, which is a bit different from the calculations of the author Gautam Prasad Barua. Author: Gautam Prasad Barua In 1973, as the oil prices went up throughout the world, the Indian government got a law passed in the parliament known as the OIDB ACT-1973 for the development of the oil industry in the country. The act enabled the central Indian government to impose a CESS or an extra tax for the oil produced in Assam at the rate of 300 Rs. Per tonne, which was later increased to 1800 Rs. Per tonne. From 1974 the Central Govt has been receiving the tax at the above-mentioned rate. Considering the fact that Assam produces 4.7 million tonne of oil per year now, the central government receives 850 crore rupees as tax from Assam oil presently. However, according to the OIDB act, the money collected in form of tax from Assam oil should be used only in oil exploration and development of the oil industry only in the north east region. During the initial few years the central government lent some money to the oil companies for development, but as soon as the oil companies achieved a better financial condition they stopped taking this money as loans from the central government. Since then the central government has been using this money collected from taxing Assam oil to stabilize its deficit budget, which, according to the OIDB act is unlawful. There is no way that the central government can divert this money from the head of 'oil exploration and development in the north east' to its deficit budget. The author suggests that the central government should: 1. Stop imposing CESS or extra Taxation on Assam oil immediately so that the Assam government can impose CESS on Assam oil on its own as it does in case of Assam Tea. 2.If the central government cannot stop imposing CESS, then the tax money collected should be used in the development of infrastructure in the NE region, which is allowed by the OIDB act. 3.If the Central government says that the money collected from imposing CESS is deposited and saved in the OIDB fund, then the central government should give us the details how much money do they owe Assam in the form of CESS in the last 32 years and how much it has spent in the designated heads allowed by the OIDB act. 4.If Assam has been producing at least 3.5 million tonnes of oil every year since 1974, then CESS collected from Assam oil in the last 32 years is 201600 million rupees. If the central government has spent a single penny from this amount anywhere except in Assam, it is unconstitutional according to the OIDB act. As far as we know the central government transferred this money to a consolidiated fund, violating the OIDB act. 5.The author suggests that a public interest litigation be filed against the central government in the interest of Assam. The Assam Tribune online Guwahati, Sunday, December 25, 2005 Salakati clash evokes Statewide protests By A Staff Reporter GUWAHATI, Dec 24 The Salakati incident of clash between a group of youths and a contingent of the 1st India Reserve Battalion (IRB) over an alleged attempt at molestation of some college-going girls that killed four persons yesterday, has stirred widespread protests in the State today, even as tension continued to prevail in Kokrajhar. While the Rabiram Narzary faction of the Bodoland Peoples Progressive Front (BPPF) has called for a 12-hour Assam bandh from 5 am of December 26, the All Assam Students Union (AASU) and the Asom Unnati Sabha have decided to observe December 27 as a black day in protest against the incident. The BPPF has also demanded stringent punishment to those involved in the Salakati incident, adequate compensation to the victims families and security to the women rail passengers. The AASU and Unnati Sabha also made similar demands and stated in a statement here today that their members all over the State would hoist black flags at the public places on December 27. They also said that both the AASU and the Unnati Sabha would hold discussion with the All Bodo Students Union to chalk out further course of actions on the issue. The All Assam Tribal Sangha has demanded immediate and stringent punitive measures against those IRB personnel involved in the alleged case of molestation and shooting yesterday. It has also demanded compensation at the rate of Rs 10 lakh to the kin of each of those killed in the incident. Besides, it demanded prompt measures to ensure safety of rail passengers and a high-level inquiry into the incident. The Sangha has also lent its full support to the bandh called by the BPPF in protest against the incident on December 26. The State committee of the CPI-ML (Liberation) also took out a procession in protest against the incident and demanding punishment to those involved in it. The State unit of the Bharatiya Janata Party (BJP) has vehemently condemned the incident and demanded compensation at the rate of Rs 5 lakh to the kin of each of those killed in it. The Manab Adhikar Sangram Samiti has demanded exemplary punishment to those involved in the incident and adequate compensation to the kin of those killed. The All Adivasi Students Association of Assam (AASAA) also condemned the incident and demanded a judicial probe into the whole episode. The Association also demanded that the government should immediately pay compensation of Rs 10 lakh to each of the affected families, in addition to arresting and severely punishing the Haryana policemen who have been accused of committing crimes against girls students, our Dibrugarh Bureau adds. AASAA vice-president Raphael Kujur today said that the police action after the misdemeanour by the Haryana policemen has to be condemned, and that the beating and shooting down of innocent citizens is a crime against humanity. The All Assam Bengali Youth Students Federation has also condemned the incident and demanded exemplary punishment to the guilty police personnel from Haryana. Meanwhile, the body of Thomas Basumatary (21), BA Second Year student of Gossaigaon College who was shot dead by the policemen at Salakati has been cremated at his Ballimari residence some 7 km from Gossaigaon subdivisional headquarter. Thousands of people, including teachers, students and the local citizens paid their last respects to the body of Basumatary, our Gossaigaon correspondent adds. Father Mathew joined the Jesuits (Society of Jesus) in 1992 and was ordained as a priest at Gossaigaon on November 20, 2005. He was born in North Guwahati in 1970. He did his school studies at Tezpur, Ambagaon and Gossaigaon and higher studies in Bettiah, Bihar and Kathmandu, Nepal. After that he began to teach at Kathmandu. During these years he and his brother decided to become Christians. When he was at Kathmandu, Mathew felt a call to become a Jesuit Priest and he joined the Society of Jesus (Jesuits) in 1992. He graduated in philosophy at Janadeepa Vidyapeeth, Pune, in theology at Vidyajyoti College, Delhi and earned the Bachelor of Education degree at Namchi, Sikkim. Most of his relatives who remain Hindus are proud of one of their members offering himself to become a Catholic priest and to work in Nepal. Thirty of them were present at his priestly ordination at Gossaigaon and offered him to the persons who had come from Nepal. Sanskrit is NOT the mother of ALL Indian languages - it is not so for the Southern Indian languages such as Tamil, Telegu and Kannada and it is not so for North Eastern languages as well as languages of the different tribes that are found all over North India. I don't see why there should be a debate at all on that when it is a universally accepted fact.
