NO WAY TO TREAT A "HERO"
By Eric Margolis
December 3, 1998

NEW YORK - Last Monday evening, press mogul Conrad Black gave the mother
of all parties, a gala chock-ablock with ex-prime ministers, media
bigwigs, literati, luminati, very important people, and your columnist.

At one fascinating juncture, I found myself deep in conversation over the
arrest of Chile's Gen. Pinochet with Margaret Thatcher, Henry Kissinger,
and Lord Carrington, the former British Foreign Secretary.

Britain's detention of the retired Chilean strongman, who was travelling
on a diplomatic passport, was outrageous, disgraceful, an injustice, and a
very dangerous precedent, we all agreed. Baroness Thatcher was
particularly bitter - and with good reason.

Britain's Home Secretary, Jack Straw, could have rejected the Spanish
request for extradition out of hand - before it became a "cause celebre"
for the international left. Instead, Tony Blair's socialist government,
that has been moving sharply to the right, decided to go ahead with this
show trial in order to play to Britain's disgruntled left, which accuses
Blair of being a traitorous closet conservative.

Talk about stunning ingratitude. Gen. Pinochet's security forces are
accused of killing some 3,000 Marxists during Chile's dirty civil war in
the early 1970's. But soon after, Pinochet saved many thousands of British
lives in the Falklands War between Great Britain and Argentina. Britain
owes Pinochet an enormous debt of thanks.

The British invasion force seeking to retake the remote Falklands came
under intense air attack by the Argentine Air Force and Navy, which
inflicted heavy losses on the British fleet using deadly Exocet missiles.
It seemed only a matter of time before the two vital British carriers were
sunk, or put out of action, depriving the invasion fleet of vital air
cover, thus exposing it to total destruction by Argentine warplanes.

Gen. Pinochet saved Britain from imminent disaster. The full story has
never been publicly revealed. Pinochet secretly allowed Britain's Special
Air Service units to be flown into Chile, and operate from Punta Arenas.
The elite SAS teams infiltrated Argentina, and assaulted Argentine air
bases, destroying scores of attack aircraft on the ground. The commando
raids by SAS saved the British Fleet just as the invasion appeared doomed,
turning the tide against the Argentines. Without Pinochet, Britain would
have lost the Falklands War and suffered a bloody, humiliating defeat.

Public anger in Argentina over the Falklands debacle provoked the fall of
the military junta in Buenos Aires. The generals who ruled Argentina were
guilty of vicious repression and human rights violations that made Chile's
war against its own Marxist revolutionaries appear a minor skirmish. But
you will never hear leftists acknowledge Pinochet's role in ridding
Argentina of its military junta.

Britain now shows its gratitude to the former Chilean leader and wartime
ally by allowing him to be arrested on spurious charges when he is old and
ill. I say shame on the Blair government, which dishonors Britain and all
the soldiers, sailors, and pilots who fought in the Falklands.

Shame, too, on Europe's hypocritical left, that now bays for the blood of
Great Satan Pinochet. The same Spanish court that charged Pinochet,
refused a similar charge against Fidel Castro, who was being grandly
received in Spain at the very same time. The numbers of Cubans executed,
tortured, and imprisoned by Castro's regime make charges against Pinochet
look trivial. Thanks to Pinochet, Chile is a thriving democracy today;
Cuban remains a totalitarian Stalinist state.

Kurdish Marxist chief, Abdullah Ocalan, whose PKK bands slaughtered more
than 30,000 civilians in Turkey, has taken refuge in Italy. Turkey's
demands Ocalan be extradited have been refused by Italy's new
communist-led government - on "humanitarian" grounds.

Clearly, if Pinochet had been named "Che" Pinochet, and he had overthrown
a right-wing government instead of a Marxist regime, he would today be
feted across socialist Europe as a hero and champion of human rights.

SLEEPING WITH THE ENEMY - A PERSONAL COMMENT BY ALAN F. ALFORD

During 1997-98, the 'new-age' gang of Robert Bauval, Graham Hancock and
John A. West negotiated a peace treaty with the Egyptologists at Giza
(Zawi Hawass, Mark Lehner et al), and everyone now appears to be on
surprisingly good terms. An ongoing dialogue now exists between the two
sides, with RB, GH JAW setting themselves up as a kind of unofficial
'Opposition Party'. The next phase of this dialogue will occur at the
Mena House Hotel, Cairo, in January 1999, when both sides will debate
the age of the Sphinx and the astronomical significance of the
structures at Giza.

There is, however, a potential downside to this outbreak of cordial
relations, and this is well illustrated by the 'personal tours' of the
Great Pyramid which Dr Hawass has been giving to RB, GH, JAW and, in
some cases, to their wives too. In particular, Hawass has gone to great
lengths to erect the necessary ladders and lighting to enable GH and JAW
to personally inspect the so-called 'Construction Chambers' above the
King's Chamber (this is where the graffiti containing Khufu's names is
found). This is a rare privilege indeed, which precious few mortals have
ever experienced.

The outcome is intriguing - both JW and GH have now reversed their
previous opinions and declared that the cartouches of Khufu's name are
genuine. In other words, they are now certain that Khufu built the Great
Pyramid. And yet it staggers belief to think that JAW and GH suddenly
became experts on hieroglyphic writing and criminal detection the moment
they set foot in those chambers. Did they lose their critical faculties?
Or did they see some miraculous evidence that no-one has ever seen
before? What could they possibly have seen or been told that was so
persuasive? If it was (as is claimed) the masons' marks which can be
seen between the joints in the stones, then this proves absolutely
nothing about the Khufu cartouches on the face of the stones (these are
entirely separate matters). So what on Earth has happened here?

Sleeping with the enemy is a dangerous game. Hard and objective thinking
has a tendency to go soft and fuzzy when it plays second fiddle to
personal rapprochement. Compromise is only a win-win situation for the
egos of those involved. Truth is always the loser.

I therefore await with trepidation the outcome of the Giza debate in
January 1999. I had previously thought that we could rely on Bauval,
Hancock and West to kick butt against the Egyptologists, but now I
question their objectivity. Personally I felt more comfortable when the
two sides were spitting blood at each other. At least then we knew that
the battle was real. But as soon as politics takes centre stage, no-one
knows who or what to believe!

ALAN F. ALFORD, 15th SEPTEMBER 1998

HANCOCK'S NEW BOOK TV SERIES - A PERSONAL COMMENT BY ALAN F. ALFORD

The most significant part of Hancock's new book concerns the temples at
Angkor Wat in Cambodia, and their possible alignment to the stars of the
constellation Draco. Hancock claims an amazing correlation, which he
further claims was exact at 10500 BC - the same date as deduced by
Bauval Gilbert for the pyramids-Orion correlation at Giza. If true,
this discovery is of profound importance. And as with all important new
'discoveries', it simply won't do for critics to ignore it or 'sit on
the fence'. So let's kick off this debate with some salient
observations.

(1)

One of the most distinctive features of Draco (the dragon) is its 'head'
- a quadrilateral and irregular 'box'. On this most distinctive feature,
Hancock's supposed correlation fails the test. There is no such head or
box formed by the position of the temples at Angkor (see p.127 or p.130
or p.169 of his book).

(2)

One of the stars in the 'head' of the dragon is Nu - a double star which
is easily separable with binoculars. If the site of Angkor was mapped
out by a race with the astronomical abilities hypothesised by Hancock,
we would expect to see evidence of this double-star on the ground. But
we don't (as above, so NOT below, in this case).

(3)

The tail of Draco the dragon, as shown in Hancock's maps, turns away at
an angle. This does not seem to match the temples which appear in what
is virtually a straight line.

(4)

It is not at all clear which two stars are supposed to match the temples
of Neak Pean and Ta Sohm. Hancock is not justified in including these in
his 15 correspondences.

(5)

Of the 14 remaining 'correspondences', the 3 temples near Roluos stand
separate from the others. Hancock matches these with 3 minor stars.
These are three stars among numerous minor stars, and it is simply not
scientific to claim a sky-ground match in this case.

(6)

Of the 11 remaining 'correspondences', one star stands alone supposedly
matching Deneb (the brightest star of Cygnus).

AN INTERVIEW WITH
ALAN F ALFORD

(Author of
"Gods of the New Millennium"
 "The Phoenix Solution")

By Jon East
20th July 1998

JE:

"Firstly, I must say that this is a really excellent jacket design on
your new book. Presumably the fire around the pyramid is evoking the
Phoenix rising from the ashes?"

AFA:

"Yes, Hodders [Hodder Stoughton] have done a great job there, although
I do take credit for the idea of the fire surrounding the pyramid. But
it's not so much evoking the rise of the Phoenix, as the ascension of
the Egyptian king to heaven, via a reversal of the catastrophic 'act of
creation', when fiery fragments of the planet Osiris fell to the Earth.
Hence the gate of fire which had to be passed through to get back to
heaven.

As for the Sun on the horizon, well that represents the Egyptian symbol
of death and rebirth. Not of the Sun itself - that would be too obvious
- but the more profound death and rebirth of a planet which exploded and
then rose from its ashes by reincarnation in the Earth. That is the idea
behind the Phoenix."

JE:

"OK, and that is the basic theme behind the book isn't it? That the
Egyptian religion was an exploded planet cult."

AFA:

"Right. It sounds so mundane when you put it like that, but actually it
happens to be an extremely controversial conclusion, because it
overturns just about everything we thought we knew about ancient Egypt.
For the last 170 years, Egyptologists have assured us that Egyptian
religion was a confusing mixture of solar and stellar cults, whereas in
reality the Sun and the stars were merely visible symbols for the
invisible - a planet, or rather two planets, which exploded 250 and 65
million years ago."

JE:

"And what makes your theory so exciting, if I understand this right, is
the long string of coincidences between Egyptian beliefs and modern
astronomical research."

AFA:

"So much so that they are unlikely to be 'coincidences' at all. We have
a clear description in Egyptian mythology of a confrontation between two
planets - a watery planet and a red planet; and myths which describe
their 'dismemberment' or explosion. And scientific data backs that up
exactly - the encounter scenario, the explosions which formed the
asteroid belts, and the evidence of water from one planet, and red
asteroids from the other.

In addition, the myths describe a 2:1 satellite exchange between the two
planets, and that is in absolute accordance with the laws of celestial
dynamics. And then we have several legends of moons exploding and one of
them ravaging mankind, and that is backed up by evidence that a moon
from one of these planets did explode as recently as 3 million years
ago.

Furthermore, we have a description of the Earth becoming an 'Island of
Fire' as a result of the meteoric impacts, and that is almost exactly
the terminology used by geologists to describe the Earth after the
multiple impacts 65mya - when the dinosaurs were wiped out.

We also have legends of a huge flood of cold water falling to the Earth,
and this too is exactly what would happen following the explosion of a
watery planet.

Even the sequence of the two explosions was correctly recorded by the
Egyptians, who named one planet Osiris and the other Isis. Hence Sirius,
the star of Isis, rose on the horizon after Orion, the star of Osiris,
whilst in mythology Isis came searching for Osiris inside the Earth
after he had abandoned her."

JE:

"So you are suggesting that the Egyptians possessed a well-developed
scientific knowledge of astronomy."

AFA:

"Absolutely. I think that anyone who denies this is being blinkered by
prejudice and preconceptions. But one can understand their reluctance,
because this level of science is something that we have only recently
rediscovered by using telescopes and space probes."

JE:

"Hmmm. It's a real paradox. But as you point out in your book, so is the
Great Pyramid, and no-one can deny the fantastic science that went into
its construction - thousands of years ago."

AFA:

"Yes, until now the Great Pyramid has stood alone in Egypt as evidence
of a 'lost civilisation' with a fantastic scientific knowledge. But what
'The Phoenix Solution' does is to completely corroborate this idea. It's
the software alongside the hardware, as it were - and it now makes the
case for a 'lost race' virtually irrefutable."

JE:

"I must say that you have countered all the objections to the lost
civilisation in a brilliant and very academic style. You have also done
a very thorough hatchet job on the idea that the Egyptians built the
[Great] Pyramid."

AFA:

"Well I wouldn't call it a hatchet job. What I've done is to try and
weigh up the evidence scientifically. I've shown on the one hand how the
orthodox case rests entirely on a highly dubious, fraudulent set of
inscriptions. And on the other hand, I've discovered

fling down a gauntlet: Impeach me if you dare. If you dare not,
then the only adjectives acceptable to me in a shame-on-you-

nothing. Why, the next time there's a Democratic-controlled

Attorney Christopher Horner offered the Washington Times' John

"Lie under oath - bad. Lie under oath about sex or to facilitate
your sex life -- fine. Steal a car -- bad. Steal a car to have
sex in, or get to your sex -- fine. Rob a bank -- bad. Rob a bank

 New
twist in O.J. saga More
from 'hitman' who says Kardashian hired him to kill
Nicole

By David
M. Bresnahan 1998 WorldNetDaily.com

This is the first of an ongoing series of stories based on a
seven-month WorldNetDaily investigation into the events surrounding
the murder of Nicole Brown Simpson. The investigation includes
exclusive interviews, conducted in person and by telephone, with key
witness Bill Wasz, now serving time in a high-security prison for
other crimes.

Law-enforcement officials ignored -- even covered up --
significant evidence that a gangster was hired to kill Nicole Brown
Simpson, WorldNetDaily has learned.
That evidence and testimony has been in the possession of the Los
Angeles Police Department and the Los Angeles County District
Attorney's Office from the time of the murder and throughout the
famous O.J. Simpson trial.
As reported in WorldNetDaily last May, Bill Wasz claims he was
hired by Robert Kardashian, O.J. Simpson's friend and attorney, to
kill Nicole Brown Simpson. Wasz says he never intended to carry out
the contract hit for which he received partial payment. He says
Kardashian first paid him to follow Ms. Simpson and take pictures of
her with other men. He was then offered $15,000 to kill her, Wasz
charges. Instead, he says, he stole money from Kardashian and was
soon arrested in another crime.
Wasz claims he was replaced as the hired gun by someone else
shortly after he was arrested. Police and prosecutors have
apparently ignored Wasz's statements and corroborating evidence,
even though Wasz says they knew about everything from the time of
the murder.
There have been several attempts on Wasz's life since his arrest.
He has frequently expressed fear that he would be killed to silence
him.
It's the cops I'm afraid of, he said of concerns for
his life. But now he believes his only protection is to become as
public as he can. He believes the more people who know about him the
more difficult it will be for officials to keep ignoring the case.
He is hopeful people will write to him in prison, as well as to
elected officials to demand that federal authorities investigate.
What are his motivations? Why has he granted seven months of
in-depth interviews about every detail of his life? He says he wants
justice. He says Kardashian belongs behind bars, and the police and
prosecutors who have purposely withheld the truth from the court
should be held accountable.
He has at least five more years before he is eligible for parole,
and he is working hard to be a new man when he gets out. He is
looking for religion, and says he knows he must change if he is to
ever have a chance to make it without returning to a life of crime.
In an interview from the Calipatria State Prison in California,
Wasz made it very clear that he does not want anything in return for
the evidence he has on Kardashian. That evidence not only implicates
Kardashian in the Simpson murder, it also includes participation in
organized-crime activities. He explains that there is a kind of
honor among thieves, and he says Kardashian is without
that honor.
I just want to see him go down, says Wasz.
That's all. All these guys playing golf in Beverly Hills
laughing about me doing 20 freaking years when they have no concept
of honor and dignity, where they could, at least, if they're going
to let me do all this time, and if I have this knowledge, they could
at least look out for me, which they didn't. You know what I mean?

FRIDAYDECEMBER 041998

 THE O.J. COVER-UP -- Part 2 How
'hitman' met Simpson Wasz
says he was first hired to supply cocaine to Nicole

Editor's note: This is the second part of an ongoing series of
stories based on a seven-month WorldNetDaily investigation into the
events surrounding the murder of Nicole Brown Simpson. The
investigation includes exclusive interviews, conducted in person and
by telephone, with key witness Bill Wasz, now serving time in a
high-security prison for other crimes.

By David M. Bresnahan 1998,
WorldNetDaily.com
It was in late October 1993 when Bill Wasz, 35, was introduced to
Robert Kardashian and O.J. Simpson by a bouncer in the Roxbury Club
in Los Angeles. Wasz remembers the bouncer's name as Steve, and
claims he was once a professional hockey player.
Wasz had a thriving cocaine business. He had various contacts in
clubs, like Steve, who would introduce him to people who wanted
drugs. That night he was introduced to Kardashian and O.J. because,
he says, the young women who were with them wanted cocaine.
Robert Kardashian struck up a conversation with me and
informed me that he was with his friend O.J., who he went and
retrieved for me to meet. I was introduced, then Kardashian gave me
$350 for the eighth (of cocaine), explained Wasz.
The meeting only lasted a few minutes. Wasz gave Kardashian his
phone number and departed. Over the next several months he would be
called upon many times by both Kardashian and O.J.
Evidence obtained by WorldNetDaily shows that Kardashian and O.J.
did frequent the Roxbury, and charge card receipts show they were
there during the time Wasz claims they met. A witness has also
verified the meeting. Kardashian at one time denied being there.
Within days of the initial meeting, Wasz says, Kardashian
personally phoned and asked him to deliver cocaine to the home of
O.J.
He stated that O.J. was in need of some coke and that I
should drive to his home and ring the intercom box. I asked how much
O.J. needed and was told an eighth. I stated the price would be $350
and asked for directions to his home, described Wasz of the
first of many purchases. He was given O.J.'s private number in case
he needed to call for better directions.
Wasz rang the bell, spoke to O.J. and waited in his car to make
the sale. He says O.J. joined him in the car where they made the
exchange. It was at that time that O.J. mentioned he was with a
young woman and how excited she was to be with him.
He wanted an ego injection of some sort from me and that's
simply not me. My ego alone is enough for me to handle, let alone
his, said Wasz, who is 190 pounds, 6'6 and blond. He
describes himself as extremely attractive to women.
That was the first of many transactions which took place outside
the Rockingham home, according to Wasz. On two of those occasions
Wasz says O.J. sent Nicole out to make the purchase.
She struck me as somewhat of a talker, and self-confident
to the extreme, remembered Wasz. He said she liked talking
about antiques, but she also made no secret about the fact that she
and O.J. would personally make use of the cocaine she was buying.
When no mention of it (use of cocaine) came out in the
trial, I was sort of shocked that they would disregard such an
important factor, commented Wasz of the trial of the century.
Important because in order to understand what was going on you
have to equate the reality of the situation and not glorify the
cause of battered women.
Granted, it is a problem in America, but one cannot exclude
what

I perhaps should have been more clear in my statement...no breeding
female of ANY species should be exposed to pennyroyal if there is a
chance she is pregnant, as the abortificant properties apply to all
species.

As for fleas, diatomaceous earth works, too...just sprinkle the
garden-grade variety on the animal (make sure it's garden-grade, which is
ground fine enough as to not harm the animal if it licks it off)...

This stuff works for garden slugs, too...it's basically like little
knives slicing into the bugs' bodies, so they go elsewhere...

This could also be the reason you didn't have fleas where you lived...
if the soil was comprised of enough silica, it would have been mighty
uncomfortable to most bugs...

But not, I believe, to roaches...they are so 'armored' that the glass
particles wouldn't effect them...and apparantly they can digest the stuff
with no problems...

what is pennyroyal and where can it be obtained?

It's a plant (herb?), and it's oil can be bought wherever essential oils

[CTRL] Feds And FDIC To Monitor All Your Personal Financial Activities

1998-12-06 Thread DrErebus

 -Caveat Lector-

Feds And FDIC To Monitor
All Your Personal Financial Activities

12-1-98

The following is direct quote from the first page of FDIC document (6174-01)
(12 CFR Part 326) Notice of proposed rulemaking.

"SUMMARY: The FDIC is proposing to issue a regulation requiring insured
nonmember banks to adopt and maintain "Know Your Customer" programs. As
proposed, the regulation would require each nonmember bank to develop a
program designed to determine the identity of its customers; determine its
customers' sources of funds; determine the normal and expected transactions of
its customers; monitor account activity for transactions that are inconsistent
with those normal and expected transactions; and report any transactions of
its customers that are determined to be suspicious, in accordance with the
FDIC's existing suspicious activity reporting regulation. ---"

The things to be very concerned about in this case are the PROFILE PARAMETERS
that in turn define the various limits that when exceed, qualify as an
exception to the norm and thus must be reported to another federal agency, as
a suspicious transaction. There is virtually no limit to the number or type of
profile parameters that can be established. For example, is the customer an 8
foot tall white male weighing in excess of 400 pounds or is the customer a
four foot tall black female weighing less than 90 pounds. The question or
questions (and there are many questions) then becomes, who will be responsible
for establishing, defining and controlling the limitless number of possible
profile parameters? Who will be responsible for adding, changing and deleting
established profile parameters? Who will be responsible for insuring that this
awesome and massive capability will not be misused and abused by the various
departments of the Federal Government. In other words, is the 8 foot tall
white male an exception to the norm or is the 4 foot tall black female the
exception or, are both the upper limit and the lower limit considered as an
exception to the norm. How about all those in between?

As noted in the quoted SUMMARY of the document identified above, the "key
operative statements" are as follows;

1. Identify its customers. 2. Determine its customers' source of funds. 3.
Determine the normal and expected transactions of its customers. 4. Monitor
account activity for transactions that are inconsistent with those normal and
expected transactions. 5. Report any transactions of its customers that are
determined to be suspicious ---.

Before we briefly examine the five individual requirements noted above, and so
that you will understand where"I" am coming from, please be aware of the fact
that, in addition to being a Baptist Preacher, I have been a Data Processing
Systems Analyst for some 48+ years. At least half of that time was spent
working for the Federal Government, designing and installing total Data
Processing Facilities, from the Presidents Battle Staff, to the Congress, to
the Department of defense, to the local Church name and address data base. I
have written and taught several college courses: (a) Management of Data
Processing Facilities and (b) Systems Analysis. One of the first things that I
always tell the new students in my Systems Analysis class is "In the field of
electronic data processing, your only limitation is you own imagination. If
you can rationalize it in your mind, 'electronic' data processing can do it."

Now, given that background and qualifications let me tell you, in no uncertain
terms, -- I know exactly what the Federal Government is up to. I know exactly
what information they are looking for; I know exactly how to get that
information and I know exactly how they plan to eventually use that
information.

Requirement # 1: Identify its customers. I have no problem with this
requirement so long as that identifying information is limited to name,
mailing address and an account number generated by the "local" financial
institution and assigned to a particular account to provide unique
identification, but absolutely nothing more.

Requirement # 2: Determine its customers' source of funds. This I have a BIG
problem with. Even though the government would like for you to believe that
this requirement is related to identifying "possible" illegal money laundering
by drug traffickers, that is not the only reason they want to know the source
of your finances. Remember now, the ultimate objective of the vast majority of
government regulations and programs are directed at controlling the
"individual." This item required that you advise the bank of all the sources
that you will be receiving money from that you will be depositing in this
particular account. We will expand this item in more detail below.

Requirement # 3. Determine the normal and expected transactions of its
customers. For purposed of this discussion we will consider only four primary
parameters related to deposits and withdrawals against this particular

:
: When the New York Times editorialized in support of threatening the use

: thought that some important facts were left out: namely, the toll on the
: Iraqi population exacted by the current sanctions.
:
: Gustafson wrote a letter to the Times, citing a 1997 UNICEF report that
: found that 90,000 people were dying each year as a result of the
: sanctions.
:
: The Times letters department called Gustafson back, asking for a
: citation for his figures. He pointed them to a UNICEF website
: ( ftp://www2.unicef.org/pub/iraqsa , requires Adobe Acrobat Reader), as
: well as references to the same reports in various issues of the New York
: Times itself.
:
: But when Gustafson's letter appeared in the Times on November 5, it
: included words that Gustafson never wrote: "According to Iraqi
: officials, half a million children have died since the Persian Gulf war
: in 1991 for reasons that are related to the economic sanctions."
:
: Why did the Times alter his letter, changing the source to one that most
: readers will find far less credible? Gustafson says one explanation the
: New York Times gave was that the "Iraqi official" numbers were more
: readily supported by other Times reporting. One might argue that the
: Times' letters page should be open to information that the Times hasn't
: chosen to report, but in fact the paper has cited UNICEF reports on Iraq
: on a number of occasions (10/29/96, 12/10/96,10/20/98, 2/19/98, 1/4/98,

:
: Norma Sosa, the editor of the Times' letters section, was unwilling to
: discuss the issue with FAIR. Sosa explained that the editing process was
: not open to "outside inspection," and said of the letters: "This is a
: dead issue."
:
: But the New York Times' letters page is an important forum for public

Exxon-Mobil: Bigger than Monica?

Picture: Money image

WHILE THE MEDIA AND CONGRESS BLATHER ABOUT THE CLINTON SEX SCANDAL, THESE
FORMER COMPETITORS JUST CREATED THE BIGGEST CORPORATION IN THE WORLD.

- - - - - - - - - - - - - - - -

BY HEATHER CHAPLIN

For anyone still wondering why the American public wishes Congress and the
media would stop obsessing about the Clinton sex scandal, the answer lies
in the $80 billion Exxon-Mobil merger story.

While newspapers, network anchors, talk shows and Congress endlessly
blather about Monica Lewinsky, they are underplaying one of the biggest
stories of the century: An incredible year of merger mania, culminating in
this week's Exxon-Mobil deal, creating the largest corporation in the
world.

Something similar happened 100 years ago, when the country was poised on
the brink of industrialization and a select few were becoming richer than
God. The titans prowled the land like great dinosaurs, devouring everything
in their path, molding the country into its 20th century form and becoming
so powerful that the government had to rein them in. On the verge of the
21st century, the big boys are once again getting bigger, but so far
there's little response from government or the media.

With combined revenues last year of $203 billion, Exxon and Mobil will
become the world's biggest corporation, booting General Motors -- with its
paltry $166.4 billion annually -- into a forlorn second place. It's the
biggest merger in history and it comes at the end of a year of big mergers.
There was Traveler's Group and Citicorp's $70 billion deal, BankAmerica and
NationsBank's $60 billion arrangement, Daimler-Benz and Chrysler's $40
billion plan and Worldcom and MCI Communications' $34 billion engagement,
not to mention the AOL-Netscape deal, which is shaking up the Web. And
those are only a few of the more prominent corporate marriages.

The Federal Trade Commission, which must grant approval for all mergers
above a certain size, says there were 4,575 merger proposals to be reviewed
this year, valued at a total of $1.44 trillion. Fifteen years ago, those
numbers were 903 and $80.6 billion respectively. Even if you go back to the
last merger peak in 1987, the numbers are 2,170 and $577.9 billion, about
half of what they were this year.

(It's worth noting that the FTC's budget for handling merger reviews has
remained essentially flat since 1991.)

When a corporation becomes as big and as rich as these new Goliaths, it
garners an extraordinary amount of influence in terms of determining
consumer prices in its industry, squashing smaller competition, setting a
political agenda and even influencing the direction in which the culture
moves. But while that chain of influence is common knowledge, it's not
sufficiently part of the common discourse. Most reporting on merger mania
focuses on business culture (if I read one more story speculating on how
two CEOs' personal management styles will gel, I may vomit) not the public
interest.

I would think, as a nation, we'd resist big, faceless entities having such
enormous power. Isn't that why socialist countries, with their centralized
systems and lifetime leaders, have such a bad rap? Isn't that why our
politicians keep declaring war on big government? But mega-corporations
don't seem to inspire the same distaste. I guess all those cute logos and
catchy tunes really work. Or maybe it's the fact that many Americans have
hooked their fortunes to these corporations through individual stocks, 401K
plans and retirement funds. Flush with virtual wealth, we're willing to see
a friendly face instead of a ruthless business venture, forgetting the good
times may not always last.

Or maybe it's the millions corporations are pumping into the political
arena. It's a crude measurement, but according to the Federal Election
Commission, businesses gave a total of $84 million in soft money to
politicians last year. The New York Times has put that number at $115
million in the last 18 months. For comparison's sake, individuals gave
$29.5 million and labor unions gave $3.5 million, according to the FEC.

Then there's lobbying. Mobil and Exxon together spent $10.5 million on
lobbying efforts last year. But that's a drop in the ocean considering the
total amount spent influencing legislation last year was estimated at $1.2
billion, according to the Times. Fourteen of the 25 most influential
lobbying groups on Capitol Hill represent business interests, according to
Fortune magazine. (Some others are the Christian Coalition, the NRA, the
National Right to Life Coalition, the AFL-CIO, the Association of Trial
Lawyers and, sitting on top of the heap, the American Association of
Retired Persons.)

Add to the picture that voter turnout has essentially been on the decline
since the 1960s -- turnout for the last presidential election was the
lowest since 1924 -- and you

Orwell's 1984. Glasgow's 1994?

Closed Circuit Television in Glasgow

What is it?

By the end of this summer four square miles of the city centre
will be under constant 24 hour surveillance. An area from
Glasgow Cross to Charing Cross will be dotted with 32 cameras.
These will produce over 5000 hours of footage each week of
Glaswegians going about their everyday lives. The cameras will
be monitored by specially trained disabled civilians from a
bank of screens at Steward Street Police Station.

What will it cost?

The estimated cost of the project for installation and the
first three years of running costs is 1 million pounds.

Who is funding it?

Half of the money is coming from private businesses in the
city centre through voluntary donations. The rest is coming
from the public sector - Strathclyde Regional Council and
Glasgow District Council.

What is it for?

Caroline Durkan Glasgow Development Agency (GDA).
Herald 9/12/93

Although there is confusion whether the cameras are to protect
property or people, the main stated aim of the project is to
deter crime in the city centre and to make it "a safer place
for shoppers and shop owners, families, women and other law
abiding citizens" Strathclyde Chief Constable Leslie Sharp
Herald 22/10/93

It will also be used to deter soliciting and to film kerb
crawlers (Glaswegian 19/8/93).

It is clear that the police have complete power to use and
abuse the technology as they wish. The films could be used for
any purpose whatsoever, from filming public leafleting to
filming people on marches and demonstrations. Once the
technology is in place it can be used for whatever the police
want.

How long will video footage be kept?

According to Caroline Durkan of the Glasgow Development
Agency, "footage will be retained for one month then wiped
unless required for evidence of information" Herald 9/12/93

This is obviously vague and open to interpretation and abuse
by the police.

Who will have access to and control of video footage?

"Recorded tapes will be the property of the chief constable
and will be used only be Strathclyde Police to deter and
detect criminals"
Caroline Durkan (GDA) Herald 9/12/93

The above statement was enough to convince doubting
Strathclyde Regional Councillors that the video cameras would
not be an abuse of civil liberties. Such unlimited powers
should obviously because for concern, not confidence, in the
system. A U.S. Lawyer quoted in the Scotsman 31/8/93 states
"the person who controls the technology controls the use made
of it"

Background

Since the mid 1980's there has been a rapid growth in English
towns and cities installing closed circuit television systems.
In 1986 Bournemouth installed video cameras along its seafront
and claimed that in its first year of use the bill for
vandalism dropped from 220 000 to 36 000 pounds (Scotsman
31/8/93).

Newcastle installed a 400 000 system and claimed there was a
13% reduction in crime in the first two months of operation
(Guardian 13/5/93).

Hexham installed a video system and claimed there was a
"significant reduction in crime by 97% in areas covered by
cameras (Scotsman 30/11/93).

Kings Lynn in the Midlands (of England) installed cameras and
claimed that thefts from cars dropped by 97% and car crimes in
general by 91% (Guardian 31/8/93).

These statistics appear impressive and have led to many
Scottish towns installing or planning to install camera
systems. The most publicised case is Airdrie where it is
claimed crime fell by 75% in its first six months of operation
(Scotsman 31/8/93).

Other Scottish towns such as East Kilbride, Bathgate and
Kirkcaldy have installed cameras and more schemes are being
planned from Dumfries to Inverness. It is against this
backdrop of a growing "camera culture" that Glasgow is
planning the biggest, most sophisticated and most expensive
system yet to be put into operation in any "British" town or
city.

The British Security Industry Association (BSIA) say there are
around 200 000 closed circuit television systems in the
country and that the BSIA firms that supplied them did
business worth 57 million in 1992 (Guardian, 13/5/93). It is
now Big Business protecting Big Business in "Britain". It is
hardly surprising so much effort is being put into convincing
us video cameras are a cure all for crime. But are they
really?

Arguments for and against Closed Circuit Television

Deterrent

The major argument used in favour of the cameras is that they
deter crime. They may deter certain categories of crime but

FLUSHING OUT THE SCOTTISH FINANCIAL MAFIA:
The shady Case of the Glasgow Development Agency

by Billy Clark

The aim here is to examine in some detail an
organisation called Scottish Enterprise (SE) which
was invented in 1988 by Bill Hughes, at the time a
CBI boss and advisor to the Thatcher government,
now the director of Grampian Holdings. SE is the
parent body of 14 local Enterprise Companies (LECs)
and by looking in detail at one of these, the
Glasgow Development Agency (GDA), we shall see
that it represents a gathering of powerful
business/financial alliances. The information
provided here aims to inform our understanding
of the forces in operation here, how they
function and in whose interest.

When Hughes proposed the SE system, he bypassed
the then Secretary of State for Scotland, Malcolm
Rifkind, going straight to Mrs. Thatcher. This
unusual tactic was adopted because after the disastrous
fall in the Scottish Tory vote in the '87 elections,
the Scottish Office was blamed for resisting the new
economic culture through the Scottish Development
Agency (SDA). Unable to conceive that her policies
alienated the Scottish electorate, Thatcher was
already mulling over plans to scapegoat and abolish
the SDA when Hughes opportunistically knocked on
her door. We cannot fully reconstruct their
conversation, but perhaps Hughes promised to set
things to rights by transforming the SDA (created
in '75 by Willie Ross) from a child of Wilsonian
Corporatism, into a vehicle for promoting Thatcherism .
Perhaps too, he would have said something about the
deal being squeezed past the Treasury via the promise
of selling off, what could be sold of the SDA's
property portfolio (they managed to raise 100m pounds
before the slump set in), and privitising anything
else the SDA had a share in. In any case something
made Thatcher's eyes light up and two years later
the project was launched at the Dunblane Hydro. It
has hardly met with a word of praise since.

OBVIOUS CONNECTIONS

Its initial hierarchy was established as follows: at
the head of SE Sir David Nickson of the Clydesdale
Bank, General Accident, Hambros Bank and Scottish
Newcastle Breweries. This choice alone represented a
sizable percentage of Scottish Capital and was further
enlarged with the two leaders of the main LECs in
Glasgow and Edinburgh: Lord McFarlane and Sir
Charles Annand Fraser respectively. Having the more
obvious connections to Nickson, McFarlane is the
director of some fifty or so companies, the main
ones being The Clydesdale Bank, General Accident,
The American Trust, Clansman, Edinburgh Fund Managers
and United Distillers/Guiness plc. His other
companies concentrate on the construction and
fitting out of offices from their painting right
down to the packaging the furniture comes in,
its transportation, and adhesive labels, the
lot basically : if you work in an office, go
the bank then go for a drink, McFarlane's interests
are well served. Politically we can locate him on
the Authoritarian Right, he funds British United
Industries (a somewhat secretive channel for
funding right-wing political projects), and of
course the Conservative Party, General Accident
alone donates around 50,000 pounds a year.

In the light of this it is clear that McFarlane
would readily be attracted by a steering role in an
organisation devoted to manipulating the political
climate of Glasgow towards the right, and that he
would have identified this agenda as one which
would in due course enhance his own empire. McFarlane
also seemed to have been highly aware of the
opportunity the creation of the Glasgow LEC
offered in openly manipulating the Labour controlled
District Council: and it looks like he achieved
everything he set out to do in this respect, but
we will return to this subject later.

Sir Charles Annand Fraser's interests are
similar to McFarlane's, and they have been similarly
financially enhanced through the hype of local
enterprise. He is the director of about sixty companies
including Scottish Television, Scottish Widows, Stakis
plc and United Biscuits. Fraser's main activities
are inextricably linked to Edinburgh tourism, with
Stakis and United Biscuits, and are augmented with
other interests concerning property development and
"Heritage" projects; further interests being offshore
tax-exempted trusts ( British Assets Trust, Fidelity,
Investors Capital Trust etc) dealing mostly in cash
deposits in various currencies . These are all
very large companies if not monopolising their
fields, certainly dominating them, Scottish Widows
alone makes profits of 1,000m and is the second
biggest Company in Scotland. So here we have two
rich, highly important and influential men, who
would feel insulted if we did not describe them
as motivated solely by personal gain

From an Egoist Window Pane

by

Iconoclast

Shakespeare once said, "nothing is either good or bad, but
thinking makes it so". You may say; some things are bad and
some good independently of my thinking. This is to say; food
is good or bad independent of my stomach. The policeman's
baton is good or bad independent of its exercise on my body.
The knife is good or bad independent of me, you may say. Does
my thought of the use of the knife not determine for me
whether it is good or bad? Does my thought of the use of the
knife not determine whether the knife is lethal or of use
value. In the hands of an assailant the knife is lethal to my
thinking. In the hands of a soldier on the battlefield it has
good value. The knife in itself is neither good nor bad but
thinking makes it so. The soldier by his passion for
patriotism regards the knife, bayonet or bullet indispensable.
What does "for patriotism" derive from if not from thinking
"rightly or wrongly"; predicates which again are derived from
thought. The knife in the hand of a surgeon could be
propitious in my way of thinking.

Thought of course is merely one of my qualities. I also have
flesh and blood and in consequence I feel pain when a blow is
administered. If I am incarcerated for the violation of a law,
violence may be exercised upon my person by the lickspittles
of the law, in order to get me to reveal the identity of my
accomplices. I may feel pain, then my thought comes to my aid.
My thought like flesh and blood is mine. The thoughts of the
lickspittles are not theirs; they are possessed by them; they
are victims of their own creation. So I put my thought to use
and bring my obduracy into play or I steer them wrongly. Yes,
I tell them a lie. If I was possessed by truth I would have to
be disloyal to my friends and pander to my enemies.

The truth is not above me. If I was a lover of truth I would
be infatuated by an abstraction. If some truths exist, what do
I care? Must I genuflect before them in reverence. A truth
which is unpalatable to me will be subdued if I have the power
to do so. A truth which is favourable to me I will accept.
Economists have convinced me that the capitalist system
prevails. I accept that this is a truth but a truth which I
want to make an untruth. If I had the power to annihilate this
chimerical monster I would not hesitate. For the present I can
only gnaw at it like excavating at a mountain with a pick and
shovel until I muster sufficient dynamite to blow it out of
existence and reach my destination. You, you, and a several
thousand times you are the dynamite and detonator which I
seek. It is self-interest but a mutual self-interest. Do you
think the powers that be will listen to your moralistic
platitudes? They gave you the vote as a red herring. They gave
you free speech. But if they can give you it, then they can
take it from you. What use is free speech to sheep? They only bleat.
You have to take it and not grovel for it. You have to assert
yourself by action. You fireside philosophers are of no danger
to them. You can ramble on about your theories in pub and club
and the powers that be only treat you for what you are : Armchair
philosophers who speak like predatory eagles but are in
fact barnyard fouls divested of their claws. Poets, subversive
music, art, subversive song and ideals are treated with some
tolerance as long as they remain idealistic expressions. But
when the ideal becomes real it is no longer the ideal. This is
what offends the sensitivities of the powers that be. They
know the person of action intends to make the ideal real.
Serve an ideal if you will so long as you will not transform
it into the corporeal. To serve an ideal is to serve not
yourself but another outside yourself. I may have an ideal but
it is not I and I am not it. Can the ideal be anything but my
possession if I am to remain my own master? If the ideal gets
above for me to serve then I become a creature of my own
creation. I an a possessed man.

Let me ask the question. Are you a singer before you sing? Are
you a dancer before you dance? Are you a speaker before you
speak? Are you a thinker before you think? If I sing, if I
dance, if I speak, if I think, where do these attributes stem
from? I pinch myself and feel it, confirming that I'm still
alive. Of course they stem from me. Your ideals, your truths
are static without your activity. Can they move as you do? For
some, truth is eternal or they seek eternal truth. They cannot
see the wood for the trees. They have an optical illusion,
they approach truth like approaching the horizon; the more
they approach it the further it recedes. Their mission can be
fulfilled without travelling afar. It is on their own
doorstep, symbolically speaking. I am not truth, I am more
than truth. In modern parlance with a twist of wit I have
truth plus "vat". I do not

[CTRL] White men traded as 'sex slaves' of black prisoners (fwd)

1998-12-06 Thread Brian Redman

 -Caveat Lector-

Below, from London Telegraph, relates to conspiracy in that it
shows how the State (USA) is using "cruel and unusual punishment"
while at the same time distancing itself from the actual
brutality -- "plausible denial." For those with weak nerves,
it's suggested you skip reading the story below.

Conspiracy Nation | "The perfect slave thinks he's free."

The Electronic Telegraph International News

   ISSUE 1290 Sunday 6 December 1998

White men traded as 'sex slaves' of black prisoners
   By Fergal Keane, in Illinois

WHITE male prisoners in American jails are being "sold as sex slaves"
by black fellow inmates for money, tobacco, drugs and alcohol,
according to campaigners who are urging action to end widespread
   homosexual rape behind bars.

Damaging claims of complicity by prison guards are also emerging. Five
wardens at a Californian maximum security jail are facing charges
relating to the rape of an inmate by a notorious sexual predator. The
wardens allegedly forced a troublesome prisoner to share a cell with a
black gang leader, who was rewarded with extra food and clothes for
   imposing "discipline" on the man.

According to the campaigners, the sex attacks often carry ugly racial
overtones, with many white prisoners claiming that they were sexually
abused after being placed in cells with black inmates. Most victims
are too scared to complain, it is claimed, and those that do say they
have been ignored by the authorities. The scale of the scandal has
been uncovered by the pressure group Human Rights Watch, which next
year will publish a report documenting the "staggering prevalence" of
   prison rape.

The situation is not just provoking concern among civil liberties
groups. In the state of Illinois, a prominent conservative figure,
Republican legislator Cal Skinner, is also pushing for tougher
government action. He claims that many of the rape victims have been
infected with the HIV virus and that American prisons are becoming a
   breeding ground for Aids.

Mr Skinner said: "There are sexual slaves in too many prisons. People
are being given a death sentence." He wants to see the mandatory Aids
testing of all prisoners with the segregation of those found to be HIV
positive. He believes it is one of the few ways of protecting
vulnerable inmates from the potentially fatal effect of prison rape.

The renewed concern over rape in prisons has come too late for Michael
Blucker, 29, a white man from Crystal Lake in Illinois, who was
repeatedly gang-raped while serving a sentence for burglary. Blucker's
ordeal is almost too horrific to contemplate: he was forced to become
a sex slave to black prisoners at Menard State Penitentiary in
Illinois. Prison rape is not confined to white victims but they are
particularly vulnerable as black gang members make up such a large
part of the American prison population.

Blucker said: "I was the only white man in a gallery [wing] of more
   than 100 prisoners. Most of the guys were in for very serious crimes;
they were people who weren't going to be getting out of there any time
in the next 30 years." The first attack came when Blucker had been in
jail just two weeks. He was set upon by three black prisoners,
   stripped, beaten and raped.

"They would have killed me if I had refused. Killing means nothing to
these people," he said. Once it became known that he had been raped,
Blucker's life became even more of a nightmare. In the violent world
of American prisons, an inmate who "allows" himself to be raped is
regarded as fair game for every other inmate and is used as a sex
slave, normally under the direction of a senior gang leader.

In Blucker's case, one of the black prisoners sold him to other
inmates on a daily basis. "He would physically threaten me and
threaten to have harm done to my wife outside prison. Every day, I
would be sold as a sex object while he was given money and cigarettes
and marijuana and alcohol in return." When the threats of violence did
not cow Blucker, his tormentor would beat him into submission.

While filming in Butner prison in North Carolina, I met Ivory Rhodes,
a black prisoner, who was attacked within days of being placed in the
cell of a known rapist. The pattern he described was almost exactly
the same as that experienced by Blucker. A violent attack and the
threat of death followed by brutal rape. Rhodes's solution was to try
to spend long periods in solitary confinement, a deprivation he
preferred to risking his life in the main cells.

Rhodes managed to avoid being raped again, but whenever he was
transferred from one prison to another, the stigma of "rape victim"
   went with him.

 Overview

The National Security Archive combines a unique range of functions in
one non-governmental, non-profit institution. The Archive is
simultaneously a research institute on international affairs, a library
and archive of declassified U.S. documents obtained through the Freedom
of Information Act, a public interest law firm defending and expanding
public access to government information through the FOIA, and an indexer
and publisher of the documents in books, microfiche, and electronic
formats. The Archive's approximately $1.5 million per year budget comes
from publication revenues and from private philanthropists such as the
Carnegie Corporation, the John D. and Catherine T. MacArthur Foundation,
and the Ford Foundation.

The National Security Archive was founded in 1985 by a group of
journalists and scholars who had obtained documentation from the U.S.
government under the Freedom of Information Act and sought a centralized
repository for these materials. Over the past eleven years, the Archive
has become the world's largest non-governmental library of declassified
documents. Located on the seventh floor of the George Washington
University's Gelman Library in Washington, D.C., the Archive is designed
to apply the latest in computerized indexing technology to the massive
amount of material already released by the U.S. government on
international affairs, make them accessible to researchers and the
public, and go beyond that base to build comprehensive collections of
documents on specific topics of greatest interest to scholars and the
public.

Supporting some 30 terminals, the Archive's mainframe computer system
hosts major databases of released documents (over 90,000 records),
authority files of individuals and organizations in international
affairs (over 15,000 records), and FOIA requests filed by Archive staff
and outside requesters on international affairs (over 17,000 records).
Despite the Archive's non-traditional role (since the originals remain
inside the government -- hopefully), Archive staff have developed
extensive expertise with all levels of archival recordkeeping, ranging
from basic collection description to box- and file-level inventories to
individual document cataloging.

The Archive reading room is open to the public without charge, and has
welcomed visitors from 32 foreign countries and across the United
States--some of whom stay for weeks. The Archive fields more than 2,500
public service requests for documents and information every year.
Archive staff are frequently called on to testify before Congress,
lecture at universities, and appear on national broadcasts and in media
interviews on the subject of the Freedom of Information Act and various
topics in international affairs for which the Archive's collections
provide documentation.

The Archive's financial affairs are administered by The Fund for Peace,
Inc, a New York-based tax-exempt corporation established in 1957 to
encourage research and public education on international affairs. The
Fund is an active federation of programmatically autonomous project,
each of which raises its own funds, utilizes its own advisory
committees, and runs its own activities. Administrative and fiscal
responsibility for the Archive is vested in The Fund for Peace; program
guidance for the Archive is provided by the Archive's Advisory Board,
chaired by Russell Hemenway (President of The National Committee for an
Effective Congress). The Fund's accounts have been audited annually by
outside CPA firms, Deloitte Touche from 1972-1991 and Keller Bruner
Company in 1992-97. As an operating division of the Fund, the Archive
receives tax-deductible funding from foundations, and approximately 20%
of the Archive's annual budget from publication royalties.

The first major publication of the Archive was a 678-page mass market
paperback published by Warner Books in 1987, The Chronology, on the
Iran-contra affair. Time magazine called the book "must reading," and
Ted Koppel of ABC News Nightline praised it for including "every known
fact about the Iran-contra scandal."

The second Archive publication project has produced a series of large
microform collections of documents on U.S. foreign policy as well as a
CD-ROM index to the entire series co-published by the scholarly
micropublisher Chadwyck-Healey, Inc. These collections include an
average of 16,000 pages of documents released through the FOIA and other
governmental processes, accompanied by finding aids which average over
1,700 pages for each collection--indices, catalogs, chronologies,
glossaries, bibliographies and introductory essays. More than 500 copies
of these microfiche collections have been

Chile and the United States
Declassified Documents Relating to the Military Coup, September 11, 1973

by Peter Kornbluh

Photograph: From the film The Battle of Chile(First Run/Icarus Films)

September 11, 1998 marks the twenty-fifth anniversary of the military
coup led by General Augusto Pinochet. The violent overthrow of the
democratically-elected Popular Unity government of Salvador Allende
changed the course of the country that Chilean poet Pablo Neruda
described as "a long petal of sea, wine and snow"; because of CIA covert
intervention in Chile, and the repressive character of General
Pinochet's rule, the coup became the most notorious military takeover in
the annals of Latin American history.

Revelations that President Richard Nixon had ordered the CIA to "make
the economy scream" in Chile to "prevent Allende from coming to power or
to unseat him," prompted a major scandal in the mid-1970s, and a major
investigation by the U.S. Senate. Since the coup, however, few U.S.
documents relating to Chile have been actually declassified- -until
recently. Through Freedom of Information Act requests, and other avenues
of declassification, the National Security Archive has been able to
compile a collection of declassified records that shed light on events
in Chile between 1970 and 1976.

These documents include:

** Cables written by U.S. Ambassador Edward Korry after Allende's
election, detailing conversations with President Eduardo Frei on how to
block the president-elect from being inaugurated. The cables contain
detailed descriptions and opinions on the various political forces in
Chile, including the Chilean military, the Christian Democrat Party, and
the U.S. business community.

** CIA memoranda and reports on "Project FUBELT"--the codename for
covert operations to promote a military coup and undermine Allende's
government. The documents, including minutes of meetings between Henry
Kissinger and CIA officials, CIA cables to its Santiago station, and
summaries of covert action in 1970, provide a clear paper trail to the
decisions and operations against Allende's government

** National Security Council strategy papers which record efforts to
"destabilize" Chile economically, and isolate Allende's government
diplomatically, between 1970 and 1973.

** State Department and NSC memoranda and cables after the coup,
providing evidence of human rights atrocities under the new military
regime led by General Pinochet.

** FBI documents on Operation Condor--the state-sponsored terrorism of
the Chilean secret police, DINA. The documents, including summaries of
prison letters written by DINA agent Michael Townley, provide evidence
on the carbombing assassination of Orlando Letelier and Ronni Moffitt in
Washington D.C., and the murder of Chilean General Carlos Prats and his
wife in Buenos Aires, among other operations.

These documents, and many thousands of other CIA, NSC, and Defense
Department records that are still classified secret, remain relevant to
ongoing human rights investigations in Chile, Spain and other countries,
and unresolved acts of international terrorism conducted by the Chilean
secret police. Eventually, international pressure, and concerted use of
the U.S. laws on declassification will force more of the still-buried
record into the public domain--providing evidence for future judicial,
and historical accountability.

Impeachment Watch

Busy Week for Judiciary Committee

Impeaching Der Fuhrer and stuff

WASHINGTON (AP) -- The House Judiciary Committee, dominated by
Republicans determined to punish President Clinton, is racing toward a
likely recommendation to remove the president from office, as the
nation's third presidential impeachment inquiry enters its final
climactic stages.
Clinton's lawyers demanded three or four days to call panels of expert
witnesses -- but not any of the key players in the Monica Lewinsky
affair. Committee Chairman Henry Hyde, R-Ill., said in a statement
Saturday that he's considering whether to slightly alter the schedule to
accommodate the White House, but he still insisted on an impeachment
vote by Saturday.

Three witnesses on the White House list, for a proposed panel on the
standards of impeachment, are Johnson administration Attorney General
Nicholas deB. Katzenbach; Bruce Ackerman, professor of constitutional
law at Yale University, and Sean Wilentz, a professor of history at
Princeton. The committee already has heard from 30 witnesses on
impeachment standards and perjury, and Hyde said he didn't want
witnesses who would ``duplicate testimony ... already received.''

If witnesses testify, the Clinton lawyers would follow with their
conclusions in the same room where three impeachment articles were
approved against Richard M. Nixon in July 1974.

Right after the Clinton team will come summations by two veteran
lawyer-investigators, certain to clash over perjury, obstruction of
justice and abuse of power evidence submitted by Independent Counsel
Kenneth Starr.

David Schippers, a one-time prosecutor who made his reputation fighting
organized crime in Chicago, is speaking for the Republican majority.
Abbe Lowell, an ex-prosecutor who specializes in government ethics,
represents the Democrats.

Committee Republicans, who have shunned polls and calls for censure,
want a vote on impeachment articles Friday or Saturday. They are
virtually certain to recommend that Clinton's efforts to conceal his
sexual affair in the White House with Ms. Lewinsky, a former intern half
his age, is misconduct serious enough for removal from office.

When the issue comes before the full House, the public could see a much
different political dynamic. Lawmakers not on the committee ``have to
look at the polls, at the next election'' and face constituents who ask,
'What are you turkeys doing?''' said retired Rep. William Clinger, a
Republican who investigated Clinton as chairman of the Government Reform
and Oversight Committee.

Nobody knows the outcome of an impeachment vote in the full House, but a
liberal Judiciary Committee member, Rep. Charles Schumer of New York,
said, ``I am afraid it's a neck-and-neck vote. ... The simple arithmetic
is this will be decided by one or two votes, and that's frightening to
me.''

Rep. Lee Hamilton, D-Ind., retiring after 34 years in Congress, said,
``The politicians on the Judiciary Committee have very visible hard-core
backers, and contributors and activists in their campaigns want them to
support or oppose impeachment. Politics is driving them very strongly as
well as conviction.''

But once impeachment leaves the committee, Hamilton said, ``Everybody
recognizes the dynamics. The president will not be convicted in the
Senate (where a two-thirds vote is needed). It's not quite as rigid as
it might appear from just sitting in on committee hearings. There are a
lot of back-room, back-channel negotiations going forward with a variety
of people, most of whom are trying to be constructive and find an exit
strategy.''

For many Democrats and White House officials, that strategy might be a
censure that could include a financial penalty for Clinton. But a
censure would have to clear considerable parliamentary hurdles to even
be considered in the full House the same day as impeachment.

In their appearance this week, Clinton's legal team of private attorney
David Kendall and White House lawyers Charles Ruff and Gregory Craig
will certainly try to make Starr the villain. Their audience won't
really be the 21 Republican conservatives and 16 liberal Democrats in
the committee room but millions of Americans watching on television.

In this gravest of constitutionally mandated inquiries, there is no
expectation that this politically polarized committee, led by Rep. Henry
Hyde, R-Ill., will suddenly become a forum for lofty constitutional
debate.

To the contrary, the sight of lawmakers constantly interrupting each
other at hearings has left the discourse ``at the gutter level, and both
parties are responsible,'' said senior U.S. Circuit Judge Charles
Wiggins, a Republican member of the Judiciary Committee during the Nixon
Watergate investigation.

Julian Epstein, chief counsel for committee Democrats, looked at the
coming momentous week this way: ``The stakes

Al Gore Proclaims World Soap Day

by Wolf De Voon

Five years ago I examined and refuted Garrett Hardin's "The Tragedy of
the Commons" [Science 162 (1968) :1243-1248] in a private communication
that was subsequently lost, and I no longer have the wit to reproduce it
with similar energy or eloquence. Yesterday I suffered a complete mental
breakdown while listening to Al Gore. Contact with other human beings is
extremely difficult for me now. The most I seem able to do is listen to
vapid radio broadcasts or read in silence.

Today I picked up The Limits to Growth, published in 1972 by the Club of
Rome, a group of scientists organized by MIT to study "the world
problematique."

If you are unfamiliar with this French expression, it refers to
apparently real constraints on exponential increase of world population,
industrial output, energy consumption, and pollution. The Club of Rome
used their best efforts to devise a model of the global economic system
in 1970 and predicted:

"The behavior of the system is clearly that of overshoot and collapse.
The industrial capital stock grows to a level that requires an enormous
input of resources. In the very process of that growth it depletes a
large fraction of the resource reserves available. As resource prices
rise and mines are depleted, more and more capital must be used for
obtaining resources, leaving less to be invested for future growth.
Finally investment cannot keep up with depreciation, and the industrial
base collapses, which have become dependent on industrial inputs such as
fertilizers, pesticides, hospital laboratories, computers, and
especially energy for mechanization. For a short time the situation is
especially serious because population, with the delays inherent in the
age structure and the process of social adjustment, keeps rising.
Population finally decreases when the death rate is driven upward by
lack of food and health services."

Fearing an avalanche of skepticism, the Club of Rome reconfigured their
global economic model with ideal assumptions: unlimited natural
resources, stringent pollution controls (cut emissions to one-quarter of
1970 levels), increased agricultural productivity, and "perfect" birth
control. Global starvation is delayed from 2010 to 2050, but the
long-run forecast remains unchanged:

"The basic behavior mode of the world system is exponential growth of
population and capital, followed by collapse... [T]his behavior mode
occurs if we assume no change in the present system or if we assume any
number of technological changes in the system... [W]e have not been able
to find a set of policies that avoids the collapse mode of behavior."

Hmm. Pretty bleak forecast. Population will increase, along with
consumption and pollution, until the planet can no longer sustain
economic growth. Whatever shall we do? The Club of Rome offered a
solution:

"If there is cause for deep concern, there is also cause for hope.
Deliberately limiting growth would be difficult, but not impossible. The
way to proceed is clear, and the necessary steps, although they are new
ones for human society, are well within human capabilities. Man
possesses, for a small moment in his history, the most powerful
combination of knowledge, tools, and resources the world has ever known.
He has all that is physically necessary to create a totally new form of
human society... [E]quilibrium would require trading certain human
freedoms, such as producing unlimited numbers of children or cunsuming
uncontrolled amounts of resources, for other freedoms, such as relief
from pollution and crowding and the threat of collapse of the world
system. It is possible that new freedoms might also arise -- universal
and unlimited education, leisure for creativity and inventiveness, and,
most importantly of all, the freedom from hunger and poverty..."

It is not my purpose to debunk this theory or to quibble about growth
variables used by the Club of Rome almost 30 years ago.

It is not important to me that Al Gore adopted an insane economic model:
less growth, tougher pollution controls, more spending for education and
leisure (rather than "wasteful" industrial output).

America got the Club of Rome message, loud and clear. Steel production
is bad, bread and circuses are good.

I don't care. Let's pretend that the Club of Rome and presumptive
President Gore are right. The world is headed for global chaos in 2050,
unless every American citizen takes up environmentally-friendly
badminton as a career choice.

I want you to agree with this scenario: that there is an ultimate,
fundamental, inherent and permanent conflict between the general welfare
(i.e., the greatest good of the greatest number) and your personal

Who's in Charge of This Here Conspiracy?

by Jack Ryan

I had a heated political discussion with my brother recently. He
confirmed to me what I had always secretly known: He's not the most
polished apple on the family tree--at least as it applies to politics.
He, like almost 70 percent of the American people, could care less what
happens in Washington.

Sadly, he belongs to a growing segment of Americans who believe that Mr.
Clinton's troubles are all the work of a half-assed, right wing
conspiracy. It's all the work of Ken Starr, a sex-obsessed inquisitor
who is out to nail the prez simply for behaving like any other depraved
imbecile who believes that women were placed on this earth to serve as
roving humidors. Above all, he, like most, really believes it is all the
work of a Vast, Right-Wing Conspiracy (VRWC).

My cover's been blown. Now I'm really mad.

I've had it with the inept manner in which the entire L'affaire Lewinsky
scandal has been handled by the VRWC. It's not Judge Starr's fault--nor
is it necessarily the fault of your average, everyday Republican. As a
matter of fact, the fault here lies solely on one entity: Yep, you've
guessed it--it's the inept leaders in the VRWC. In trying to nail Mr.
Clinton, the Messier Bigs of the VRWC has shown all the cunning and
ability of Inspector Clouseau, combined with the luck of Willey E.
Coyote. They could not conspiracy their ways out of a wet paper bag. By
August of 1998, they had Mr. Clinton by his literal knickers. Today, Mr.
Clinton looks as if he'll sail though impeachment hearings. Mike Espy
was acquitted and Joan of Arkansas (Susan McDougal) has been elevated to
deity status by the national press. Before Ms. McDougal finally succumbs
to her crucifixion wounds, she'll no doubt reserve coffin space next to
Lenin's tomb. Unlike other countries, we tend to bury our martyrs six
feet under.

Still, to listen to representatives such as Peter King (R-NY), one would
think that a "yes" vote for impeachment would signal the start of the
next American Civil war. Many Republicans saw the November elections as
some sort of national neutering of the GOP. Well I, for one, refuse to
capitulate to that notion. Let there be no castration without
representation. My kingdom for a Republican representative with more
testosterone than no less a man herself than Janet Reno. Somehow, I
think that Nelson Mandela would join the KKK before Republicans tire of
having their balls swatted down by racket-wielding Democrats.

Mrs. Clinton, as stated on the Today Show, confirmed to millions of
Americans what a slim few already knew-- that there was indeed a VRWC
after her husband. I have since canceled my membership in my regional
chapter of the Vast, Right-Wing Conspiracy. I've positively had it with
"our" side's responses to the press, to the Democrat spinners and to the
high-brow intellectuals who appear on MSNBC 24 hours a day. If I've
learned one thing about intellectuals, it is that Hungarian novelist
Stephen Vizinczey was right: No amount of learning can cure stupidity,
and formal education positively fortifies it.

The VRWC, in attempting to play to public opinion--in mistakenly
thinking that Mr. Clinton's admission to an "improper" relationship
would shift public opinion--have grievously wounded their cause. The
slow and cautious approach to L'affaire Lewinsky did not make the
Republicans seem less partisan. It merely made them seem spineless. For
the GOP and their VRWC hacks, the safest road to hell has been the
gradual one. Now they're self-basting in their own juices, while shrill
shills such as Barney Frank and Maxine Waters cry foul for the cameras ,
only to rub their hands in glee behind closed doors.

This is a helluva way to run a conspiracy railroad. The VRWC has become
a veritable Barney Fife--without the one bullet in the pocket.

Moreover, what sort of half-descent, half-vast, right- wing conspiracy
would let these stooges trash great, past presidents night after night?
If there ever was a real tragedy here, it has been the constant bashing
and false comparisons between what Mr. Clinton is said to have done with
the alleged activities of Washington, Jefferson and Roosevelt. It's the
"everyone does it" comparison. Even a vegetative coma victim could
figure out what the Democrats are attempting. They have cozied up to
Oscar Wilde's observation that the one duty we owe to history is to
rewrite it. The membership of VRWC have supplied the pencil and paper.
The Democrats have supplied the chutzpah.

Lost opportunities abound. Consider these (from my VRWC handbook)
Filegate, Whitewater, Travelgate, Chinagate, Campaign finance, Mena, Ron
Brown, Vince Foster, McDougal's death, the wag-the-dog attack on

Long-Neck Women

by Richard S. Ehrlich
Asia Correspondent

NA SOI, Thailand -- Tribal "long-neck women" suffer a lifetime shackled
in a heavy neck brace of coiled brass, which deforms bones so severely
that their throat appears stretched.

Now, as if touched by an alchemist, the burdensome brass which gives
them an exotic, elongated image is turning into valuable gold.

Known also as "giraffe-neck women," these Padaung tribe females have
been put on display for tourists to gawk at, alongside kitsch long-neck
souvenirs including dolls, keychains, T-shirts, pen sets, portraits and
postcards.

Ironically, now that they have become a money-making attraction,
long-neck mothers and their unmanacled husbands have a new financial
reason to cast their daughters into suffering this stilted existence.

The tradition of encasing a female's neck in metal reportedly began
years ago to stop rivals from kidnapping them.

By making Padaung tribe females too freakish to be desired by others,
the coils also allowed them to be easily identified if they were
captured.

Some outsiders, however, suspect the neck braces were invented by
Padaung men simply to subjugate their womenfolk.

Whatever the origin, a glistening long-neck wife has since become a sign
of status and wealth.

Thanks to slick marketing, the long-neck females' worth has recently
increased.

The Padaung tribe is eagerly working alongside Thailand's tourism
industry, the military, local businessmen, ethnic Karenni tribal
insurgents, and international tour groups from North America, Europe and
elsewhere.

Critics denounce the display of females as a "human zoo."

Some officials, investors and guides, however, praise the displays as a
way for an impoverished tribe of refugees to sustain itself through
handicrafts and other tourism-related businesses.

Parents perpetuate the neck braces onto their daughters, while insisting
they want to maintain "tradition" and create an elegant, feminine look.
Ringing a Daughter's Neck

When a family voluntarily chooses to conform to the Padaung tribe's
custom, an experienced village woman will ring their daughter's neck.

"We begin putting coils on our daughters when the girl is five years
old," long-necked Mah Nang told The City Times. "I'm the best person in
the village to put the coils on a girl.

"A five-year-old wears one kilogram (2.2 pounds) of coiled brass. Then,
when she is about seven years old, she'll wear one-and-a-half kilograms
(3.3 pounds). This will slowly be increased over the years to five
kilograms (11 pounds)."

The rising spiral of brass is borne by a female's collarbone and
shoulders.

One coil is long enough to encircle her throat several times with a
polished, industrial-strength solid brass rod, about one-third-inch in
diameter.

The girl will remain coiled for the rest of her life, looking somewhat
like a traffic accident victim wearing a brace at an insurance trial --
albeit a brace of attractive, glistening, yellow metal.

Sealed in the neck brace, the females appear to have their heads
perpetually craning over the uppermost ring.

They are also limited in how far they look down or sideways, because
their jaw bone is kept upturned, rigid and extended.

To alleviate the metal's eternal, painful rubbing against their skin and
bones, most Padaung females insert a thick, handkerchief-sized cloth
under their chin's jaw bone.

But endlessly irritated skin rubs raw, producing scabs and darkened,
chaffed rings on the throat and shoulders.

A mature woman sports a brass rod spiraling 20 times around her throat
and collarbone.

Despite the appearance of possessing a long neck, X-rays from Burma's
General Hospital in Rangoon show the shoulder bones have been forced
down by the weight of the coils.

The collarbone and upper ribs have also been pushed diagonally downward.

The bone crunching ultimately forces their previously horizontal
shoulders into a slanting A-frame. By wrapping it all in brass, part of
the shoulder bones appear as a lengthened lower neck.
Polishing the Coils

Polishing the coils, while wearing them, requires as much effort as
polishing chrome on a car.

"To make the coils shiny, we use this brown fruit from the trees here,"
an eight-month pregnant Padaung woman told The City Times, while she
squeezed dark brown tamarind in her fingers until it became paste.

"We rub it on the coils, and then use straw to polish it off," she
added, squishing the tamarind paste into the coils and vigorously
rubbing the brass.

Eventually she bent over, splashed some water from a plastic pail onto
her coils and upper torso, and picked up a handful of straw to wipe away
tamarind residue.

Cleaning her entire neck brace took about 20 minutes,

Defending the Undefendable:

Walter Block, Twenty Years Later

an interview by Alberto Mingardi

If someone asks a libertarian to indicate a sparkling classic of
laissez-faire thought, the answer might be: Defending the Undefendable.

When Defending the Undefendable was first smuggled off the presses in
1976, it hit libertarians and others.

Walter Block's original book rose to defend "the pimp, prostitute, scab,
slumlord, and other scapegoats in the rogue's gallery of American
society." But that was not all: twenty-eight other groups and activities
came before Block's liberating gaze. The drug addict, drug pusher,
blackmailer, slanderer, libeler, "person who yells 'Fire!' in a crowded
theater," dishonest cop, (non-governmental) counterfeiter,
non-contributor to charity, speculator, ghetto merchant, litterer . . .
well, the list goes on and on.

About this book, Murray Rothbard said that: "Until this book, no
economist has had the courage of Professor Block in tackling head-on the
moral and economic status of dozens of reviled, scorned, and grievously
misunderstood professions and occupations in our society: those whom he
rightly calls the 'economic scapegoats.'" But because Block's own
personal libertarian ethic did not extend beyond the prohibition of the
initiation of force, the "non-aggression principle," Block essentially
saw no difference between his heroes and those of Atlas Shrugged.

The commotion! More ink was spilt over Defending than over any other
libertarian work up to that time, save Ayn Rand's Atlas Shrugged and
Robert Nozick's Anarchy, State, and Utopia. It wasn't only reviewed but
reviled, debated and denounced, again and again. Everyone recommended
reading it, but practically no one would stand shoulder to shoulder with
it.

The reason wasn't so much Block's argument that these people and their
illicit activities should be legal, but rather his wider contention that
they were positively heroic in the first place! Upholders of everything
from traditional morality to the Objectivist ethics began to gag.

Looking at Defending the Undefendable twenty years later, it holds up
well, and it's no wonder why intellectuals as broadly diverse as F.A.
Hayek, who said "Defending the Undefendable made me feel that I was once
more exposed to the shock therapy by which, more than fifty years ago,
the late Ludwig von Mises converted me to a consistent free market
position. Some may find it too strong a medicine, but it will still do
them good even if they hate it," and Robert Nozick, who endorsed it at
the time as challenging and liberating. Ayn Rand once said--in her
attack on the censorship of pornography--that it was important to defend
the least attractive instance of a principle, and that is what Block
did. The fact that he seemed to warm to the task once he got started
made his book seem somewhat comical.

The Laissez Faire City Times interviewed Professor Block, now Chairman
of the Department of Economics and Finance at The University of Central
Arkansas, twenty-two years after the publication of Defending the
Undefendable.

How has your thought changed these past 22 years, if it has changed? In
particular, regarding your "defense" of prostitution and pornography?

No, I have been stuck in a rut for the past few decades. I have
broadened my knowledge, and come across many more arguments, but I still
hold to the libertarian view that the law should only prohibit invasive
violence or the threat thereof. Since pornography and prostitution are
not physically aggressive, they should be legalized. I don't think too
much of them on moral grounds, but that is an entirely different issue.

On moral grounds . . .?

I take no position on the moral aspects of these characters [in
Defending]. I am only defending them as a libertarian. They should not
be put in jail since they do not initiate violence.

I know the book, but why did you include that Afterword (1991 edition)
in which you said your moral position had changed? In fact, your book
aroused a lot of controversy and argument when it was first published in
the '70s. Is there any major contention or claim you would want to
modify or withdraw in light of the criticisms?

The book Defending took absolutely no view of the morality of these
actions (e.g., prostitution). The Afterword did. Thus, there is no
"change" involved in my views. I do wish I had more clearly clarified
this distinction in the original work, though.

Then, what is the reason for your conservatism in "cultural" issues?

Just a matter of taste, I guess.

About libertarianism and entertainment. I was fascinated by yours and
David Friedman's books when I

Point of View

From the Nose of a Dog

by Nina von Altendorf

Every year 5 million lovable pooches are murdered because we just don't
give a damn.

This is the story of how you came to be such a competent, talkative and
evolved human being. It may surprise you, but I think that by the end of
this tale, you will say "I knew that all along".

About 100,000 years ago we all were wandering over the face of the
earth, nibbling here and there. Some of us, members of Homo Erectus,
evolved with a smaller, flatter face, but essentially our brain size was
the same as our Neanderthal cousins. Although we differed in mild
respects physically, both types of humans behaved similarly. We buried
our dead, used fire and tools, cared for the old ones and raised kids.
We hunted and gathered together on the planet and lived side by side
from 120,000 years ago till about 30,000 years past. Then came a crucial
moment in our evolution. Homo Sapiens survived and the Neanderthal did
not. This fact is rather curious since they were bigger and stronger
than us, with huge noses and large muscles. It would seem that they had
an advantage to ensure their survival over us. So why did we survive and
they didn't?

The Homo Sapiens, having a smaller flatter face with a narrower nose
subsequently lost the accurate sense of smell that had allowed us to
smell danger. Our olfactory bulb (nerve for smell) is the smallest among
all human species, and when it went, about 14,000 years ago, we were
ready to gain speech. This was due to the fact that we could now lift
our lighter heads upward and forward giving us an advantage in seeing
our prey, and free up the voice box to reverberate sounds.

Roaming around in the forest one day, this hard working human (Homo
Sapien) was busy gathering whatever the missus needed back at camp.
Twigs, roots and the occasional lizard for lunch. These trusty dads had
already spotted the rather large and scary four-legged wolf. The noise
of the howling in the moonlight was quite a familiar sound to any
village gathering. As food was cooked the smell was a powerful
temptation to these mysterious animals and they would inch their way
towards the camp, nibbling and scavenging the remains of the day.
Presenting no apparent threat to the villages, who determined they were
not about to be wolf lunch, wolves just sort of moved in on the happy
campers and became a familiar part of the commune. They got to eat
without too much effort of hunting and humans got their first pets.

Wolves share a crucial similarity to humans. They are both social
animals with complex communication. The wolf is highly skilled visually
and reads information via body language. They watch each other's faces
and movements and interpret gestures with a high degree of accuracy.
They teach their young by complex movements and gestures just like us.
Humans are nearly identical in this skill of reading the body language
of other humans since so much is nonverbal in the way we move and
gesticulate. So it's not surprising to discover that the human brain has
25 percent of its area devoted to visual ability. We are all aware that
oftimes language is saying one thing and that movements and fine
gestures are communicating something else.

Life in and around the camp adjusted to the presence of the wolf. But an
added boon became apparent very quickly. Since the sense of smell in
humans had reduced their ability to detect oncoming prey, the noisy
wolves sounded the alert when danger was immanent, because they could
smell for miles. This interdependence was a cozy situation for both.
Each understood the other in an easy symbiosis. For the wolf this was a
good deal and they knew it. They chose us and in time man's best friend
was the result. Despite our thinking that our favorite Benji understands
the words we use, he still only recognizes the gestures, movements and
the tonal sound of emotion, as any one who yells at a dog will know.
They refuse to cooperate with irrational humans.

All mammalian mothers are nurturing and, as new little wolf puppies
arrived, human mothers and fathers took great pleasure in fussing and
playing with them. Like human babies, wolf pups have big eyes and large
heads, are playful and highly sociable. This nurturing behavior flooded
us with gentling chemicals that assisted in developing our humanity and
compassion for little things, and contributed to our domestication.

Wild animals stay playful for a very short time after birth. One moment
they are tumbling and silly, the next their fangs are bared and lunch
becomes their focus. This is a result of chemicals in the brain which
are solely for the flight or fight response. Fear ensures alertness to
seek safety from prey, and

This is a golden opportunity to launch the priority vote bill.

They have so much power, most people think of the democrats
as being part of our government.
The fact is that they are just private organizations which have
been created to control our government.

These private organizations even have funneled government
taxes to give them the power to hold control over the American
people.

With Ventura holding the governor's office, people of his
state should begin to bombard his office with the priority
vote bill.

While masses of people are sickened by the party controllers
they do not vote for the independent candidate they prefer because
"they are afraid to waste their vote".

Ventura now has to put the priority vote bill on the ballots and
let the people of his state decide.

With this voting system, the voter selects a candidate by preference

1 Ike Independent
2 xxx
3 yyy

If he chose I first and xxx 2nd and Ike lost, he would not have
"lost his vote". His 2nd choice would have the same effect as

If the priority vote bill is put in place, people will no longer
be forced to chose the lessor of the evils and the party
mobs will lose their control over the American people.

Like, the whole reason for Goldman ostensibly going to Nicole Simpson's
was to return a pair of sunglasses...either Nicole's or her mother's, I'm

And no one's ever explained to me why the people who took in the dog

[CTRL] Twists Turns

From Associated Press

Netanyahu Angrily Accuses Arafat

By NICOLAS B. TATRO Associated Press Writer

JERUSALEM (AP) -- Prime Minister Benjamin Netanyahu Sunday accused
Palestinian leader Yasser Arafat of ``making a farce'' of the Wye River
peace accords and said he would not agree to further troop withdrawals
until there was a halt to anti-Israel violence.

Netanyahu, in an interview with The Associated Press, said the Palestinians
were encouraged to foment street riots and threaten to declare statehood.

``The Palestinians are making a farce out of the Wye River accord. They
think they have the United States in their back pocket,'' said the Israeli
leader. ``As long as that is the case, they will not change their
behavior.''

Netanyahu said he did not believe the United States was siding with the
Palestinians, but his remarks sent a strong signal that he would like
President Clinton to intervene and lower Palestinian expectations prior to
his Dec. 12-15 trip.

Palestinians claim Israel has violated the summit agreement reached in
October by not freeing jailed political activists, confiscating West Bank
land for roads and allowing Jewish settlers to seize hilltops for
expansion.

Ahmed Qureia, speaker of the Palestinian Legislative Council and the head
of the peace team that negotiated the Oslo accords, told reporters Sunday
``all means of resistance'' was justified in opposing settler activity.

Netanyahu, who rejected claims of settlement expansion as ``bunk,'' was
interviewed in the Cabinet room after a meeting of his unruly coalition
government, which rallied behind him on his tough stance.

But officials said Science Minister Silvan Shalom attacked him for being
too generous to the Palestinians by agreeing to the Clinton visit next week
to Gaza and the West Bank.

``We are not going to give up territory when there are violations of the
agreement and attempts to get things that weren't achieved at Wye using
violence,'' Netanyahu said.

Israel has threatened to scrap the next Israeli troop pullback, scheduled
for Dec. 18, three days after Clinton's departure. The United States has
said the pullback should go ahead as scheduled.

Palestinians see the Clinton trip as implicit recognition of their struggle
for statehood, even though Clinton has specifically said in an interview
aired on Israel's Channel 2 television that it should not be read that way.

There have been reports that Clinton's plane would fly from Jerusalem to
the newly opened Palestinian airport in Gaza. Netanyahu made clear he would
be annoyed if Air Force One landed at the airport, which aides said would
be viewed as a strong symbol of support for Palestinian demands for
sovereignty.

``We will be very disappointed if that is the case. We've said to the
United States that we don't think that is necessary,'' Netanyahu said.

He said traveling by motorcade would be quicker and more politically
considerate. ``Unless somebody wants to put a thumb in our eye, I think
there are better ways to travel,'' Netanyahu said.

Netanyahu stressed that he opposed Palestinian statehood and demanded that
Arafat stop threatening to declare independence on May 4, 1999, when the
Palestinians maintain the Oslo accords expire.

``What must be is that Yasser Arafat retracts this open and incipient
violation of the Oslo and Wye River accords and recommits himself to
negotiating until we get white smoke, until we get a solution. That's the
only way we'll get a real peace between Israel and the Palestinians,''
Netanyahu said.

In a conciliatory speech over the weekend in Sweden, Arafat stressed that
he sought a negotiated settlement and did not mention May 4 as a deadline.
He also said any Palestinian state would not make alliances with states
hostile to Israel, one of Netanyahu's key concerns.

The Israeli leader also is demanding that Arafat drop claims that Netanyahu
promised at Wye to release 750 Palestinians jailed for anti-Israel attacks
that resulted in bloodshed, rather than freeing car thieves and petty
criminals.

Each side has a different interpretation of the understanding regarding the
prisoners. Netanyahu maintains he never agreed to free those with ``blood
on their hands.''

``It's high time that Yasser Arafat admits this was agreed upon and that
he's not going to make demands on Israel, including the incitement of
violence ... on a trumped-up charge,'' he said. ``Israel never promised to
release murders at Wye, and it won't release them.''

The issue has been the focal point for a new wave of violent protests and
demonstrations in the West Bank and a hunger strike by 1,700 Palestinian
inmates that began Saturday.

Israel also is upset by statements that the nearly 600-member Palestinian
National Council will not reaffirm in a vote that anti-Israel clauses in
the Palestinian charter have been deleted. Netanyahu maintained that only
25 members out of hundreds who live abroad had been invited so far.

to gossip with Mah Nang and other long-neck women nearby who were trying
to sell souvenirs to some European tourists.

And how long does it take western females to 'attend to their toilet'?

As she spoke, a long-neck teenager displayed how itchiness under the

And let me tell you about itchiness under bras, especially underwired
ones, and especially in humid weather...

The teenage girl, sitting on a wooden bench in front of her hut, tugged
at the coils to lift them slightly from underneath near her collar, and
scratched herself under the lowest coils.

Sounds like how one sneaks a scratch under an underwired bra

It was impossible to determine if the tribe purposely stressed the
positive aspects of the tradition in an effort to attract tourists.

I doubt it...they don't view the neck coils as unusual or cruel, just
like we don't view underwired bras that way...

Or pantihose...

Or hotrollers...

Or starving oneself to achieve an artificial image of 'beauty' which is
arbitrarily contrived by one's society...

At Na Soi, meanwhile, the mood appeared relaxed and sometimes carefree
as young long-neck girls teased each other, rode a bicycle, and
gleefully admired themselves in postcards for sale.

If they can ride bicycles, it sounds like the neck rings neither restrict
nor constrict the wearer...

MJ wrote:

The words 'democracy', 'hate' and 'racism' immediately
comes to mind. -- Thomas Sowell

This, I believe to be true, but I also think that Facism, hate and racism also
go together.

Laissez faire capitalism means the complete separation of economy
and state, just like the separation of church and state. Capitalism
is the social system based upon private ownership of the means
of production which entails a completely uncontrolled and unregulated
economy where all land is privately owned. But the separation of
the state and the economy is not a primary, it is only an aspect of
the premise that capitalism is based upon: individual rights.
Capitalism is the only politico-economic system based on the
doctrine of individual rights. This means that capitalism
recognizes that each and every person is the owner of his own
life, and has the right to live his life in any manner he chooses
as long as he does not violate the rights of others.

Our country would be better off if we had a capatalist system such as this,
but as you stated before... words change through constant association.
Capitalism now is the subjugation of the poor by the rich in reality, mostly
through the granting of charters to corporations. Corporations are not formed
for the public good as they were supposed to be, but are formed to make the
rich even richer through manipulating government laws.

The essential nature of capitalism is social harmony through the
pursuit of self-interest. Under capitalism, the individual's
pursuit of his own economic self-interest simultaneously benefits
the economic self-interests of all others. In allowing each individual
to act unhampered by government regulations, capitalism causes wealth
to be created in the most efficient manner possible which ultimately
raises the standard of living, increases the economic opportunities,
and makes available an ever growing supply of products for everyone.

From what I have seen in my lifetime, capitalism mostly raises the standard of
living for those who already have a high standard of living, and there is very
little "trickle down" to the common person who does the labor in the rich
man's factory. An "ever
growing" supply of products does no good for someone who cannot afford to buy
them. If the business owners did share the wealth with the workers, that
would be equitable, but I think, unrealistic by what I've seen so far.

The free-market operates in such a way so that as one man creates
more wealth for himself, he simultaneously creates more wealth for
everyone, which means that as the rich become richer, the poor
become richer too. It must be understood that capitalism serves
the economic self-interests of all, including the non-capitalists.

Could you explain in more detail how a man who creates more wealth for himself
will simultaneously create more wealth for everyone? (Not trying to be
sarcastic, just interested in your theory)

Contrary to widely held beliefs, capitalism is not a system which
exploits a large portion of society for the sake of a small minority
 of wealthy capitalists.

Unfortunately that is just what this system is doing right now. I see that it
is also not a pure capitalist system, an element of socialism is there... in a
big way.

Ironically, it is actually socialism that
causes the systematic exploitation of labor. Since the socialist
state holds a universal monopoly on labor and production, no
economic incentive exists for the socialist state to provide anything
more than minimum physical subsistence for the workers except to
 perhaps prevent riots or revolutions.

This may depend on the leaders of such a system. If they/he/she want to be
popular and stay in office (provided it is an elected office) it would be in
their/her/his best interest to increase production, make the business more
productive, pay more wages to the workers. Actually I can see no reason why
the leader would not want everyone to be well off finacially, nothing to lose
and everything to gain.

 Exploitation is inherent to
the nature of socialism because individuals cannot exist for their
own sake, rather, they exist merely as means to whatever ends the
socialist rulers -- the self-proclaimed spokesman of "society," may
 have in mind.

This could very well be the case if the rulers were not elected.

Capitalism undoubtedly has certain boils and blotches
upon it, but has it as many as government? Has it as
many as marriage? Has it as many as religion? I doubt
it. It is the only basic institution of modern man
that shows any genuine health and vigor.

Through a Cosmic Lens -
Universe Larger And
Older Than Thought

Dr David Whitehouse

Science Editor

BBC News Sci/Tech

12-1-98

An international team of astronomers have measured how fast the Universe is
expanding and from that its age. They have found it to be larger and older
than previously thought.

The rate at which the Universe is expanding is measured by a number called the
Hubble Constant. It can also be used to calculate how big and how old the
Universe is.

The researchers used a method that avoids the built-in uncertainties in other
techniques and calculated the age to be about 15 billion years old.

Astronomers have been arguing over the Hubble Constant for decades. Measuring
it accurately was one of the reasons why the Hubble Space Telescope was built.

American astronomer

The Hubble Constant is named after American astronomer Edwin Hubble, who in
the 1920s found that other galaxies were moving away from ours.

"The Universe as a whole is expanding, like a lump of bread dough rising,"
said Dr Jim Lovell, leader of the team that made the measurement. "Like
currants in the dough, the galaxies are all moving away from each other."

"The further away a galaxy is, the faster it is moving away from us. The
Hubble Constant links the galaxy's distance with its speed."

To measure the Hubble constant, Dr Lovell looked at distant objects in space.

Distant quasar

"We have been looking at light from a very distant quasar - a galaxy with an
extremely bright centre," he said.

"Quasars usually look like small spots but this one looks like a ring. Its
image has been distorted by the gravity of a galaxy lying between us and the
quasar.

We're seeing a sort of mirage of the distant quasar."

The process that makes the mirage is called gravitational lensing, and was
predicted by Einstein.

Light that ends up on one side of the ring has travelled along a different
path to the light on the other side, he said.

"These paths are different lengths. When the quasar puts out more radiation,
one side of the ring varies before the other. We put that time-lag together
with other information we know about the system - redshifts and angles - and
out pops the Hubble Constant."

Gravity lens

The technique sounds simple but it has taken until now to use it successfully.

This "gravity lens" is called PKS 1830-211 and was discovered in 1991 by
astronomers from the Australia Telescope National Facility (ATNF), the
University of Tasmania and Nasa's Jet Propulsion Laboratory.

It is the strongest gravitational lens ever found - 10 times brighter than any
other known lens. It is 14 billion light-years away, while the galaxy
distorting its image is 8 billion light-years away.

"As more good lens systems become known, more groups are trying to measure the
Hubble Constant in this way," said Dr Lovell.

Our value of the Hubble constant is about 20% lower than the one got with the
Hubble Space Telescope in 1994."

EU talks 'doomed to failure'

Blair clashes with Chirac in cashback row

BY JILL SHERMAN, CHIEF POLITICAL CORRESPONDENT, IN ST MALO

A NEW row over Europe cast a shadow over Anglo-French relations last night
when Tony Blair clashed openly with President Chirac over Britain's rebate
from the European Union.

M Chirac said critical talks on the future of the EU were "doomed to
failure" unless Britain was prepared to negotiate over its annual £2
billion rebate.

But Mr Blair, sitting just feet away from his host at the Anglo-French
summit in St Malo, insisted he would not budge. Their sharp exchange left
the Prime Minister evidently furious. Their two-day summit was designed to
be a landmark meeting, highlighting new levels of cross-Channel
co-operation and the signing of a historic defence deal. But the two
leaders parted on a sour note.

It also opened up a second front in the Government's current stand-off with
some of its EU partners, shifting the focus away from the disagreements
over tax harmonisation.

In his introductory remarks at the closing summit press conference, M
Chirac insisted everything should be discussed during the present talks
over financial agreements for enlargement of the EU. "We need to put
everything on the table and each should make a contribution to the overall
agreement ... but it is not going to be easy for anyone," he said.

Mr Blair made it clear, however, that the EU rebate was not up for
negotiation. "We have made our position clear ... the British rebate is
there for a particular reason and that reason remains."

But M Chirac immediately hit back: "If we start with the principle that
everything that is mine is mine and that everything that is everyone else's
is negotiable then we are doomed to failure." He added, with Mr Blair
glaring at his side: "We have just agreed with the Germans, French and the
Italians that we must accept to put everything on the table and discuss
everything. I don't mean that we give any undertakings about the outcome.
But it is a methodology of approach - everything with an open mind."

Pressed by journalists, a frosty Mr Blair said: "I stand by the British
rebate. What is important is that we have full and positive discussions and
every other country does the same."

The argument overshadowed a declaration on European defence which was
billed as the key achievement of the Anglo-French summit. Mr Blair and M
Chirac signed up to an agreement of principle that the EU should develop
its own military power. The French also agreed with Britain to try to
secure a reprieve for duty free shopping, due to end next June.

But despite what seemed to be a largely successful summit President Chirac
appeared determined to put Tony Blair on the spot over Britain's EU rebate.
Margaret Thatcher initially negotiated the rebate in 1984 at Fontainebleau.

Currently Britain pays in about £8 billion and gets roughly £5.7 billion
back in subsidies and grants, leaving a net contribution of about £2.3
billion. Britain then receives a rebate of about £2 billion, which is
expected to fall next year to £1.4 billion.

Germany contributes about £15.8 billion and France £9.8 billion but both
countries receive no rebate. Today eight member states pay in more than
they take out . In descending order, they are: Germany, Holland, Sweden,
Austria, Britain, France, Italy and Finland. The rest still take out more
than they put in.

Britain and France sign up to defend Europe

BY MICHAEL EVANS
DEFENCE EDITOR

THE European Union must be able to call on "credible military forces" to
deal with crises, the British and French Governments declared yesterday at
the end of a two-day summit in St Malo. Both Governments agreed that the
highest priority should now be given to providing the EU with a defence
policy that has forces to match, although they were adamant this
development would strengthen Nato, not weaken it.

When George Robertson, the Defence Secretary, was asked yesterday whether
the aim was to strengthen the EU at the expense of Nato, he said the
alliance would remain the cornerstone of European defence. Alain Richard,
his French counterpart, agreed.

But, with Britain enthusing about the Union taking on a defence role, M
Richard indicated that there was little need for France to rejoin Nato's
integrated structure. France, he said, was fully engaged in alliance
operations: in the Former Yugoslav Republic of Macedonia, Nato troops led
by a French general are to be sent as an "extraction force" to rescue the
peace verification team in neighbouring Kosovo in an emergency.

The new defence pact between Britain and France, drawing the two countries'
military capabilities closer together, was signed aboard the Royal Navy
destroyer, HMS Birmingham, at St Malo. The joint declaration said that the
EU "must have the capacity for autonomous action, backed up by

obstruction-of-justice probe of CIA officials who passed along to a satellite
contractor sensitive information about a Senate investigation into
technology transfers to China.

Government officials reached late Friday said the criminal investigation

At issue is whether that information compromised a Senate Intelligence

There is no dispute that the CIA passed information on to Hughes -- the
CIA has acknowledged as much to both the Senate committee and
the Justice Department. The question being examined by the department is
whether the CIA broke the law in doing so.

"The CIA is cooperating fully with the investigation," said an agency
spokesman.

The probe was first reported in today's editions of The Washington Post
and the New York Times .

U.S. officials familiar with the investigation said it focused on two incidents
in which information connected with the Senate investigation was
passed by CIA officials to counterparts at Hughes.

The CIA told Hughes officials that one of the agency's analysts, Ronald
Pandolfi, had told Senate investigators that he had concluded as early
as 1995 that Hughes had become too aggressive in marketing technology
to China.

CIA officials also advised Hughes that some company officials might be
called before the Senate panel. The agency further sought to make
available to Senate investigators the names of Hughes executives who
were familiar with the technology transfers to China and could give
their version of the disagreements with Pandolfi.

When the CIA informed the panel it had told Hughes that company officials
might have to testify, committee staffers and some senators were
furious, according to officials familiar with the case.

Several CIA officials, including general counsel Robert McNamara, are
scheduled to testify before a federal grand jury investigating the CIA's
role in the Hughes case.

The potential case against the CIA appears to boil down to one of
interpretation. Some on the intelligence committee argue that the CIA may
have obstructed justice by revealing to Hughes information about the
committee investigation.

The CIA, according to U.S. officials familiar with the case, argues that the
information passed on to Hughes was shared in the normal course
of business and that the committee was informed of the information sharing.

"At worst, this could be viewed as a miscommunication among government
agencies," said one U.S. official who spoke on condition of
anonymity.

Several investigations -- both by the Justice Department and Congress --
have focused on concerns that China received valuable information
useful in improving ballistic missiles from U.S. contractors who were
ostensibly working with China on commercial satellite projects.

Re: [CTRL] The Perot Conspiracy to Delay Direct Democracy?

1998-12-06 Thread A.C. Szul

 -Caveat Lector-

This question is relevant, especially considering that some folks believe
Gov.-elect Jesse Ventura's campaign was financed by none other than Perot. Today,
campaigns need huge amounts of money. Regardless of party. Reform, Dem or GOP.
Bottom line, you need cash. And if you win, most likely you had big 'n solid
financial backing.

And many believe that Ventura won, in part, to WWW help. His core audience, age
group 20-30, voted and supported him more than any other group and helped him win
the governorship. And these folks use the Net the most.

So, if Perot's man won, and used the WWW, and won, due in part to the Net, why
would someone like Perot or any Reformist candidate not support the Net?

Is there more to this?

very obvious when it stays on the computer screens of the world. I
discussed with other CITIZENS at a political meeting yesterday the
prospect that both Preston Manning in Canada, Federal Reform and Official
Opposition Leader in the Canadian Parliament and Ross Perot are just
establishment shills disguised as reformers. In other words, their purpose
is the delay and frustrating of direct democracy, not its implementation.
Manning, I would say is one of the most dishonest political leaders in
the last few decades of Canadian politics. Nothing has stopped him from
honouring the signed commitment all of his MP's make to direct democracy.
It can be done using one of many systems for an electronic infrastructure.

A thing like the ELECTRONIC TOWNHALL first discussed by Ross
Perot would turn our world around. Internet voting is a step in the
  right direction.

Sure it would. And what is stopping Ross Perot, computer tycoon, from
lending 40 computers to Ted White, MP for a trial of direct electronic
democracy in his riding of North Vancouver? The 40 internet connected
computers would go in shopping centres, libraries etc. Recall and
referendum proposals would go directly to the constituency office of the MP.
Presently there is great public interest in a referendum on the Nisga'a
Treaty which is a Nisga'a Nation-Federal-Provincial contract. Polls are
running 2:1 in favour of a referendum in BC. The BC Reform Caucus holds
most of the seats in BC. Starting with the Ted White riding they could
implement a province-wide system of internet kiosks which would first see
use for the Nisga'a Treaty. That would send a strong signal to the
government of Canada about the kind of democracy this entire country
should have to honour its Constitutional/Charter of Rights and Freedoms
 commitment to a "democractic society".
If Perot were to design the electronic system for such a trial of
direct electronic democracy and lend the equipment to Ted White he would
prove his own sincerity and reap great political benefits. But the big
question is whether Perot is being any more honest with the public than
 Manning.

Gary apparently has not read the US government's Treasury Report. On pg. 92
it describes "former cult members" (note the plural use of the word) who
were in the "Compound" at the time of the raid.

 http://www.mnsinc.com/SkyWriter/WacoMuseum/war/doc/w_doc16.gif

These agents were apparently deployed throughout the building, studying and
later reporting the reaction of the Davidians to the news of the impending
 ATF raid.

**What the Treasury reports as "former members in the Compound
at the time" who later gave the feds information are three people who
were members on February 28 and left the building after the raid.
One was Victoria Hollingsworth, an elderly lady who lost faith in
David Koresh after the raid. One was Kathryn Schroeder who
was sent to a federal prison and there seriously intimidated with
lies that Hollingsworth's testimony would put her in prison for life
and she'd never see her kids again. Both testified at trial against
Davidian defendants. And 19 year old Oliver Gyarfas evidently
was bullied into giving the feds some information, but but he was
allowed to return to Australia and did not testify at trial. When
you bother to look at details you see no evidence to support
Ms. Valentine's irresponsible and libelous accusations that
these people were "government agents."

There is other evidence, though. For example, go to:

 http://www.mnsinc.com/SkyWriter/WacoMuseum/war/page/w_d.html

and read "Smart Diagram of the Mt. Carmel Center " and "Dumb Diagram of
the Mt. Carmel Center." You will see evidence that a deep cover
agent/agents were living amongst the Davidians, informing the govt. on the
location of the living quarters and offices of the Davidians before the
 raid.

**I have heard that this map was made with information given by
Kathryn Schroeder after she was bullied. Some of it may have
been supplied by Donald Bunds who was arrested on 2/28 trying
to return to Mount Carmel, held during the siege, bullied into
giving information, but not called at trial. Neither were government
agents before the raid, as Ms. Valentine might infer.

Deep cover agents also took down the ham radio tower before the ATF raid .
. . and set up a virtual test laboratory of surveillance devices within the
Mt. Carmel Center (see London Times article of March 21, 1993 at:

 http://www.mnsinc.com/SkyWriter/WacoMuseum/war/fig/w_fig01.jpg

**This article says nothing of the sort. It merely talks about the kind
of surveillance that supposedly was being used *after* the raid happened.
Since all residents of Mount Carmel are known, and most are now
dead, it would lend some credibility if Ms. Valentine would name
these (assumedly still alive) deep cover agents. But she has no
evidence and cannot do so.

C.Moore fails to mention, among other things, that the USHMM helped
President Clinton hide the murders of the Davidians from the US public.
 How?

The inferno at Mt. Carmel had hardly gone out when the USHMM presented
Clinton as guest of honor at the dedication of the USHMM held on *April 19,
 1993.*

While *affirming* the holocaust of the Jews during WWII, Clinton used the
backdrop of the USHMM dedication to *deny* the Davidian holocaust, and to
make the false claim that the Davidians had committed suicide!

As usual, Ms. Valentine gets her facts wrong. If you go to
http://www.pub.whitehouse.gov/retrieve-documents.html you can do a search
of press briefings that include Clinton's doings. On 4-19-93 evening he did
have a private tour of the Museum. But the actual (long planned) dedication
was
April 22, 1993. At the time I was disgusted by Clinton's words of outrage vs.

Nazi deeds, considering his deeds at Waco. However, I have not seen
a transcript of all of his words and would appreciate Ms. Valentine's
supplying one to prove that he explicitly mentioned Waco.
Also there have been various rumors Clinton met with the Chinese and
with Bosnia serbs on April 19. If so, it wasn't a publiclly announced event.

And not one of the "Never Again" crowd opened his mouth or uttered a word
of condemnation or comment on the public slaughter of the Davidian
 innocents just

For so-called 'inherent depressions' ...

A depression is a large-scale decline in production and trade; it
is characterized by a sharp drop in productive output, in investment,
in employment and in the value of capital assets (plants, machinery,

rate of industrial expansion, do not constitute a depression. A
depression is a nation-wide contraction of business activity -- and
a general decline in the value of capital assets -- of major
proportions.

There is NOTHING in the nature of a free-market economy to cause

[CTRL] Prisoners Early Reactors To Perceived Y2K Threat?

1998-12-06 Thread Brian Redman

 -Caveat Lector-

PRISONERS EARLY REACTORS TO PERCEIVED Y2K THREAT?
-

(CNNS, 12/06/98) -- Much panic is already evident over a
perceived threat to "The System" due to possible glitches coming
from the "Y2K" "millenium bug."

This news service (Conspiracy Nation News Service; CNNS) is wary
of widespread hysteria associated with the perceived Y2K problem.
Many are putting their hopes into Y2K, that it will destroy the
UNFATHOMABLE EVIL emanating from THE HIVE OF REGULATORS in
Washington, D.C., themselves acting under orders from
their CORPORATE OVERSEERS.

Nonetheless, this editor studied and gained a degree in computer
science, in 1985, and can state from his own experience that THE
Y2K PROBLEM WAS KNOWN AND DISCUSSED AS FAR BACK AS 1985. Hence,
Y2K may well be a very real problem and not just the latest
hysteria.

Recently, information has been obtained by this news service that
members of the U.S. prison population, now totaling over 1
MILLION AMERICANS, are generally a lot more savvy about potential
consequences of the perceived Y2K problem than is the average
American.

In a communication received from source "Roland Rocket"
(pseudonym), an insider connected to the U.S. "correctional"
system, this INDEPENDENT NEWS SERVICE (CNNS) has learned that
dire situations may soon be expected amongst the U.S. prison
populace.

According to "Mr. Rocket," in the 1950s, the late J. Edgar
Hoover, decades-long MAJOR-DOMO of the FBI, instituted a policy
commonly known as THE HOOVER AMENDMENT. The licentious FBI
Director, concerned that the prison population would be likely
survivors of a nuclear war, caused the Board of Prisons (BOP) to
enact a policy whereby, in such an event, prisoners were to be
locked down then SHOTGUNNED TO DEATH in their prison cells.

After providing this background, "Roland Rocket" updates the
situation, pointing out that, "All new cell blocks have central
heating and cooling ducts that allow for the mass introduction of
lethal gases."

Several potential scenarios emerge. Suppose Y2K disrupts the
distribution of prison personnel's payroll checks. Says "Mr.
Rocket": "Many have said that they will walk off the job if the
checks stop coming."

Or suppose these prison personnel, in the event of an actual Y2K
crisis, are given orders, per the "Hoover Amendment", to
exterminate prisoners? "Many of the administration and custody
officers say that they didn't sign on to become Nazis," writes
"Roland Rocket".

Also ominous in this scenario is whether the prisoners, through
the prison "grapevine", have already intuited the danger to
themselves and will react accordingly. "Mr. Rocket" claims the
inmates already know about at least the disruptive potential, and
even the possiblity of "Hoover Amendment" executions, related to
Y2K and he foresees the following: "Inmates know about it. The
new ones have learned about it from the old ones. Inmates are
survivors in the strictest sense and they are remorseless.
Expect to see an increase in violence and escapes in the prisons
of America within the next two years. I expect a major prison
problem with the first hint that Y2K may have some validity. The
inmates won't wait to the last minute as will many of the others
in this country. Even if Y2K is a fizzle, perception is reality
to most of these people. They will act if their perception is
one that includes the POSSIBILITY of their deaths."

article where a British columnist for THE INDEPENDENT responds to Chileans
lobbying for Pinochet's release by writing:

"Your beloved general is safe from us. He will not be tortured, stabbed or
shot, or have electrodes attached to his genitals. We will not drop him from
a helicopter into the sea, kidnap his grandchildren, break his hands or gouge
his eyes. Our most vengeful hope is that he and his family may feel--if only

And our CIA could always chime in just like the kid in the commercials with,
"And I helped." There's one observation that the CIA's Santiago station

Col. Manuel Contreras. They used to go on SUnday picnics together with their

Global Intelligence Update
Red Alert

Weekend Revelation of CIA Leaks to Hughes Electronics Baffling and Explosive

On Saturday morning, December 5, both the New York Times and the
Washington Post ran stories claiming that officials of Hughes
Electronics had been warned by agents of the U.S. Central
Intelligence Agency that they would be called to testify before
Congress on the sale of satellite technology to China. This
report is explosive because, if true, these agents would be
guilty of a massive security breach. Since the story appeared
simultaneously in both the Times and the Post, this was a
deliberate decision on somebody's part to plant explosives
beneath someone in the CIA. Now, although we only know what we
read in the newspapers, it is more than enough to make us wonder
what in the world is going on.

The unofficial official explanation from the Agency was bizarre.
It acknowledged that CIA officials had informed Hughes people
that they were going to be summoned by the Senate Select
Committee on Intelligence (SSCI) to testify on technology
transfers to China. Moreover, it was acknowledged that the leak
had been approved by the Agency. They did not claim that this
was some unauthorized accident by a junior employee. The
official counter-leaks went on to assert that, whoever approved
it, it was not CIA Director George Tenet. The Associated Press
cited an anonymous CIA official as asserting, "This was not the
kind of thing that reached Tenet's desk." So the party line is
that CIA employees did warn Hughes officials, that they were
authorized to do so by someone with enough clout to authorize
such a thing, but that the authorization didn't come from the top
because DCI had no knowledge of the SSCI proceeding.

That's a little hard to believe. The DCI, we would think,
normally likes to stay on top of anything having to do with the
Senate Select Committee on Intelligence. Given that this is an
already highly sensitive matter that has directly affected the
President himself, it is more than a little hard to believe that
Tenet doesn't keep himself informed of every detail. But let's
assume that he did not authorize the leak. Let's also accept
that the people who did the leaking were authorized to do so.
Who did the authorizing?

Hughes is a major contractor for the intelligence community.
Hundreds or even thousands of intelligence employees for all
sorts of agencies have daily contact with Hughes employees. But
few of these are senior enough to authorize a leak of this sort.
And, more important, none of these GS-12s have access to
sensitive SSCI papers. We would expect that anything involving
the SSCI, the President, campaign contributions, and possible
criminality is handled at stratospheric levels in the Agency. If
not Tenet, then who in the CIA has access to SSCI-sensitized
information? Who has the ability to authorize lower level
officials with daily contact with Hughes to pass on information?
Who can access Agency's command and control mechanism to pass on
such an authorization? Who has that much clout AND a reason to
issue such a risky authorization?

We give up too.

So let's try to approach this from a different direction. What
would be the reason for the leak? The obvious answer is to warn
Hughes that it is coming. Well, when you think about it, that's
a pretty feeble reason. Hughes officials were not about to be
kidnapped off the street to testify. A nice letter would be sent
on Senate stationary and a date, several days or weeks away would
be arranged. The Hughes people would have plenty of time to
prepare their testimony. Why risk all of this just to give the
Hughes people some extra time to prepare? Besides, the Hughes
folks had to know that all sorts of investigations were going on.
They read the papers.

According to the Post story, there is an innocent explanation
being leaked by the CIA. This explanation revolves around a CIA
analyst called Ronald Pandolfi, who testified to the SSCI in the
Fall of 1998 that Hughes had been "too aggressive" in marketing
technology to China. Pandolfi's testimony originated in a study
he did in 1995. Back then, Hughes executives had complained to
CIA officials about Pandolfi's research. The office that deals
with Hughes reprimanded Pandolfi. After Pandolfi's testimony
this year, this office informed Hughes of Pandolfi's views. It
also offered Hughes that it would give the SSCI a list of Hughes
officials that could refute Pandolfi's views. So, it was only in
this sense that Hughes was told that they would be called to
testify. Only in this sense??!!

What this unofficial explanation implies is that it was not the
fact that they were going to be called before the SSCI that was
being conveyed to Hughes, but rather that the issue before the
SSCI was

Analysis of The Pelican Brief:

Literary Threat Targeting The U.S. Supreme Court.

The Pelican brief is a literary threat targeting the U.S. Supreme Court
concerning a real case that was in the federal circuit in 1992; one that
has the potential of eventually being reviewed by the Supreme Court. The
case is the engineering student's federal civil rights action,
cv-92-3553 (NHP) Newark, NJ.

How can a book which appears to be about an illegal oil business(oil
drilling on federally protected land), and a smart law student from
Tulane University, be compared or associated with a real federal civil
rights action that was pending in the courts at the time? A very good
question.
Federal Courthouse, Newark, NJ
Where cv-92-3553 was filed

Not only are there names in the Pelican Brief that are either defendant
names in cv-92-3553 or associated with the case in some way, but the
basic elements of the story coincide with that of the federal civil
rights case. People who are "inside" the system are familar with this
technique of targeting___and understood the threat that it conveyed to
the law community and the U.S. Supreme Court.

The character names in the Pelican Brief that are used to link the book
to the case are: The senior law clerk - ? Kline, and the FBI Director's
name ? Lewis. Coincidence? There is a defendant in cv-92-3553 with the
name Teresa Kline; and defendant Kline worked at the (NASA)Lewis
Research Center. These are the literary links to the case. A smart law
student from Tulane might say that at this point there still is the
possibility of coincidence. Okay, lets continue with the analysis.

The Premise of the Pelican Brief

The Pelican brief, broken down into its basic elements, is about an
illegal business(billion dollar oil company that wanted to drill on
federally protected land). The land was protected by federal statute
because it was the habitat of the Brown Pelican, an endangered species.
The federal court being the guardian of the Brown Pelican's right to
exist/survive. The case supportive the Brown Pelican's right to exist
was working its way through the federal court system___final
destination: the U.S. Supreme Court.
So, the Billion dollar company decided to fix the deck! They began
assasinating Supreme Court judges in order to insure a favorable Supreme
Court ruling.
So, we have a helpless animal and the federal court system vs. an
illegal (because of federal law) billion dollar industryand the
business men murdering Supreme Court Justices to obtain a favorable
ruling. This is the scandal that Darby Shaw(Julia Robert's character)
exposed in the Pelican Brief.

The Elements of the Engineering Student's Civil Rights Action

On the surface, the student's federal civil rights action addresses
government retaliation by a federal employer___but case(cv-92-3553)
exposes more than that! The federal complaint exposes the conspiracy
that manipulated the student into the situation with the U.S. Army
Propulsion Directorate(the student was a hard worker___he didn't do
anything to provoke them), and it exposes the federally
illegal(un-Constitutional) business that the defendants are involved
in__a billion dollar industry of illegal gambling(RICO), exploitation,
and worse!

A smart Tulane law student would probably ask what if the case is
litigated until it reaches the U.S. Supreme Court? What then?

In that case we are left with a helpless animal, the student, (those
inside the system consider the student as such) and the federal court
system vs. an illegal (because of federal law) billion dollar industry.
The student's right to survive, exist, protected by Constitutional law
and federal statute. The illegal billion dollar business destroys
people__and when the people are of no use, they are exterminated(i.e.
murdered) or locked up(set-up!)

This is the reason the student was chased across the country and
imprisoned in Nevada for 360 days after he filed cv-92-3553, Newark. The
federal complaint exposed the illegal billion dollar enterprise__ i.e.
it exposed the system.
The Real Meaning of the "Pelican Brief"

The Pelican Brief was a literary threat against the federal court system
and constitutional democracy___the people involved in the billion dollar
illegal business were targeting the federal court system (The U.S.
Supreme Court).

A smart Tulane law student would at this point say that the probability
of coincidence is extremely slight and the book was utilized to target
 the federal court.
