Actually there is a third option. Belong to an organization which
guarantees contracts not by force by by shunning. That is, if a person
fails to fulfill his contract he would be black balled by the
organization. The threat of subsequent loss of income (and reputation)
would probably have as much effect as our present system which only
seems intent on joining the thief in his thievery.

Study Questions Provac-Like Drugs For Children

CHAPEL HILL, N.C. (Reuters) - Researchers Saturday questioned the
widespread use of Provac-like drugs to treat mild or moderate
mental illness in children despite lack of scientific evidence about their
safety or effectiveness.

More than 500,000 prescriptions a year are written for the newest class of
antidepressant drugs -- SSRIs, or serotonin selective reuptake
inhibitors -- without scientific evidence of the drugs' safety and
effectiveness in children, University of North Carolina at Chapel Hill
researcher Jerry Rushton said.

``Our survey data suggests that despite a lack of research support,
adequate training and comfort with the management of depression,
SSRI's are gaining physician acceptance and becoming incorporated into
primary care practice,'' Rushton said in a statement released
by the university.

Rushton, who presented results of a survey of physicians' prescription
practices Saturday to a pediatric medical conference in San
Francisco, said SSRIs now account for 69 percent of prescriptions written
to treat childhood depression.

He said Provac, the most-commonly prescribed SSRI for children, may be
following Ritalin as the drug of choice in the controversial
treatment of attention deficit hyperactivity disorder.

Approved by the Food and Drug Administration for patients over 18 years
of age, SSRIs also are being prescribed for children to treat
obsessive-compulsive disorder, aggression- conduct disorder and even
bed-wetting, he said.

Rushton said the effects of ``psychoactive'' drugs like SSRIs on developing
central nervous system are still unknown, and the drugs have
been documented to cause sleep disturbances and behavioral changes in
children.

``I think these medications are starting to show promise,'' he said.
``However, they should be used with caution and monitored closely, not
used haphazardly for transient symptoms -- not for school problems or
nebulous behavioral problems.''

First off, it's NOT capitalism.  It's simply an economic exchange --
"barter," mediated by money, i.e., a transferable "right" to goods at value,
"earned" by labor, traded for labor.

Now, if you contracted with me to paint your front porch, it cost me $20 in
labor and materials to do it, and you only paid me $10 --making MONEY "FOR
NOTHING," but your PROFIT of $10 only paid for by MY loss-- THAT would be
capitalism.

So, where does the State come in?

Well, you just defrauded and robbed me, breaching our contract -- and
contracts are a matter of "law," enforceable by the State through its legal
system.

So I take you to court, argue my case against you, and appeal to the judge to
fulfill his legal obligation under the laws of the State to right this
"wrong," i.e., inequity, a "crime" (injustice) in the economic exchange.
Unfortunately, YOU, in effect, spend $5 of the $10 which you style from me to
hire a sophisticated con man called a "lawyer," who argues speciously that
the crime which his client committed was not "really" a crime, and who by any
means necessary --lying, destroying evidence, intimidating witnesses, etc--
succeeds in swaying the judge (who's indebted to you anyway, for his own
job!) to decide AGAINST me, i.e., AGAINST the "right" being asserted by me.

Rather than JUSTICE prevailing and you paying me another $10 to bring my
payment for work done back to the agreed-upon $20, thereby restoring equity,
the ironic result of the State's intervention is that, even after being
cheated by you, "the law" rules that I OWE YOU, and I have to pay YOUR
lawyer, YOUR judge, etc., to PROTECT your "PROFIT."

Now, THAT's capitalism!

Tragic Policy

Despite the predictably disastrous direction our policy has taken in the
Balkans, it is not too late to stop the carnage. Sadly, it is too late to
stop Slobodan Milosevic's despicable leadership of the Serbs into historical
oblivion.

In briefing NATO commander Gen. Wesley Clark on another subject some months
ago, I noted that Serbs pride themselves on a quality called "inat" --
defined by a Canadian diplomat as "an absence of pragmatism," a definition
that Clark wrote down. Given Clark's brilliance and intimate exposure to the
Serb leader, it is difficult for me to conceive that he thinks we can bomb
the Serbs into submission.

Also, given Secretary of State Madeleine Albright's roots in that part of
the world, it is hard for me to accept the tragic miscalculation attributed
to her that somehow Milosevic would cave in. I am troubled even more that my
country, whose Constitution grants the power of war-making to Congress,
would be leading NATO into an undeclared war -- if only to maintain the
credibility of Secretary Albright and/or NATO.

I also am shocked that our leaders and NATO's strongly espouse the certitude
that the Kosovar Albanians will be returned to their homeland. Having spent
the past year trying, with little success, to enable returns in northeastern
Bosnia and Herzegovina, I believe they are blowing smoke. The Serbs will not
let refugees back in any great number. We are not prepared and should not be
prepared to force such a return by the use of ground forces. And we cannot
continue much longer our immoral and immaculate aggression against a
sovereign nation without sanction of the United Nations.

What are the basics to which I advocate we return? Diplomacy, respect for
the U.S. Constitution, adherence to the Charter of the United Nations and
support for enlightened institutions in Serbia.

Diplomacy: Whether we like it or not, the Russians and perhaps the Chinese
hold the key to resolving the present impasse. No doubt we have been trying
to use their influence. We have no choice but to try again, and again, and
again. Abba Eban once wrote: "Diplomacy should be judged by what it
prevents, not only by what it initiates and creates. Much of it is a holding
action designed to avoid explosion until the unifying forces of history take
humanity into their embrace." For my part, I will take a holding action over
an explosion any day.

Respect for the U.S. Constitution: We should have learned by now that we
cannot fight a war without the complete support of the American people. That
support is reflected -- or not reflected -- by a congressional declaration
of war, not by some other mechanism that allows Congress to halfheartedly
extend support and then carp from the sidelines. Although my son is a
professional in the U.S. Navy and went willingly to the Gulf War, I do not
want him to go to another war without a constitutionally declared mandate.
Nothing mealy-mouthed -- a clear declaration. Absent that, we must stop the
bombing and try other means.

Adherence to the Charter of the United Nations: Not an easy solution, but
one that is essential if, as a nation, we are to be credible in our claimed
reverence for the rule of law. Having worked closely with international
organizations in recent years, I have no illusions about what they can and
cannot do. Certainly they cannot do anything quickly. Certainly they could
not stop the Serb "cleansing" of Kosovo. Nor could they stop the Croat
cleansing of the Krajina in 1995, in which U.S. complicity was as
ill-advised as is our present bombing of Yugoslavia. But the United Nations,
warts and all, is the only institution we have to ameliorate, if not
prevent, such catastrophes. The United States cannot do it alone nor with
the support of only 19 members of the European alliance.

Support for enlightened institutions in Serbia: In 1995 I urged Madeleine
Albright, Richard Holbrooke and Leon Fuerth to consider using the
institution of a constitutional monarchy as a mechanism to move the Serbs
from support of Milosevic to more enlightened leadership. My belief that
Prince Alexander Karadjordjevic could play a role in such a transition was
pooh-poohed. I still think this man and the monarchy can play a role, even
though our bombing has united the Serbs behind Milosevic, so much so that
any movement away from Milosevic or toward any other Serb leader is now
almost unthinkable.

There are no quick fixes to this problem. Nor is it subject to resolution by
the technological behemoth of our war machine. We must adhere to the basic
rules of a civilized world order. We must return to them now. If not, the
America that I proudly represented abroad -- no matter how modestly -- for
the past three decades is diminished beyond my worst fears.

predictions.   To  put  things  in  perspective, here are some of

** October 28, 1997:  "Mysterious 'Black Flu' To Strike America!"
Warns WWN, "A deadly and incurable strain  of  flu  is  going  to
strike  the  U.S.  in early 1998 -- and it will kill more than 40
million Americans!"

** October 28, 1997, WWN:  "Glowing Figure of  Jesus  Appears  in
White  House."  An apparition of Jesus Christ is appearing in the
White House, and "the  ghostlike,  glowing  figure is warning the

introduction  of  'national  identification  cards.'" (2) In late
1998, "world drought and  famine  shake societies and governments
to their foundations..."  (3) Also in late  1998,  a  "terrifying
new virus sweeps the U.S., killing millions of children under age
12."  (4) In February, 1999, one billion people will "ascend into
Heaven  without  dying."   (5) Armageddon begins on June 30, 1999
(this last still in the  future,  but don't hold your breath) and
involves China, India and Pakistan.

In   fairness   to  Weekly  World  News  (WWN),  their  published
"prophecies" are often printed as  reports from others and do not
base themselves  on  WWN  predictions.   Still,  as  in  the  WWN
supposed  NSA  secret  report  (above),  WWN  sometimes  directly
involves itself in what can now be discerned as false prophecies.
Of course, such alarming predictions *do* sell newspapers.

Sherman  Skolnick,  of  the  Citizens'  Committee to Clean Up the
Courts, routinely files such  doom-and-gloom prophecies under the
heading "Profits of Doom."  That is Skolnick's little joke,  that
alarming  prophecies  sell  newspapers  and  result in profits --
hence, "Profits of Doom."

But such self-seeking  moneymakers  as  WWN  and their coterie of
false prophets needlessly alarm  credulous  readers,  and  create
unease.   The  answer  is not to censor the "Prophets of Doom" --
since they are occasionally correct  --  but to bear in mind that
these "prophets" are often more interested  in  a  buck  than  in
being helpful.

It has stopped raining, the mud has turned to dust, and, instead of
bringing relief to the refugee camps, this has brought heat.
Tensions flare all over. At Stenkovec-2, the second-largest of
Macedonia's refugee camps, I get into a shoving match with an
overeager security officer from the Organization for Security and
Cooperation in Europe. He has been trying, with varying success, to
keep people from entering the tent. Me, I just want information.
But then, so does everyone else.

In existence for nearly a month, the camps have taken on patterns
and a tempo of their own. Stenkovec-1, being the biggest, is most
like a city. People move about in a constant quest that almost
invariably ends in a queue or a crowd of people working their
elbows or--more and more often, it seems--in a scuffle. Lines form
for no reason--because there is a rumor of someone up ahead giving
out blankets or food or the names off the next airlift list. If
only someone knew for certain where the right place to go or who
the right person to ask was--but how can anyone know for certain?

Some young refugee volunteers have set up an information tent at
Stenkovec-1. The only problem is, they don't have enough
information. After two days in operation they told me the most
common question was where to get blankets: Some people, they say,
have been here for two weeks and still haven't found the blankets.
They send everyone to a particular tent--they've heard that's where
blankets are distributed. Is that official information? No, they
say, but that's what they've been told. Another common question is
where to get a list of everyone in the camp to try to find
relatives, but neither the U.N. High Commissioner for Refugees,
which registers camp newcomers, nor the Catholic Refugee Service,
which operates this particular camp, will give the volunteers the
lists. And then, they have an old man who has been kicked out of
his tent by a family that considers it theirs. And then there are
all these people who want to know how to get on an airlift.

I also want to know how people get on an airlift. At Stenkovec-2, I
saw people filling out forms and got in behind them--but these
turned out to be "Lost Child" forms. I was finally able to learn
that most airlift processing is done through Stenkovec-1, so I
headed there. Carolina Spannuth, a UNHCR protection officer,
explains the system: Coming into the camp, refugees register with
UNHCR and check off their country preferences on the back of the
form; then UNHCR prioritizes the cases, placing the sick and
vulnerable at the top and being careful not to separate families;
then the International Organization for Migration books them on
flights--sometimes directly, sometimes after the country in
question approves the choice. The IOM tent is right near UNHCR's,
and it is crowded with staff and with refugees who have found their
way in. Like all tents in this camp, it is stuffy and it smells:
Many of the refugees have not had a proper bath in a month, and,
though people manage to wash their clothes in what can generously
be called a creek, in a far corner of the camp, the cumulative body
odor in this camp is overwhelming. The IOM works a dozen notebook
computers in two shifts, 7 a.m. to 11 p.m., and they still have
enough of a backlog of names to fill planes and planes. There are
12 flights today--five to France, two to Turkey, one each to
Sweden, Holland, Norway, Finland, and the Czech Republic. Every
evening, lists of names for the next day's flights go up, alongside
waiting lists in case of no-shows--so there are no empty seats.
Each flight goes out with 15 or so passengers more than its
capacity would allow, because infants and toddlers can sit in their
mothers' laps.

But what is a refugee to do in the endless weeks of not knowing
whether he will ever get out of the camp? And what does the UNHCR
understand about Albanian families, where a second cousin is a
close relative? And what if the country options change, as they do
constantly? And, most important, what is the guarantee that the
piece of paper they fill out on arrival will not be lost or
trampled in the mud before it can translate into a seat on the
plane? This is why there is a crowd at the chain-link fence that
surrounds the registration area. Dozens of people find a way
in--tagging along with a journalist, or pretending to be one by
speaking a foreign language. While I stand in-between the tents
with Simona Opitz, IOM's public-information person, people come up
to us, one by one, until another small crowd forms.

Ethnicity a response
to global inequality



WORLD VIEW/PEADAR KIRBY
The sort of scenes we are now witnessing in Kosovo seem to be fast becoming
a defining characteristic of the post-Cold War world.

>From Rwanda, Liberia and Sierra Leone to Iraq's Kurds, Bosnia and, now,
Kosovo, the mass exodus of huge numbers of people from fratricidal slaughter
is like an icon of the new world order.

Its very regularity makes humanitarianism an inadequate response. If it is
not to be repeated, we need urgently to think through the roots of
insecurity in this new world and how to prevent the breakdown of whole
societies.

NATO's action, even if it were to achieve all its aims, would have done so
at the cost of sowing deeper seeds of longterm insecurity in the Balkans.
Furthermore, there are disturbing imperial overtones to it.

One is the belief in the power of vastly superior force to resolve highly
complex and deeply rooted social problems.

Another is the tendency, for long evident in US foreign policy, to reduce
foreign actions to a crusade of good against evil, the civilised against the
barbarian, identifying where possible one figure as the personification of
the evil to be eradicated.

It is clear to even the most cursory observer that what we in Europe call
nationalism lies at the heart of most of the major security tragedies of the
post-Cold War world. Nationalism, and ethnic conflict in general, is
regarded as a throwback to some pre-modern atavism, something not supposed
to occur on the brink of the third millennium.

Yet it is occurring, with ever greater regularity it seems, and needs
urgently to be understood as a feature of today's world. It is significant
that the Spanish sociologist Manuel Castells devotes the entire second
volume of his breathtaking recent trilogy on the information age to what he
calls "the power of identity".

Castells regards ethnicity, and the struggle for identity based on it, as
the defining characteristic of resistance to economic and cultural
globalisation, especially among those who are gaining few benefits from it.

The struggle for identity may take many ugly forms, as it did in Rwanda or
as it is doing today in Kosovo. The power of Castells's point is that, far
from being a throwback to some ancient past, it is an integral part of the
information age. A far more effective way to deal with it would be to
understand the tendency of globalisation to distribute its benefits very
unequally.

This strongly suggests that a more secure world will require the
international community to devote far more careful attention to the issue of
equality, both worldwide and within each of our societies.

This is where economic and social policies and foreign policy meet.

More than ever, the roots of the world's security problems lie in
underdevelopment.

To be effective, security policy needs to intervene in this cycle long
before it reaches the extreme of mass ethnic cleansing.

This, I suggest, is where the neutral states have an important role to play.
Drawing on its own experience of national struggle, its recent development
success and its ongoing peace process, Ireland is well placed to offer an
understanding of what it requires to build stable and secure societies.

Ireland can insist that, far from an historical relic, nationalism is a
deeply rooted cultural and political force with the potential to build
stable societies if constructively channelled but also with a power for
terrifying social destruction.

On economic development, it knows better than most the importance that flows
of foreign direct investment and foreign aid, when well used, can play in
providing a better livelihood for people.

It can point out that the decline in aid flows from the OECD and the fact
that the great bulk of foreign investment worldwide goes to about 15
countries, serves to sow seeds of long-term social insecurity in those parts
of the world which are excluded.

The difficulties of our own peace process also hold valuable lessons about
how sensitive must be the attempts to coax adversaries into dialogue. The
sorts of ultimatums delivered to the Serbs at Rambouillet, we could point
out, would have been disastrous if used in our own peace process.

In achieving success at dialogue, it is vital to have interlocutors involved
who show a sympathy to the plight of each of the sides.

Consistent support over the years in Serbia for independent media, for human
rights groups, for opposition political groups could all have helped lay
stronger foundations for democracy to emerge.

The implication of this argument, then, is for Ireland to become more
involved in forums in which such a view of security building can be actively
promoted.

For this reason, involvement in Partnership for Peace is to be greatly
welcomed, but only if Ireland enters it with the confidence to prom

  As the mother of a murdered child, and as an intelligent person I find the
  President's exploiting of the school shootings highly offensive.  My child
  was murdered with a fence post by a recidivist juvenile on probation.  I
see
  no one calling for a ban on fence posts.  Eight year old Cary Medlin, of
  Greenfield, TN after being raped and sodomized was murdered with a knife,
  eight year old Niki Read of Millington, TN after being raped was murdered
  with her own shoelace.  I see no one calling for a ban on those items, yet
  they were used to murder  small children.

  On my desk sit eleven petitions of convicted killers seeking early parole.
  Five of those Loved Ones were murdered with weapons other than guns.

  Following the President's logic then we need a three day waiting period, a
  background check and a license to rent violent movies, video games, watch a
  violent show on TV, purchase a kitchen knife, screwdriver, hammer, pipe
  wrench, pool cues, etc.  We need to force every one thinking about becoming
a
  parent to take parenting classes and obtain a license before they can have
a
  child.

  We have more gun laws on the books than Carter has liver pills, yet people
of
  all ages continue to murder others.  First Degree murderers serve on
average
  5.6 years in prison.  It takes 15-20 years to get a convicted killer
  executed.  The courts excuse  the accused felon because they say 'I had a
bad
  childhood' and give them lighter sentences for murder because they had
  supposed bad childhood's. Many people have bad childhood's yet they don't
go
  out and kill. For Juveniles who get into trouble there are two choices;
  probation or a juvenile facility. There is no in between.  Probation cost a
  couple of bucks a day, a juvenile facility cost three times what it does to
  house an adult inmate.  So we incarcerate very few juveniles.  We simply
wait
  until they commit their first adult offense to incarcerate them.  Then we
  incarcerate the felons in "country club resorts."  And send our children
into
  un-airconditioned crumbling down city schools.  Why not reverse this
scenario
  and give the children country club schools and the criminals
  un-airconditioned and stark prisons?  Schools are our children's' "work
  place" yet many are unfit to house a criminal in.

  Then you have the child shrinks who keep telling us we will damage our
  children if we tell them no, or dare to impose restraints on them.  The
  government then backs the shrinks up by tying the hands of the parents
behind
  their backs.  If we dare to spank, or impose restrictions on a child we are
  considered child abusers.

  Mrs. Clinton said recently: "The constant exposure to violence on TV, in
the
  movies, on video games, in music--there's much to much evidence that
children
  get desensitized...There's so much of it.  We're awash in it..We can no
  longer shut our eyes to the impact the media is having on all our children,
  and the potentially violent impact it is having on some of them."  I agree
  with her on that statement are children are bombarded with violent images
  from the entertainment industry from the moment they turn on the TV to the
  time they turn it off.  Then she goes on to say in the same speech. We need
  to stand up and say what need to be said about guns and firearms."  UH? she
  said it is the entertainment industries fault for all those violent images
  our children are watching, yet we should have to have more gun control?
This
  is illogical.

  I see no one calling for restrictions on the First Amendment rights of
  Hollywood.  I see no one besides myself calling for a return of the
original
  1940s standards on morals and violence on TV between the viewing hours of 7
  AM and 8 PM so impressionable children won't be bombarded with the violence
  and immoral behavior so prevalent on TV today.  The adult cartoons are
  especially offensive in immoral and violent content.  Children are addicted
  to cartoons.  Why are adult cartoons on TV during Prime Time?

  If you look at the school shootings they mirror Hollywood's penchant that
  each new movie must be more spectacular and more violent than the last.
The
  Columbine High School shooting has elements of all the other school
shootings
  and the Oklahoma City Bombing all rolled into one event.

  More gun control will not change the hearts of those set to do evil.  Even
if
  all guns in America were destroyed, those who have their hearts set on
doing
  evil will do it anyway.  More gun control will not deter one murder.  Less
  violence produced by the entertainment industry would help as movies, TV
and
  video games are a form of brain washing.  Are you going to impose VIOLENCE
  CONTROL on the entertainment industry too?

Nazis and the World Council of Churches

There was another avenue the pro-Nazi faction in the West used to promote
Hitler. Like his forefathers, John Foster Dulles, with the Round Tablers who
had groomed him and his younger brother, used religion as an entry point. The
form of that religious entry point was another approximation of a world
government.

A spectacular meeting of delegates from Europe and America was held in the
summer of 1937 at Oxford, England, to establish the World Council of
Churches. The conference was organized and directed by Anglican churchman J.
H. Oldham. The gathering was opened and greeted by the Chancellor of Oxford
University, the dean of British appeasers, Lord Halifax.

The World Council of Churches numbered among its leaders, the leaders of the
appeasement-of-Hitler faction in the West: Halifax Dulles, Lothian It was to
further that appeasement, and the Nazi racialist view, that the WCC was
formed.

A committee was formed, chaired by Willem Visser 't Hooft, to study the
Christian attitude towards war. The committee reported that pacifism—in the
face of Hitler aggression—was Christian, and so was fighting in unjust
"patriotic" wars as the Nazis were preparing to do—and these attitudes were
just as Christian as the notion that justice should be done (that is, that
Hitler should be resisted).

Visser 't Hooft explained in the official account of the World Council's
formation(25) the origin of the social and ecclesiastic ideas of the
conference organizer, J.H. Oldham:

Oldham used the expression "league of churches" because in those days [1920s]
he was profoundly interested in the process whereby the League of Nations had
come into being in January 1920. He was in touch with the "Round Table"
group, in particular with Lionel Curtis and Philip Kerr, later Lord Lothian,
both of whom had taken an active part in the elaboration of the plan for a
League of Nations, Curtis as a member of the Peace Delegation at Versailles
and Kerr as Lloyd George's private secretary. Both men were also in close
touch with [South African] General Smuts and Lord Robert Cecil. On 20
September 1952, Oldham wrote to me: "The Round Table group were my great
educators in matters of constitutional principle. They clarified my thinking
in these matters. I saw clearly that though the Continuation Committee was an
organization of church boards it was in principle an entirely new development
in church life and that it might lead in the future to new relations between
the churches themselves. [emphasis in the original]


The 1937 Oxford Conference published several reports, among them a book—The
Universal Church and the World of Nations— expressing the new organization's
views on the need for the reordering of the world's political affairs under a
world government. The lead article was written by Lord Lothian, under the
title "The Demonic influence of National Sovereignty." Another was written by
American delegate John Foster Dulles. Lothian and Dulles argued that national
sovereignty—like the political and juridical independence of the United
States—causes wars.

Lord Lothian had met privately with Adolf Hitler in 1935 and again in 1937.
Since the Fuhrer was then building a war machine that might overthrow that
very national sovereignty which Lothian decried, among nations of continental
Europe, their discussion centered around ways of overcoming opposition within
the West to Hitler's efforts. In the transcript of the 1935 meeting, Adolf
Hitler tells Lord Lothian:

Germany, England, France, Italy, America and Scandinavia . . . should arrive
at some agreement whereby they would prevent their nationals from assisting
in the industrializing of countries such as China, and India.
It is suicidal to promote the establishment in the agricultural countries of
Asia of manufacturing industries. From these countries we should rather take
raw materials in return for manufactured goods. Unless some such arrangement
is made, England, Germany and America will lose their export trade.(26)

Hitler's view precisely coincided with the order the British Empire had
imposed on colonies across the world. In years to come, Hitler repeatedly
cited to his intimates the example of British depredation in India as his
model for what he meant to do to Eastern Europe. Lothian and Hitler could
agree entirely on this pure Nazi, pure British colonial dogma: that the
underdeveloped, or non-"white" countries, must not be allowed to develop

The Partnership of Harriman and Dulles

On October 18 and 19, 1945, a Swiss-based organization calling itself the
World Council of Churches came into the war-wrecked city of Stuttgart,
Germany, to meet with certain German church leaders. The meeting issued a
statement declaring the collective guilt of the German people for the crimes
of Nazism.

A month later trials began at Nuremberg: Twenty-two Nazi leaders were tried
for conspiracy, war crimes, and crimes against humanity, crimes which had led
to the deaths of 50 million persons during World War II.

The declaration of "collective guilt" was intended, among other things, to
blunt the question of individual guilt at the Nuremberg trials, and has
confused the central issue of actual criminal guilt since that time. Hjalmar
Schacht got off without punishment. Many of the most important Germans, and
foreign nationals, who helped Hitler rise to power, make war and carry out
mass murder, were not even at Nuremberg, and were never tried for these
crimes.

The chief failure of the Nuremberg trials was not insufficient hangings, but
rather that there was no general inquiry into the disaster which had befallen
the world: Who had backed the Hitler revolution and what were their strategic
aims? Such an inquiry is still vital today, because the international gang
which created Nazism and backed Hitler is active, and very powerful, in
today's world.

What follows is the story of this gang as it operated in America, centering
in the political and commercial partnership of Averell Harriman and John
Foster Dulles. As this chapter shows, Harriman and Dulles—two men, with their
families, who have dictated so much American policy in this century—were
central to putting Adolf Hitler in power. And, as we show, Dulles and
Harriman in commercial partnership profited from Hitler's accession to power.
Institutions and individuals associated with the pro-Soviet Eastern
Establishment today, were architects of Nazism in the prewar period. Among
those individuals and institutions, whose stories are bound up with the
Harriman-Dulles combine, are the World Council of Churches, and the
psychoanalyst Carl Jung—in his own lifetime a Nazi, now a symbol of
"liberalism."

This narrative is a contribution to a second, more effective "Nuremberg," a
process of inquiry which may help prevent an even greater disaster than the
Holocaust of the 1940s.


The Heritage of the Dulles Brothers

The Dulles brothers, Allen and John Foster, stood at the top of American
policymaking in the 1940s and '50s. In the '20s and '30s, they helped create
Hitler. Their family background prepared them well for this.

Allen and John Foster Dulles were brought into the U. S. State Department as
intelligence agents by their uncle, Secretary of State Robert Lansing, just
before the American entry into the First World War. Secretary Lansing and his
young Dulles nephews perfectly exemplify the State Department's tradition of
treachery to American interests and ideals, going back, with few exceptions,
to the beginning of the Republic.

President Woodrow Wilson, elected in 1912, had made Robert Lansing chief
counselor in the State Department, while the populist William Jennings Bryan
was Secretary of State. When the war started in Europe in 1914, the Wilson
government declared American neutrality, and the President announced his
strong interest in ending the war.

But a powerful combination of American public figures acted for the British
to pull the U.S. into the madness of World War I as Britain's ally. The most
prominent in the British party here were:

• Former president Theodore Roosevelt, who by family connections and personal
inclination was "British Empire" to his very marrow;

• Massachusetts Senator Henry Cabot Lodge, the anglophile Boston Brahmin who,
with Teddy Roosevelt, had created the Spanish-American War in 1898;

• President Wilson's confidential adviser Col. Edward House, whose British
father had run guns into Texas for the Southern Rebellion, and had taken
young Edward back to England for a thoroughly anti American education. House
later returned to Texas and became the Texas political boss, in alliance with
the Harrimans; and

• Robert Lansing, who had married a daughter of the anglophile former
Secretary of State, John Watson Foster. Another Foster daughter married Rev.
Allen Macy Dulles, and gave birth to Allen and John Foster Dulles.

While Teddy Roosevelt and Henry Cabot Lodge campaigned openly for American
entry into the war, House and Lansing betrayed and lied to the President, l

   "What's My Line?" became a national television institution, a litany
evolved. Standard responses were given to common queries from the press. Many
of those questions concerned the relationship among the permanent cast of the
show: John Daly, Bennett Cerf, Arlene Francis, and Dorothy specially Arlene
Francis and Dorothy. The group learned to waffle. But, in truth, Dorothy was
rather an outsider.

Mark Goodson theorized about the distance. "There were a lot of things in
back of it," he said. "She did run a gossip column. She did print things
about friends of theirs. And, also, she was not a part of the liberal
establishment in New York-the chic, inside group of people in theater and
communications. People are not religious anymore. But they've substituted for
it patterns of words and beliefs that are similar to religion. Dorothy was a
Catholic. She worked for Hearst. Her children did not go to Dalton. If she
were alive today, she would probably not be boycotting lettuce. The rest of
the panel was keenly aware that she did not fit the pattern." [1]

She was guilty on several counts. Dorothy was not only a Catholic, she was a
practicing, devout Catholic. When Bishop Fulton Sheen, the flamboyant,
wild-eyed prelate who was the only member of his profession to make the cover
of TV Guide, guested on "What's My Line?" she genuflectod and kissed the ring
on his extended hand. She had worked her whole professional life for Hearst.
Jill had gone from the Convent of the Sacred Heart to Miss Hewitt's, where
she was being prepared for her formal debut. She had been taught by Dorothy
that a lady was fully dressed only when she donned her white gloves.
Troublesome, too-bright Dickie, who explained Buxtehude to Dorothy when he
was twelve, was packed off to a series of schools.

Despite all these symptoms of "otherness," Dorothy was not, by a long shot,
the political philistine that her more liberal colleagues presumed her to be.
In the fifties, careless political labeling was rampant in the country.

On June 27, 1950, President Truman ordered armed intervention into the Korean
conflict. During that same month, a booklet called "Red Channels" was
distributed to every radio and television station in the country and to all
advertising agencies that handled broadcasting accounts. Within was a listing
of every prominent liberal in the industry and a dossier of his or her
political history, be it communistic, progressive, prematurely anti-Fascist,
or suspiciously pro-Negro. When the book was issued, Dorothy had been saying,
"And on my left, Louis Untermeyer" for almost five months. She had hit the
nail on the head. Poet and anthologist Untermeyer was among the listees.

Within months of its publication, "Red Channels" became the most effective
blacklist in the history of the entertainment business. A well-organized
consortium of individuals, veterans' groups, columnists, and congressional
committees, using "Red Channels" as a scouting manual, set out to force the
politically tainted to recant, renounce, name names-or be systematically
driven from the media.

Among the activists was a greengrocer from Syracuse, New York, Lawrence
Johnson, and his daughter, Eleanor Buchanan, a widow of the Korean conflict,
who conjoined to galvanize their fellow patriots to action. Buchanan's
standard philippic called for the routing of the likes of Untermeyer. "It
sickens me," she railed, to know of those banquets engineered by Red
sympathizers on radio and television to raise funds for their henchmen, and
those do-nothing patriotic citizens who discuss the wrongs of the world over
a dinner table while my quiet unassuming Jack ate his lunch surrounded by
dead Chinese.[2]

Johnson organized a campaign against Stoppette, the Poof-There-Goes-
Perspiration deodorant, that was one of the program's major sponsors. Stores
that stocked Stoppette were picketed by the American. Legion. The Chicago
advertising agency handling the account was warned to get Untermeyer off the
air or the pressure would increase. Baldish Jules Montinier, the Swiss
chemist who created and owned Stoppette, agonized. He considered himself a
liberal, but he felt compelled to placate the reactionary activists.[3]

In May, 1951, the owlish, avuncular anthologist was replaced by Bennett Cerf,
an owlish, avuncular publisher.

Obviously, from the choice of his successor, Untermeyer had been a perfectly
acceptable panelist. He was well-liked by everyone, including Dorothy. But
what could she do? What could anyone do?

Louis Untermeyer commented on the situation in a letter of October, 1977:

Besides murmurs of personal regret, no one connected with What's My Line?
attempted to do anything on my behalf Intimidated as they all undoubtedly
were by McCarthyism (or sympathetic to it), the feeling must have been: the

F. D. R. LAUNCHES "NEW DEAL"

BUILDS PROPAGANDA MACHINE AND BANKING MONOPOLY

>From the very start Franklin D. Roosevelt's Administration began carrying out
the blueprint of the New Deal drawn up by Hoffman Nickerson. Some aspects of
the plan were improved upon with the objective of better furthering the
original purpose of serving the Dynasty and its rich allies, while pretending
to guard the interests of the common man. Changes in the blueprint were made
necessary by the fact that the Dynasty had completely merged with the
Rockefeller Empire and the Empire's program called not merely for dictatorial
domination of the United States' but of the rest of the world as well; for
the Rockefeller Empire seeks a conquest of the world and a dictatorship
dominating all lands.

The first move was building up a propaganda system that was so vast that it
could distort in the desired manner any intelligence that reached the public.
Roosevelt made two of his fellow members of the official propaganda agency of
World War I, the Naval Information Committee, his White House assistant
secretaries: Marvin Hunter McIntyre, he placed in charge of appointments and
political affairs; and Stephen Early, former Editor of Stars and Stripes, the
A. E. F. propaganda agency, in charge of the press and public relations.

In every other direction Roosevelt, in 1933, rebuilt the war machine of World
War I. From the start of his Administration it was quite apparent that its
objective was another war to further the interests of the Rockefeller Empire
and the Dynasty. The same "patriotic dollar-a-year men" were back on the job
taking care of their interests. This was relatively simple because with the
aid of the Rockefeller "philanthropies" and the  General Education Fund the
whole World War I machine, had been put in storage by the plotters in
schools, colleges, universities and businesses, in the interim between the
Wilson and Roosevelt Ad. ministrations. It was brought out of the storage and
set to work as soon as Roosevelt entered the White House. They were ready for
the bright new war in the making. In the meantime, they hatched up and played
with other less amusing New Deal "emergencies".

Numerous censors and propagandists of World War I were assigned to perform
the same job in the New Deal departments. Hundreds of editors and reporters,
and many publishers were placed on the payroll of the various government
departments and bureaus for purpose of suppressing or distorting the truth
and of propagandizing the nation into acceptance of the "New Deal".

Through the Federal Radio Commission's power of life and death over radio
stations, the radio was brought under censorship. The Motion Picture Industry
later was forced, to serve the New Deal propaganda by the ambiguous but
stringent Motion Pictures Code Author. ity, NRA, and by the planting of
Roosevelt's son-in-law, John Boettiger in a high salaried position in the
Will Hays organization. A similar code was imposed on the press, with a
tongue-in-cheek proviso of freedom of the press, and pressure from the Post
Office Department supplemented the frank bribery of newspaper men with offers
of higher salaried government positions.

Pay was no object and some of the propagandists did very well for themselves.
Thus J. Franklin Carter, Washington representative of the McFadden
publications, who wrote "free lance" articles on politics for Liberty
Magazine especially on the subject of agriculture under the name of Jay
Franklin, at the same time drew a salary of $5200 a year under the name of
John Carter on the payroll of the Department of Agriculture. Previously he
had been in the employ of the State Department until it was discovered that
its secrets were leaking into the press in articles signed by "Jay Franklin"
(Michael Handout, p. 182).

Books were ghosted by government employees on taxpayers' time and published
in the names of Professor Rexford Tugwell, Henry Wallace, F.D.R., Eleanor
Roosevelt, Anna Boettiger, Howe, McIntyre and Early, for their private profit.

One of the most important functions of this propaganda was to create the
Roosevelt myth-to create the pretense that he was a deserter of the classes
and a champion of the masses; to portray him as a saint who passed his days
in the slaying of the demon Capitalism,, who could do no wrong and was
indispensable; to surround him with a royal aura, with a figurative crown,
until a literal crown should come to hand; and finally to deify him. It was
all done in the true tradition of the Caesars, even down to the New Deal
largesse patterned after that of ancient Rome.

All who opposed the Administration or sought to expose its corruption were
hounded, persecuted and bedevilled. They were made the

MADISON, Wis.-- Remember these immortal headlines:  "Zapruder Family Wowed at
Home Movie Screening," "Nancy Reagan Ends Nation's Drug Problem With Very
Special 'Diff'rent Strokes' Appearance"?

Maybe not.  But hundreds of thousands of book buyers are seeing them now in the
skewed story of the 20th century, as told by The Onion, a parody newspaper.

"Our Dumb Century," the Madison-based paper's "retrospective" book, was released
less than a month ago.  On Sunday, it will top the paperback nonfiction
best-seller list in the New York Times.

"It's pretty amazing," said Rob Siegel, The Onion's senior editor.  "We didn't
expect it, but we have a pretty solid, devoted, sizable underground fan base."

The book contains front-page headlines and stories, putatively from old issues
of The Onion, documenting historical events from 1900 to 2000.

All are written and designed by staff members of the satirical paper, which is
actually only 11 years old.

A story dated Nov. 9, 1960, on JFK's election to the White House, calls him "our
nation's first handsome president" and cites experts who noted that previous
chief executives were "mildly attractive."

Siegel said, "The paper is a pretty big task to do every week.  We spent
basically tow full years working round the clock, putting out the paper and the
book."

The weekly paper started in Madison and now has offices in Chicago, Denver and
Milwaukee.

It features irreverent, off-the-wall headlines such as "Soul Train Derails New
Snacks" and "Social Security System Overhauled to Provide Early-Death
Incentives."

Inside the paper prints serious movie and music reviews.

Each week, about 500,000 people read The Onion online at its Web site, Siegel

the Supreme Court has ruled that police have no duty to protect individuals,
only society.  There just may be one around who has nothing to do but respond
to a call for your aid, although most of us know our police are far too
understaffed to be in as many trouble areas as *they* would like to be.

If you had the intellectual integrity to actually study the stats, you'd know
that guns in the hands of the law-abiding not only do not contribute to
crime, we prevent or thwart more crime, often without firing a shot, than do
the police.  That's from DOJ/FBI stats.  You would also know that violent
crime has fallen to a far greater extent in jurisdictions where concealed
carry laws are most relaxed, and that cities most restrictive are also most
dangerous places to live: NYC, Washington, D.C., Chicago, Philadelphia,
Miami, to name a few.

But, hey, why should I interfere with your God-given and Constitutionally
protected right to free speech, however foolish, or your right to be
unprepared to protect yourself if you become a victim of crime?  Or do you so
curtail your activities that you're not out after dark?  Have you so
fortified your home that you don't worry about a home invasion you can't
defend against?

Actually, since most kids who play school football are boys, and since most
boys have aggressive tendencies (if only because of acculturation), football
teaches then to channel that aggression in acceptable ways and to cooperate
with others in a team effort to accomplish a given goal, rather than be just
a cluster of "lone rangers".

Aggression isn't all that lacking in women, either, this in spite of
acculturation.  We generally don't have the same opportunity to learn to
channel that aggression into positive outlets, or to learn mutual cooperation
toward the same "aggressive" end.  If you want to see *real* aggression,

Milosevic Agrees To Release POWs

BELGRADE, Yugoslavia (AP) -- Yugoslav President Slobodan Milosevic agreed
today to release three American soldiers captured March 31, the state-run
Tanjug news agency said.

Tanjug said the three would be handed over to the Rev. Jesse Jackson as
part of his ``peace effort.''

``The president took the decision in support of Jesse Jackson's peace
efforts,'' Tanjug said. ``We do not see them as enemies but victims of war
and miltarism.''

The three were seized along the Yugoslav-Macedonian border while they were
conducting a routine patrol in support of a NATO force deployed there in
case a peace deal enables them to enter Kosovo to serve as peacekeepers.

Jackson said Milosevic met with key advisers after he met the Yugoslav
president today, and ``they decided to unanimously release the three
Americans held captive and to allow them to leave with us tomorrow.''

Jackson said the three would accompany his delegation back to Croatia on
Sunday, where they would then fly to the nearest NATO airbase, likely in
Germany.

Jackson also made a veiled plea to NATO to do something in return for the
soldiers' release.

``It is a gesture that shouldn't go ignored,'' he said. The Clinton
administration had not supported Jackson's mission, and has said the
soldiers should be released without any conditions.

Jackson met with the three Friday in Belgrade, where he arrived on a
mission to try to win their release.

On Friday, Assistant Foreign Minister Nebojsa Vujovic said release of the
soldiers captured one month ago wasn't ``on the agenda.'' But Jackson said
during the meeting he urged Milosevic to free them.

NATO continued its bombing campaign today, with a missile attack on a
bridge north of the Kosovo capital, Pristina, that killed at least 23
people, state-run media and witnesses said.

The Tanjug news agency said the missile cut the vehicle in two, sending
part of it plunging off the bridge. Independent journalists saw about 15
bodies trapped in the charred remnants of the part of the bus which fell
off the bridge.

Milosevic met Friday with special Russian envoy Viktor Chernomyrdin for six
hours, discussing Belgrade's proposals for ending the five-week conflict.

Vujovic told reporters that Yugoslavia was willing to accept an unarmed
U.N. civilian ``mission'' to oversee a peace deal in Kosovo, a province of
the main Yugoslav republic of Serbia but with a majority ethnic Albanian
population.

But Vujovic rejected any armed force with NATO at its core, a key alliance
demand.

Seeking to maintain an upbeat tone, Chernomyrdin told Russian reporters
before leaving for Moscow that ``there is some progress,'' adding, ``I hope
that leaders of the NATO member countries will take that progress seriously.''

At NATO headquarters in Brussels, Belgium, spokesman Jamie Shea said the
Yugoslav offer of a U.N. ``mission'' was ``not worthy of serious
consideration'' and did ``not come close to meeting the demands of the
international community.''

In Washington, Secretary of State Madeleine Albright said, ``I think we are
not anywhere near a serious proposal.''

In other NATO attacks today, jets and missiles struck military airports in
Sombor and Ponikve, the Lipovica oil depot on the southern edge of
Belgrade, industrial towns Kraljevo and Pancevo, and an oil refinery in the
second largest Yugoslav city of Novi Sad.

Also today, NATO hit targets in the predominately Muslim Sandzak region in
southwest Yugoslavia, hitting the region's largest town, Novi Pazar,
state-run media reported. Kosovo's capital of Pristina also came under air
attack, Tanjug news agency said. No information on casualties or damage was
immediately reported.

Meanwhile, Yugoslav media reported that NATO missiles damaged a maternity
hospital and the police station in Pancevo, north of Belgrade.

In Montenegro, the republic which along with Serbia makes up Yugoslavia,
local television reported that NATO planes Friday destroyed a bridge
leading to Kosovo, killing four people, including two small ethnic Albanian
girls.

In Washington, the Pentagon announced that 10 additional B-52 heavy bombers
would arrive in England today to join several other B-52s launching attacks
against Yugoslavia.

The additional bombers will add 500-pound iron bombs for attacks on troop
concentrations, and precision-guided, Israeli-made missiles that carry
1,000-pound warheads.

The alliance launched the air campaign to force Milosevic to accept a
Western-dictated peace deal for Kosovo, including widespread autonomy for
the province and 28,000 NATO troops to enforce it.

Ethnic Albanians comprised about 90 percent of Kosovo's prewar population
of 2 million people. More than 600,000 of them have fled Kosovo and Serb
forces since NATO's air campaign began March 24.

The European Union's ban on oil shipments to Yugoslavia took effect today,
the latest measure to deny Yugoslav force the use of fuel

Open Door to the Enemy

In their masterful exposé Year of the Rat — a volume which will be
prominently featured in this issue of The New American — congressional
investigators Edward Timperlake and William C. Triplett II document that "in
order to gain and hold onto power, the Clinton administration has acted
recklessly, allowing the wrong people to gain access to our most important
political and economic secrets. Any number of Chinese arms dealers, spies,
narcotics traffickers, gangsters, pimps, accomplices to mass murder,
communist agents, and other undesirables … [were] associated one way or
another with the White House and money."

That such a squalid parade was able to buy access to the most intimate
recesses of the White House is shocking and disgusting. But this is much,
much more than merely an offense against aesthetics:

• The Red Chinese military (the so-called People’s Liberation Army, or PLA)
is now able to deploy much more accurate nuclear-armed missiles pointed at
the United States, in large measure because of policy decisions by President
Clinton that have benefited campaign donors — including one who laundered
money for the PLA.

• In exchange for "hush money" paid to Webster Hubbell by the Red
Chinese-connected Indonesian Lippo conglomerate, Bill Clinton personally
sponsored the appointment of John Huang, a suspected Red Chinese agent, to a
sensitive Commerce Department post, where, as Timperlake and Triplett note,
"he could be a source of priceless military and economic intelligence" for
Red China. Huang proved to be a particularly valuable asset in collecting
intelligence on high technology, including satellite encryption technology
that is vital to America’s defense — and highly coveted by the PLA.

• President Clinton and his subordinates made extraordinary efforts to
facilitate the lease of the former Long Beach Naval Station to the China
Ocean Shipping Company (COSCO), a PLA-connected container shipping fleet
that specializes in drug and weapons smuggling. This followed illegal
donations filtered from Red Chinese sources. A COSCO affiliate has also been
granted a lease on the Panama Canal’s "anchor ports" of Cristobal and
Balboa, thereby foreshadowing Beijing’s control over one of the world’s most
critical strategic "choke points."

• Yah Lin "Charlie" Trie, a member of a Red Chinese-linked Triad criminal
syndicate, laundered hundreds of thousands of dollars into both the
Clinton-Gore campaign and the President’s legal defense trust. Following a
$460,000 donation to the legal defense trust, Trie — acting as a courier on
behalf of Red China — placed a "strategic memo in front of the President at
a time of international crisis, resulting in a reply that changed a
long-established element of foreign policy," recall Timperlake and Triplett.
Mr. Clinton’s reply to the memo signaled a decisive turn away from previous
assurances to the free Chinese of Taiwan that the U.S. would defend them
against aggression from Beijing.

• On dozens of occasions, Mr. Clinton has refused to impose sanctions on
Beijing for its export of military technologies to terrorist states, despite
the fact that he is required by law — specifically, a law co-written by the
senator whom he chose as his running mate, Al Gore — to impose sanctions.

• The Administration has conferred prestige and status upon both the
political and military leaders who ordered and carried out the Tiananmen
Square massacre. PLA General Chi Haotian, who was in operational command of
the troops who conducted the slaughter, and General Xu Huizi, who was in
tactical command of the troops on-site, have been received in Washington, DC
with full honors and allowed to tour sensitive U.S. military installations.
For good measure, General Chi’s entourage included an official who had
casually mentioned the possibility that Beijing might attack Los Angeles
with nuclear weapons should the U.S. come to the aid of Taiwan after an
invasion from the mainland.

These are just a few of the ways in which Bill Clinton and his
Administration have undercut our national security and enhanced Red China’s
capacity to pursue aggression.

"The most favorable explanation for this betrayal is incompetence," point
out Timperlake and Triplett. "But it is far more likely that in order to
gain campaign contributions and pay hush money to witnesses, the
Clinton-Gore administration turned a deliberate blind eye to these threats
to our national security."

The 'State' in your example does NOT factor into the exchange, which

A smoothly functioning Capitalist economy needs some sort of judicial system to
ensure enforcement of contracts and settle disputes. This, by the way, is just

Snitch turns tables on DEA
Phone tapes tell a tale of deceit

Jimmie Norjay Ellard has a survival instinct second to
none.

The daring pilot has admitted flying more than 27 1/2 tons
of cocaine into the U.S., often skimming beneath highly
sophisticated radar systems.

As an undercover snitch, he has taped personal meetings
with some of the most violent Colombian drug kingpins,
including the late Pablo Escobar.

He even provided Escobar's No. 1 hit man with the know-how
to blow a commercial airliner from the sky in 1989, a
bombing that killed 107 people to silence two police
informants on board.

Now Ellard, who was sentenced to five years in prison
Friday in federal court in Fort Lauderdale for violating
probation, is turning on the U.S. Drug Enforcement
Administration agents who helped him get a drastically
reduced sentence in 1995.

As part of his defense, Ellard produced a secretly taped
phone conversation with a New York-based DEA agent urging
the smuggler to flout a federal judge's order and
consummate a 26,000-pound cocaine deal with Mexican
traffickers in violation of U.S. policy.

DEA officials in New York and Washington confirmed late
Friday that an internal investigation is under way by the
agency's Office of Professional Responsibility.

``There is an OPR investigation concerning the use of
Ellard,'' said Lou Rice, special agent in charge of the
DEA office in New York.

Ellard and his son, William, were arrested in September
after South Florida drug agents watched them fly 187
pounds of marijuana into Fort Lauderdale Executive
Airport.

Ellard told Customs agent Paul ``Skip'' Hilson, the lead
investigator, he was working for DEA Special Agents Sam
Trotman, based in Camden, N.J., and Aldo Rocco, based in
New York, on a major investigation involving three Mexican
drug cartels and corrupt politicians. Ellard said the
Mexicans had changed plans at the last minute, deciding to
test him with a smaller load of marijuana before trusting
him with tons of cocaine.

Hilson testified that the DEA agents denied authorizing
any of Ellard's smuggling activities.

Rocco and Trotman had used Ellard as an informant in the
early 1990s when he was working to reduce a potential life
sentence down to six years. But his cooperation ended in
1995 and he was deactivated as a DEA informant.

Ellard's longtime lawyer, William Norris of Coral Gables,
mounted a ``government authority'' defense, arguing DEA
had given Ellard permission to import the drugs. Norris
subpoenaed Rocco, Trotman and the federal prosecutors in
New York who had used him as an informant and witness in
the early 1990s. South Florida prosecutors fought to quash
the subpoenas.

With the marijuana smuggling trial approaching, Norris
suddenly came up with Ellard's 21-minute secret tape of a
conversation with Rocco.

Late last month, the U.S. Attorney's Office in Fort
Lauderdale dismissed the smuggling case against Ellard and
his son due to the DEA's involvement, said Assistant U.S.
Attorney Terry Thompson.

Father and son had been facing up to 25 years in prison.
The younger Ellard was freed, but the elder remained
behind bars because the unauthorized drug flights and
informant work violated Ellard's probation.

Ellard was still under the supervision of U.S. District
Judge William J. Zloch, who presided over Ellard's 1990
guilty plea to spearheading an aerial cocaine smuggling
operation out of Fort Lauderdale Executive Airport.

At the government's urging, Zloch had twice reduced
Ellard's sentence, from nearly 27 years to 15 years and
later to six years after Ellard testified in New York
against Dandy Munoz-Mosquera, the Medellin cartel's No. 1
hit man who blew up an Avianca Airlines flight in 1989.

In July 1997, Brooklyn-based prosecutors specifically
asked Zloch to move Ellard's probation to New York so he
could work as an informant for Rocco and Trotman.

Zloch denied the request, in writing, in a confidential
ruling. On Friday, the judge wanted to know why Ellard
took it upon himself to get back into the smuggling trade.

``I don't care if the President of the United States came
down from Washington and recruited Mr. Ellard,'' Zloch
said, ``I want to see any piece of paper signed by this
court'' authorizing him to work under cover for DEA.

According to the tapes, Thompson, the Fort
Lauderdale-based drug prosecutor, was the target of plenty
of derision from both Ellard and Rocco.

The allegiances became so muddled that at one point the
DEA agent complained to the twice-convicted smuggler that
the prosecutor was letting tons of cocaine enter the U.S.
unchecked.

``It's criminal. It really is,'' Rocco said. ``I mean
[Thompson's] no different than a cartel attorney. The
bottom line is he's making it easier for stuff, not only
coming to this country, but to get distributed.''

Has the public "grieving process" gone too far in Littleton, Colorado?
Is the tragic shooting at Columbine High School being exploited as a
full-fledged platform for posturing politicians and an intolerant
religious agenda?

With national media attention still riveted on the events of nearly
two weeks ago, questions are being raised about the media free-for-all
which has dominated the top segment of network news (despite the
background of the war in Kosovo), and the direction of the
orchestrated religious activities which have served to memorialize the
victims.  Case in point is the outrage which some Christians, black
and Jewish leaders are now expressing over last Sunday's memorial
service, which attracted 70,000 spectators and was covered live by
CNN.

While national news media is still giving play to the public anguish
over the Littleton shootings, information about the split in religious
ranks is only now beginning to emerge.  The story has leaked out only
in a handful of papers, including -- surprisingly -- the Washington
Times, and the Denver Post.  A headline running in the Times noted,
"Evangelical tone of memorial spurs backlash," while the Post story --
also running several days after the April 25 service -- declared
"Sunday event offended some."

Rev.  Patrick Demmer of the Greater Metro Ministerial Alliance
described the memorial service as "pretty vanilla," adding "No people
of color spoke or sang."  And Rev.  Marxhausen, head of a Lutheran
congregation in Littleton, complained that after Sunday's service he
was left feeling "hit over the head with Jesus."

Another Alliance member, Rabbi Stephen Foster of the Temple Emanuel,
said that while the entire community was asked to participate in the
high-profile Sunday event, "it turned into an evangelical prayer
service."  Foster told the Washington Times, "I've had many complaints
from people saying 'Where were the Jews?'  but that's not the issue.
The issue was one of insensitivity to the kind of statements being
made that were exclusively directed to not just Christians, but
fundamentalist Christians."  Even more direct was the opinion of Rabbi
Fred Greenspach, the only non-Christian religious leader who
participated in the Sunday event; he termed the service exemplary of
an "ignorant, narrow-minded" brand of Christian doctrine.

Some in the Denver region faith community have taken offense with the
remarks of Rev.  Franklin Graham, son of pop culture religious icon
Billy Graham, and those of Jefferson County pastor Gerald Nelson.
Graham echoed the refrain that people could only be saved from
damnation by accepting Jesus Christ.  Rev.  Nelson told Sunday's
throng about two women imprisoned in a concentration camp during the
Nazi Holocaust, one of whom supposedly accepted Christ.  Rabbi Foster
described this story as "pretty offensive," and said that he was
particularly insulted with the implication that Christians stood
better odds of surviving the Holocaust than Jews.

Rev.  Graham was also taken to task by the president of the Interfaith
Alliance of Colorado.  Following Sunday's memorial, Rev.  Michael
Carrier told the Denver Post, "I felt like he was trying to terrorize
us into heaven instead of loving us into heaven."  He added that the
gathering "was supposed to be for all the people of Colorado and the
nation to find solace, not an evangelical service."  Rev.  Demmer
concurred, noting "If you have a state memorial service and Franklin
Graham says you have to accept Jesus, you're asking to offend
people..."

Other examples of the heavy emphasis placed on fundamentalist and
evangelical Christianity was the appearance of Christian music stars
Amy Grant, Michael W.  Smith and Phil Driscoll; Ms. Grant has been
criticized by some Christians for her recent divorce, and what some
claim is a shift in her repertoire from religious content to more
secular pop themes.  Two Columbine High students also sang "Columbine,
Friend of Mine," described by the Times newspaper as "a song with a
Christian spiritual message they wrote with help from their pastor."

Staking out a less confrontational attitude on this issue was Rev.
Lucia Guzman of the Colorado Council of Churches.  She observed that

Regardless of anything that comes out from the moral, psychosocial,
psychiatric or psychological profiles, past run-ins with the police, or
what medications were (once) being taken; one shooter's rejection from
the Marines; the affluency of the region; and even the Columbine
Principal not knowing about the TCM (even though they were featured in
the high school yearbook), the Columbine massacre and tragedy was 100%
Preventable!

Many other school violence incidents may (possibly) also have been
prevented. What have we learned?  How many more young people must meet
the end of their lives before we get it right? Now, in the aftermath, we
are faced with the copycat shooting incidents, bomb scares E-mailed hit
lists, and hoaxes highlight the news and robbing and depriving innocent
children of an education.  Parents are in fear of Copycat incidents,
which, unlike Columbine, are not always preventable because they are
spontaneous and self-styled with no warning.  Parents are keeping their
children home because the school cannot guarantee a safe environment in
which to exist and learn.  Who are the winners and who are the losers?

In the case of Columbine, administrators, police, students, parents and
significant others had a full school year to address the pressing
problems of intimidation, moral violations, bullying, harassment,
supervision flaws, monitoring the school population and all the actions
which could have averted this tragedy.  There was an extensive amount of
time to institute awareness, intervention and prevention, before the
tragedy.  Here's what went wrong, before:

1. The warning signs were clearly visible but not detected;
2. The virtual crying out for help fell on deaf ears;
3. The student against student cruelty and harassment was condoned;
4. The "unwritten" dress code was violated but condoned by all;
5. Denial was an daily audible buzz word;
6. Everyone who could have made a difference ... didn't;
7. The possibility of averting the tragedy was a null issue;
8. "It can't possibly happen here" was clearly a false hope;
and much, much, and too much more.

Compare the initial media accounts and reporting which compromised the
professional efforts of the emergency response professionals; the manner
in which the media exploited the information provided by the young
students who called from within and outside of Columbine High School)on
their cell phones, rather than passing on the needed intelligence to the
Sheriff, the Police and the SWAT teams, knowing that the classrooms were
equipped with television monitors which televised their broadcasts.

Think about this:
1. Did the local media map the course for the two youthful killers? 2.
Would they had gone to the Choir Room or the Library on their own?
3. Was responsible local media reporting to blame for the deaths?
4. Should the "exclusive" media reporters be held accountable too?

The SWAT teams were "pounced upon", again by the media and others,
because they needed time and intelligence to effectively plan and
execute a safe entry and safe extraction of afflicted students.

If you ever want to take a walk on the wild side, walk the distance in a
SWAT team member's shoes during a life or death incident where innocent
lives are at stake and the only true source of intelligence is being
exploited by the media.  How many enemies do you count now?

Today and for the rest of our lives, we will mourn for those who have
been victimized, while we stand in line patiently waiting for our turn,
while asking the ultimate question with seemingly no ultimate answer:
Why?

Once again, NATO is acknowledging that one of its bombs missed its
target and landed in a residential neighborhood in Southern Serbia.
According to Serb authorities, yesterday's attack killed at least 17
people, destroyed 50 houses and damaged 600 others in the town of
Surdulica. While NATO continues to insist that it fires only on targets
that are part of President Slobodan Milosevic's Kosovo "war machine", it
has so far killed civilians on at least five separate bombings. Just
this past Friday, 16 employees of Serbian television and radio were
killed in a NATO strike on its headquarters.

Story: RACIST BOMBINGS IN THE UK

As the U.S. deals with the aftermath of the Columbine High School
shooting in Denver Colorado, Britain is grappling with a campaign of
racial violence that is targeting people of color.

This past April 17, a nail bomb exploded in the crowded market section
of Brixton, a multiracial community in South London. Thirty-nine people
were injured, including a 23-month-old boy who had a four-inch nail
embedded in his skull. The following Saturday, another bomb exploded,
this time in a busy section of Brick Lane, a Bangladeshi community in
London. Six people were injured in that blast. A neo-Nazi group called
Combat 18 claimed responsibility for both incidents. Combat 18 was
formed in the 1980s, drawing members from fascist groups such as
Britain's National Front. It was linked to a plot four years ago to send
letter bombs to British athletes involved in interracial relationships.

Now, the government is telling Britain's Black and Asian communities to
be on full alert for new attacks in what the media have called the
nation's worst outbreak of racist violence since the 1970's. Community
groups suspect that the recent bombings are a backlash against coverage
surrounding the Stephen Lawrence case. In 1993 Lawrence, a Black man,
was stabbed to death by a gang of racist white youths in London. A
botched police investigation of the murder-and a failure to bring
Lawrence's killers to justice-- resulted in a massive public outcry
throughout the U.K.

This Saturday, several civil rights groups are planning to march from
Brixton to Downing Street in protest of the bombings.

New York City has agreed to pay $2.75 million to a man who said he was
beaten on his way to work by at least five police officers because they
said he fit the profile of a black suspect they were seeking. Despite
the large settlement with the man, 42-year-old Harold Dusenbury, the
city has admitted no wrongdoing in the 1996 case.

Also in New York, a Black police officer, Yvette Walton, was recently
dismissed from her job for speaking out against civil rights violations
in the NYPD's Street Crime Unit, whose officers fired a barrage of 41
shots against Guinean immigrant Amadou Diallo last February 4. This past
February 19th, Walton testified before the New York City Council wearing
a hooded jacket to protect herself from retaliation from her colleagues.
She was fired thirty minutes after her testimony.

This comes in the aftermath of New Jersey Governor Christine Todd
Whitman's admission that New Jersey's state troopers engage in the
practice of "racial profiling," stopping a disproportionate number of
African American and Latino motorists for no other reason than the color
of their skin.

Meanwhile, in California, in response to widespread complaints of
vehicle stops by police officers, state Senator Kevin Murray has
introduced a bill named S.B. 78, or the "California Traffic Stops
Statistics Act." S.B. 78 would require the police to collect data on
race and traffic stops for research and statistical purposes. Last year,
then-Governor Pete Wilson vetoed AB 1264, Murray's first attempt to
require data collection on racial profiling.

The Washington Post (4/29/99, A1) reports that Columbine
gunman Eric Harris was on a prescription antidepressant
known as "Luvox." A quick web search reveals that Luvox
"can activate mania in susceptible patients" (source:
http://www.begin.com/redoak/medications/luvox.html).

The manufacturer's prescription insert says: "LUVOX Tablets
should be used cautiously in patients with a history of mania."

The Post notes that Harris was the leader of the two.

It's only too clear that Eric Harris manifested the
known side effects of the drug and/or physiological
symptoms contraindicated for the drug, and thus he
should have (a) never been prescribed Luvox, or (b)
been taken off it; which is of course 100% apparent
only in hindsight. The Post didn't mention the drug's
side effects, only that the Marines rejected him since
he was on the drug (it may have hurt him in several ways).

Precisely.


This line of thought is extrapolating far too much from a list of drug
side effects.  Almost every anti-depressant can induce a manic episode
in individuals with bipolar disorder.  As anti-depressants are some of
the most widely prescribed drugs in the US, we would be seeing allot
more suicide-shootings if there was a causal link between violence and
AD use.  Perhaps with this kid the AD did play a small role in inducing
mania and thus the acts that followed, but in MOST individuals, a manic
episode doesn't lead to a massacre.  There are a multitude of factors at
play in this case, I think its oversimplifying the issue to blame ADs,
music, video games, or anything else on this kid's behavior.  By the
time a person is 17/18 years old, their ethics and morals should already
be well developed, at least to the extent that they don't go on shooting
sprees.  If I were looking for explanations to the kid's behavior, I
would start by questioning the dumb-ass parents of this kid who let him
build bombs in his bedroom in plain view.

Gray Barker: My Friend, the Myth-Maker

Gray Barker, who raised the "Men in Black" concept to prominence in UFO lore,
didn't mind if the sensational flying-saucer stories he published were made
up --
as long as they were presented as fact. To him it was all a joke. Here John
Sherwood ("Dr. Richard H. Pratt") for the first time confesses his role in
Barker's
flying-saucer, "Men in Black" myth-making.

If Gray Barker were alive today, he'd think he'd died and gone to heaven.
Seems that now everyone has heard of the "Men in Black," a concept he first
raised to prominence in UFO lore.

And, of course, he'd try to make a fast buck off of them.

The late Gray Barker, head of Saucerian Publications and author of numerous
books about flying saucers, was one of the most prolific writers
and publishers in the "fringe" area of UFO fanaticism.

Some amusing yet disturbing details about Barker's constructive (and certainly
destructive) contributions to the fantasy world of UFOs have lurked in my
files for
decades. Despite the personal shame I attach to them, their general release
is long
overdue.

Gray and I never met face to face, but I owe to him the beginning of my
journalistic career, and my only corrupt journalistic experience. In 1967, he
published my somewhat juvenile "history" of the 1966 Michigan UFO "scare," a
book Gray titled Flying Saucers Are Watching You. Its publication gained me
my first newspaper job. After that, Gray and I shared a lengthy
correspondence,
and he may even have considered me one of his proteges. Gray also put me in
touch with some of the more extravagant figures in the UFO field, including
the
notorious Richard Shaver of "Shaver mystery" fame, and enjoyed my reciprocal
sense of humor.

I pulled Gray's letters out of my files after my wife and I saw the trailer
for the 1997 summer movie hit Men in Black, the Tommy Lee Jones/Will Smith
megamillion-dollar movie spectacle that owes a fair share of its style to
Gray's 1956 book They Knew Too Much about Flying Saucers. The fact that I had
kept the letters might bother Gray now, considering what I'm about to
confess. In fact, Gray (and some others deceived by what he and I concocted)
may meet me in hell with fangs at the ready. To those who were fooled, I
certainly owe an apology for the role I played. But
it's time that this material was made public.

Barker's day job was as a theatrical film booker in Clarksburg, West
Virginia. He
also was a talented writer, an early lover of flying-saucer lore, and a man
who
could make a good story better. He was hyperimaginative and could have written
science fiction.

A lot of what he wrote probably was just that. But he always offered his
accounts
as fact.

They Knew Too Much about Flying Saucers made the Men in Black (M.I.B.) feared
within UFO circles during the late 1950s and 1960s. The book now is
hard to find, and my hardcover copy -- the third printing -- has crispy
pages. In
it, Gray told about alleged brushes between the sinister M.I.B. and a
Connecticut
man, Al K. Bender, who set the pace for what is now the stereotypical M.I.B.
story: Someone sees a UFO and tries to tell the world about it. Without
warning,
three men in black suits and driving a big black car confront the witness.
Afterwards, the witness appears too frightened to talk further about the UFO
--
or anything else. Woo-WOOO-oo!

In account after account within the pages of They Knew Too Much and
subsequent writings by others (including John Keel, who began using the
shorthand "M.I.B." in his writings), the mysterious trio -- who at times seem
to
have uncanny mental powers and weird, otherworldly faces -- squelch all
discussion about supposedly true UFO encounters. The whole notion smacked of
a huge, pre-Watergate conspiracy.

As I began to write this apologetic revelation in July 1997, the news came
that the
U.S. Central Intelligence Agency indeed may have participated in a coverup not
unlike that supposedly initiated by the fabled M.I.B. U.S. intelligence
historian
Gerald K. Haines wrote an unclassified article for Studies of Intelligence, a
CIA
journal, revealing that during the 1950s the U.S. Air Force and other agencies
actually did conspire to suppress the UFO issue and to concoct false cover
stories to explain sightings of such super-secret U.S. spy planes as the U-2
and
later the SR-71 Blackbird (the Internet address for Haines's study is
http://www.odci.gov/csi/studies/97unclas/ufo.html).

So, Bender, Barker, and the rest indeed may have been inspired by a grain (or
several grains) of truth. But that doesn't contradict what I am about to
disclose
about Barker's participation in -- and encouragement of -- actual fraud to
perpetuate sales of his UFO

TIRANA, Albania, April 29 –– At 11:15 p.m. on April 1, a night of hard rain,
Serbian security forces swept into a neighborhood of 1,300 houses beside the
Krena River in the southwestern Kosovo city of Djakovica.

  Moving house to house, dozens of police and militiamen, all
wearing black masks, unleashed a spasm of terror. Six hours later, at least 55
people had been gunned down, including 20 women and children who were shot
when
they were found hiding in the basement of a pool hall. Many of the corpses
were
consumed by flames as the uniformed gunmen systematically torched homes and
buildings after killing their occupants.

  Unlike many reported atrocities in Kosovo, the violence in
Djakovica that night was witnessed by residents who had set up an elaborate
neighborhood watch system and who are now mapping out a detailed,
murder-by-murder, house-by-house, street-by-street account of the destruction
for international war crimes investigators.

  As a result of their testimony, and that of others who have
since fled the city, investigators have identified Djakovica as the site of
some of the most wholesale atrocities committed by Serbian police and
paramilitary units since the Serb-led Yugoslav government began a massive
campaign of expulsion and terror against Kosovo's ethnic Albanian population

days ago.

  While refugees in recent weeks have told of killings,
brutality and destruction across the Serbian province, Djakovica and its
surrounding villages are emerging as, in the words of one Western official,
Kosovo's "heart of darkness." The killings continue, most recently on Tuesday,
when, according to refugees arriving in Albania, Yugoslav troops pulled 100 to
200 men from a convoy of Kosovo Albanians fleeing villages near Djakovica and
executed them in a roadside field.

  The testimony of Djakovica's survivors may prove central to
efforts by the international war crimes tribunal in The Hague as it seeks to
bring charges against the civilian and military leadership of both Yugoslavia
and its dominant republic, Serbia. Witnesses are still being interviewed, but
the tribunal is already building a clear portrait of what has occurred.

  "We have numerous, independent accounts of killings in
Djakovica," said one tribunal official. "We may be looking at hundreds of
dead.
And that may be a conservative figure."

  Bodies Dripping Blood

  In dozens of interviews with Western officials, Djakovica
residents have provided minute details of killings in particular neighborhoods
and described widespread violence and destruction across the city. One refugee
told investigators that he saw bulldozers moving through Djakovica laden with
bodies that were dripping blood. The bodies reportedly were buried in a single
grave at the city cemetery.

  Another resident said he saw the body of a young man
dangling
from a rope on a pole near the police station, while another reported seeing

to 40 bodies lying in the street.

  Residents of Djakovica -- pronounced Jah-koh-VEET-sah --
anticipated an onslaught by government security forces once NATO bombing began
on March 24, but nothing could have prepared them for the level of barbarity
that descended on the city in the ensuing weeks. "We expected them to come,"
said Afrim Berisha, 45, an engineer and a neighborhood organizer, in an
interview at a refugee camp in Tirana, the Albanian capital. "But not with
this
intensity."

  Djakovica is a historic industrial city of dark-stained
wooden buildings that date to the Ottoman Empire. The city's old town, an area
of 300 stores, Turkish architecture and an ancient mosque, bustled daily; an
industrial base of textile production, metalwork and winemaking underlay the
city's prosperity.

  A month before the NATO bombing began, Djakovica, which is
named after the Biblical Patriarch Jacob, had a population of 100,000 --
swollen from 60,000 by refugees fleeing Yugoslav troops and Serbian police and
paramilitary units that had swept through nearby villages. Long known as a
center of ethnic Albanian commercial and cultural activity, its population
included physicians, merchants, skilled tradesmen and goldsmiths.

  But government forces had other motives for focusing on
Djakovica --and for using it as a base to move against separatist ethnic
Albanian rebels who had been operating for more than a year in villages
surrounding the city. One Yugoslav army installation in Djakovica was a key
logistics center for troops guarding the nearby border with Albania, across
which the Kosovo Libe

Senator John "Insane" McCain's bill to give President Perjurer power

Stop the bombing of Yugoslavia NOW! Yugoslavia is not going to
allow Kosovo to be torn from it any more than the United States
would allow the South to break away in the Civil War. How much
more suffering are we going to allow to inflicted on Yugoslavian
civilians in this illegal war? Yugoslavia did not invade anyone,
especially US, so why are we bombing them? I don't believe that
this has anything to do with the Yugoslavian Moslem rebels but
a lot to do with European power politics. The Europeans seem
ready to fight Milosvic to the last American.

WASHINGTON -- The congressional rebellion against President Clinton's
policies in the Balkans spread to the Senate Friday when the leadership said
it doesn't yet have the votes to pass legislation giving the White House
broad authority to use ``all necessary force'' against Serbia.

Senate Republican leader Trent Lott of Mississippi and Democratic leader Tom
Daschle of South Dakota plan to kill the measure when it comes up for debate
Monday, and postpone any further votes on the Balkans for several weeks.

``We're not going to offer this resolution to lose,'' said Sen. Chuck Hagel,
R-Neb., co-sponsor of a proposal that would give Clinton a free hand to take
whatever actions he needs to win in Yugoslavia.

The abrupt change in plans occurred as the Senate Foreign Relations
Committee Friday declined to endorse legislation proposed by Sen. John
McCain, R-Ariz., that would authorize Clinton to use ``all necessary force
and other means'' to win in Yugoslavia. The vote was 14-4 to put the matter
on the Senate floor, but without a recommendation.

Hagel said the committee would have rejected the measure had supporters
tried to push it to a yes or no vote. He contended his Republican colleagues
wanted to deal Clinton another blow in the wake of ``devastating and
damaging'' House votes Wednesday that declared House opposition both to
ground troops and the bombing campaign in Yugoslavia.

``Some say this is Clinton's war, and let him strangle in this. But many of
us feel this is an American effort,'' said Hagel. He argued that forcing
Clinton to back down in Yugoslavia would have ``immense consequences'' to
the future of NATO and American prestige around the globe.

Democrats admitted there is escalating opposition on both sides of the aisle
to the way NATO is waging the war in Yugoslavia.

``My belief from the outset of the Kosovo crisis is that this has been ill
conceived, poorly planned, and poorly executed,'' said Sen. Robert
Torricelli, D-N.J. He said ``the price is too high'' to ask American GIs to
fight a house-by-house battle with Serbia over Kosovo.

Sen. Joseph Biden, D-Del., a supporter of Clinton on Yugoslavia, said he
wants to avoid a fractious Balkans battle in the Senate.

``In my 27 years here, I've never seen a time when the Congress wanted to be
counted on an issue. Members of Congress do not like to be on the record,''
Biden said, predicting his colleagues will be happy to put the contentious
Balkans issue aside for a while.

Sen. Bill Frist, R-Tenn., said Congress isn't prepared to give Clinton
blanket authority to expand the war in Yugoslavia, and he shares resentment
with other lawmakers over Clinton's go-it-alone approach to the Balkans.

``America remains very uncomfortable today, as reflected by the House
vote,'' Frist said.

Senate Foreign Relations Committee Chairman Jesse Helms, R-N.C., said
Clinton should have asked Congress for support before he began the air war
five weeks ago, and now has himself to blame for the outcome.

Daschle said that putting off a Senate confrontation will allow the
president more time to gain success with escalating bombing.

Initial press reports suggested Ms Dando died from multiple stab wounds
- great journalism much like Princess Di story.

A single gun shot to the head is now the accepted story. No motive.  The
presenter of Crimewatch.  This morning we are told that police are
looking for a blue Range Rover.  The leads are a man with a mobile
phone, some motive for killing a television presenter, and a Range Rover
car.

I seem to recall another case where police were looking for a Range
Rover involved in a murder. As I recall there was only one witness - the
victims girlfriend. Does anyone recall that case and whether it featured
in Crimewatch involving Ms Dando?  If that case is still proceeding
might the witness be concerned if the 'aleged perp' was incarcerated
when someone decided to go for a high profile take out of a female
related to but distant from the case?  Could the press discuss these
matters without prejudicing a fair trial of the alleged perp?  Would the
police be bound to notify the witness of the events and their suspicions
if they had such suspicions or if that was a line of enquiry?  One
assumes that if the witness declined to give evidence then most if not
all of the police case is so circumstantial that it would be bound to
fail?

OTOH, just in case you had any doubts, "perhaps the police or MI5 hired
a Range Rover to give that impression"!  There again Hello probably sold
more copies with their timely feature this week.  The Sun might name the
Serb hitman?  Who knows.  The whole thing does seem odd though.  I hope
the evidence of the blue Range Rover is strong enough to have merited
its disclosure and that no other trial might suffer prejudice by any
inferences thereby contained.

Dear friends,

Several of you have sent me in past few weeks the express of your
appreciation and mention something about my strength. It might be that
you overestimated me -- last night even I was not able to work at all.
Firstly we heard in Pancevo already well known but ominous roar of
airplanes. And than -- you already know. The missile with -- how many,
2000 kg of explosive, directly into the building full of people.
Center of Belgrade center. The rest you were able to see on your TV
screens. I am witness, reliable witness, how we all, and particularly
the members of the Independent Journalists' Association of Serbia were
fighting against propaganda created from radio television Serbia. We
started in 1991, at the time of Vukovar. We did the same during the
suffering of people in Sarajevo. In the winter 1996/1997 we used eggs
"against" this building. With some support and within some time
period, the building, equipment and working people would be "on our
side". Instead of that, cold blood murder has been committed. I wonder
how the pilots, missile operators and commanders were able to sleep
after killing.

Do they have dreams? I wonder would the children of murdered women and
men be able to take the bottle of US made coca cola in their hands. To
remind you -- even the formal declaration of war was not announce, so
we don't know with whom and why we are in the war. War? War has
something to do with fighting, attack and defence. Even the "war
offices" of USA, Great Britain and Germany have the names regarding
"defence" -- not war. Dropping missiles from 15 000 feet is not the
war. It is cold blood murder.

 Furthermore, I wonder are NATO "strategists" and their media lackeys
at CNN, Sky and other companies aware whom they murdered? NOT the
creators of "pro-Milosevic propaganda" (who also do not deserve death,
but fair trials) but apprentices, clerks, doormen... A friend of mine,
good radio-amateur, is a doorman there. Branko is a very
fine young man, but he has to live -- and that is why he accepted
miserably paid job at RTS. He was not at duty that fatal night, but
his friends were. Instead of offering jobs (e.g. Branko's English is
very good, and he is not so bad in electronics) the "democratic West"
is offering death. Further down you will find the statement of the
President of Independent Journalists' Association of Serbia, my good
friend Milosh Vasic. He is, among another things, war reporter. He was
in Vietnam, Cambodia, he was in Bosnia during the war. He has vast
experience in media, and speak several languages. He might be anything
else but the "pro Milosevic propagandist".

Read his opinion. No, better -- read the expresion of his pain which
we all share:

The Independent Journalists' Association of Serbia is profoundly
outraged by NATO bombing of Radio Television of Serbia Belgrade
Center, Friday early morning. NATO planners should and must have known
that innocent civilians, duty journalists, producers, editors and
technicians were at work around the clock, seven days a week, in that
building, like in any TV station worldwide - and they knew! It was a
premeditated criminal attack against an utterly civilian target and we
cannot accept any excuses, even less hypocritical and cynical
apologies by NATO officials about "collateral damage". We are deeply
concerned about the lack of courage and military honour of NATO
Allies, who keep playing their Nintendo games attacking civilian
targets from 15 000 feet. It is a lamentable display of arrogance and
cowardice.
At least ten dead and a score of wounded media professionals have been
at their everyday jobs that night; and  everybody knew that. During
the bloody wars in Slovenia, Croatia and Bosnia since 1991, 76
journalists of all nationalities were killed in action, but they have
never been targeted as journalists; they just happened to be in harm's
way doing their job. Only two journalists were targeted deliberately
during the Kosovo conflict by the KLA and are still missing, believed
dead. NATO bombing of Serbian Radio Television building in Belgrade
deliberately targeted journalists and media professionals at work,
fully aware of consequences.  It was a deliberate murder in cold
blood. Our outrage and desperation are overwhelming.

companies harm the democratic process a great deal;
"Because of the Burmese military junta's LARGE-SCALE repression of the
democracy movement, on May 20, 1997, President Clinton signed an executive
order banning new US investment in Burma;
"Several cities, including New York and San Francisco, and Commonwealth
of Massachusetts have enacted laws that effectively prohibit contracts with
companies that do business in Burma;
"Media such as BusinessWeek, CNN, Economist, LOs Angeles Times, New York
Times and Washington Post have published article about the growing pressure
on companies that do business in Burma;
"Unocal, in partnership with Total of France, the Petroleum Authority of
Thailand and the Burmese state-owned oil company, has an equity stake in the
largest investment project in Burma: the gas pipeline from the offshore
Yadana gas-field to Thailand;
"Human rights organizations based on the Thai/Burmese border have
documented not only numerous human rights abuses committed by Burmese troops
deployed to secure the pipeline area but also the use of forced labor by the
Burmese military on infrastructure related to the pipeline project;
"Unocal has allowed no independent human rights investigation of the
numerous documented allegations of abuse of human rights in the pipeline
area;
"On September 3, 1996, the democratically elected government-in-exile of
Burma filed a lawsuit in US federal court seeking a court order halting
Unocal's role in the Yadana pipeline and seeking compensatory and punitive
damages. On October 3, 1996, a similar additional lawsuit was filed on
behalf of victims of human rights abuses in Burma;

"BE IT RESOLVED:The shareholders request that the board of Directors
appoint a committee of outside directors to issue a report by October 1999
on the actual and potential economic and public relations cost to Unocal of
opposition to its business in Burma. The report, omitting confidential
information and prepared at reasonable cost, should include the actual and
potential benefits of continuing to do business in Burma as well as the
costs of Unocal of:

1. The growing boycott of Unocal products by consumers, including cities and
states
2. The increasing lobbying by Unocal of federal and local legislatures and
governments
3. Litigation filed against Unocal

SUPPORTING STATEMENT

"We are concerned by the growing damage to Unocal's sales and image
because of its presence in Burma. We are also concerned about the mounting
cost of lobbying against federal sanctions and local selective purchasing
legislation. Considering delivery delays and reduced customer needs, we wish

years, and which has - unknown until now - led initiatives around the world

The latter three reports describe how the latest version of the ENFOPOL
interception plan has just been leaked in London. It reveals that although
the name of the key document has been changed, European officials still want
to make tapping the Internet official European policy by the end of May. They
are pressing on, despite domestic opposition in Germany and Austria and
recent criticism by the European Parliament.

The new document is called ENFOPOL 19. It was obtained this week by the
Foundation for Information Policy Research (FIPR).(The name ENFOPOL (Law
ENFOrcement/POLice matters) is the generic title given to documents on these
subjects by the European Commission.)

These articles bring up to date the story of secret co-operation on
interception between the US, Canada, Australia, New Zealand, the UK (ie, the
UKUSA group), and the so-called "G5" group of EU nations (Germany, France,
Sweden, the Netherlands and the UK).Outside, the EU Norway and Hong Kong are
members of ILETS.Within the EU, Austria, Belgium, Luxembourg, Ireland, Italy,
Greece, Eire, Denmark, Finland, Spain and Portugal have participated in ILETS.

This co-operation was first noticed in 1997, when the Statewatch group in
London found and publicised an EU resolution on interception that had been
adopted in January 1995, but which was not published until November 1996.

Observers noted that the European 1995 policy bore an unmistakable
resemblance to US legislation, in particular the 1994 Communication
Assistance to Law Enforcement Act (CALEA).Since then legislation passed
and/or proposed in Australia and other EU states has shown the same
similarities. The article about ILETS now reveals how this has happened,
through a common technical document called "IUR1.0" or "IUR95". An updated
IUR, which made new demands for Internet interception, security measures,
automatic downloading of subscriber personal information (among other
measures) was drawn up in 1998.In September 1998, it was presented to the
EU's Police Co-operation Working group as "ENFOPOL 98". In November 1998, the
German on-line magazine Telepolis obtained and published ENFOPOL 98.The
stories above describe how ENFOPOL 98 has progressed since.

2000 Looms for US Nuclear Plants

One-third of US nuclear plants will not be finished with Y2K repairs in
time to meet the industry's self-imposed summer deadline, says a report
due for release on Friday.
Of the 66 operating nuclear facilities, 20 said that they will need
extra time to rid their computer systems of Year 2000 glitches,
according to the most recent quarterly report from the North American
Electric Reliability Council (NERC).

Some nuclear plants have chosen to wait until after 30 June to fix
systems during regular maintenance cycles, and industry officials
predict that all repairs will be done well in advance of 1 January 2000.


"They will be finished before the end of the year. There's relatively
little that needs to be done at the units," NERC spokesman Eugene F.
Gorzelnik said. "There are some units that are down for scheduled
maintenance among that group. There's every expectation that they will
be completed by the end of the year."

NERC President Michehl Gent is scheduled to present the report to Energy
Department and White House officials at a news conference in Washington.
But an electronic copy of the 57-page report was posted earlier on the
NERC Web site.

As of the end of March, remediation and testing in all electric
companies was 75 percent complete, the report said. Nuclear units lag
slightly behind, with 71 percent complete, and 46 percent are finished
with contingency planning. But 16 percent of the companies surveyed have
yet to develop a written Y2K plan, a move that experts say is the first
step to debugging their systems.

NERC, a trade association for the US and Canadian electric industry,
says "interruptions of electric service due to Y2K appear unlikely."

But the group also says hospitals; telephone companies; and gas, water,
and sewage facilities "should review their emergency power supply
provisions and procedures." So should large corporations.

"This is looking at normal emergency preparation procedures that
[businesses] should be following," Gorzelnik said.

In some situations, he said, "it makes sense for [a business] to have an
emergency generator Look at the risk and decide what you need to do.
We believe that Y2K is no different from the normal risks that people
face every day."

NERC stressed that no operator of a nuclear reactor has found Y2K
problems "that would have prevented safety systems from shutting down a
plant."

But a Nuclear Regulatory Commission audit of the Seabrook, New Hampshire
plant found that reactor coolant-level monitoring systems, fuel handling
systems, and reactor vessel-level indication systems would not work
properly in 2000. The NRC has required that all nuclear power plants
report their Y2K-readiness by 1 July 1999.

In North America, power generation and distribution are handled through
three electrical interconnections, or grids, that include the United
States, Canada, and a tiny portion of Mexico. The grids are split up
into 10 regions and run by 136 control centers.

New U.S. law requires Web sites to become 'handicapped accessible'

Webmasters, Uncle Sam wants you to change your Web site to make it more
accessible to those who are blind, deaf and otherwise disabled. And for
some, it's not a suggestion: it's the law.

The new rules are mandated by a little-known provision, Section 508 of
the Workforce Investment Act enacted by Congress last year.

The new rules will apply within a few months to all Web sites operated
by government agencies and by anyone who does any business with the
federal government — and possibly soon afterward to every Web site
posted in the U.S., the government announced.

Members of the federal Web site commission told ZDNet yesterday that for
non-government-related sites in the U.S., the guidelines would be
voluntary, but those who do not adopt them could soon face new federal
rules for all online publishing.

Under the new law, Web sites will be required to restructure their
content, design and underlying technologies to allow "individuals with
disabilities who are members of the public seeking information or
services from a Federal department or agency to have access to and use
of information and data that is comparable to the access to and use of
the information and data by such members of the public who are not
individuals with disabilities."

Exactly what that means will be spelled out by the government next
month, when the commission established by the U.S. Architectural and
Transportation Barriers Compliance Board publishes the new rules for
online publishing. Provisions are expected to include a ban on any audio
without simultaneous text and restrictions on animated graphics.

One preview of what the barrier board may publish next month is
contained in its own notices, which state that, in addition to
conventional html and pdf versions available online, all online
information must also be available from the agency via audio text and
TTY, as well as "cassette tape, Braille, large print, or computer disk."

The federal guidelines follow publication in the Federal Register last
summer of the barrier board's intention to develop the new rules. And in
September, the board announced that a new federal committee had been
appointed to help draft the new requirements and that the committee
would begin meeting the following month.

Most of the committee members were representatives of people with
disabilities, including such groups as the American Council of the
Blind, the American Foundation for the Blind, Easter Seals, the National
Association of the Deaf, the National Federation of the Blind and United
Cerebral Palsy Association. Also included were three members from the
computer industry, representing IBM, Microsoft and NCR.

The announcement also disclosed that the barrier board would draft the
guidelines with a "less formal, but certainly no less important, ad hoc
committee," whose members were not disclosed.

Members of the committee asserted that the federal government has power
to regulate the form and content of online information — as opposed to
print, where the government does not have such power — because the
federal government paid for the development of the Internet.

"The Internet is subject to market forces, but it didn't start through
market forces, it was started by the federal government," said Jenifer
Simpson, a committee member and manager of technology initiatives at the
President's Committee on Employment of People with Disabilities, in an
interview with Ziff Davis. Simpson added that the rights of the disabled
must prevail over other considerations.

"This is really a civil rights issue," she said.

And if online publishers decline to adopt the committee's new guidelines
voluntarily, the guidelines could become mandatory under federal law for
all Web sites, according to Simpson and to Judy Brewer, another
committee member who is also director of the Web Access Initiative.

The new law applies to a broad range of Web, Internet and electronic
storage, transmission and retrieval hardware and software technologies,
specifically "any equipment or interconnected system or subsystem of
equipment, that is used in the automatic acquisition, storage,
manipulation, management, movement, control, display, switching,
interchange, transmission, or reception of data or information."

U.S. Attorney General Janet Reno, in her memorandum on the new law,
 included in the definition of covered technologies "computers (such as
hardware, software, and accessible data such as web pages), facsimile
machines, copiers, telephones, and other equipment used for
transmitting, receiving, using, or storing information."

Two Die in Soho Blast

White Woves claim responsibility

TWO people were killed last night and at least 73 injured when what
witnesses described as a massive explosion hit a gay pub at the heart of
Soho, in London. It was the third terrorist attack in the capital within
two weeks.
The blast tore through the Admiral Duncan pub in Old Compton Street at
6.37pm when the area was crowded with people enjoying the evening
sunshine at the start of the Bank Holiday. There were thought to have
been scores of people in the pub, one of the oldest bars serving the
homosexual community in Soho. The bomb exploded without warning.

John Pooley, the ambulance incident officer, said a total of 73 people
had been injured. "They included traumatic amputations," he said. Of the
13 seriously injured, at least two had limbs blown off in the blast and
many suffered burns. "The paramedics and workers on the scene worked
very hard and I think there would have been more fatalities if they
hadn't been here so quickly," he said.

A fleet of ambulances took the casualties to University College
Hospital, where staff immediately reported that injuries were consistent
with nail wounds.

The bomb is the third to explode in London in as many weeks and is
understood to have gone off hours after police warned the gay community
that it might be the next target. Police are linking the explosion to
the two other bomb attacks: the nail bomb attack on Brixton market on
April 17 and the explosion in Brick Lane a week later.

The White Wolves, a splinter group of Combat 18 linked to the previous
bombings, claimed responsibility for the Soho attack in a call to a BBC
local radio station at about 8.30pm. Last night's explosion was the most
serious yet in what is increasingly looking like a campaign of terror by
Right-wing extremists.

Security experts believe the bomb was bigger than either of the previous
two and, because of the impact and damage inflicted, may have contained
some plastic explosive as well as nails and other "shrapnel". Deputy
Assistant Commissioner Alan Fry, of the Metropolitan police, said that
he thought the three bombings were linked. He described them as
"cowardly attacks". Insp Peter Smith, duty officer for Marylebone, said
that there had been no warning. He said: "The IRA were bastards but at
least they gave us a warning. These people are wicked, absolutely
wicked."

Jack Straw, the Home Secretary, said last night: "This is a terrible
outrage committed by people with no humanity. I know that the police are
devoting huge efforts to find the perpetrators. Our hearts go out to
those injured, their families and friends. This awful crime reinforces
the need for all of us to be vigilant. I know that the British people
will not be intimidated by this outrage, nor will the harmony between
different minorities be disturbed by it."

Witnesses last night reported seeing a man wearing a yellow baseball cap
leaving a holdall in the pub moments before the explosion. Ben Cook, a
runner for a post-production company, was in his firm's basement when
the bomb exploded.

He said: "We felt the foundations shake and we heard the blast.
Everybody was running everywhere. It was mayhem and the street was
filled with smoke. A man came out of the pub and asked me if I had seen
a man in a yellow baseball cap with a blond goatee beard and a yellow
and blue T-shirt. He said he had been carrying a holdall and he saw him
leave it in the pub. Shortly after, the holdall exploded and he saw this
character hanging about on Dean Street. Then the guy disappeared."

After the explosion, witnesses reported seeing people lying in the
street being treated by passers-by, and other victims running up and
down the road with blood pouring from head injuries. Ana Garcia, 35,
manager of nearby Balans Restaurant, said: "People were crying and
screaming. There were at least five or six people lying in the street
being treated. Some of them had been burned. The pub door and the window
had been blown away. There was glass all over the street and people
rushing everywhere."

Simon Edwards, 32, who was drinking in the street when the bomb went
off, helped drag a man out of the pub. He said: "The guy I tried to help
out of the pub had no leg left. He was crying out so much. His entire
leg below the left knee was blown off. I just could not believe my
eyes."

Another witness said one man had been blown 30ft across the road and
appeared to have a curtain or window frame around his body, such was the
force of the blast. Stephen Dillon, 32, was 50 yards from the pub when
the bomb exploded. He said: "Basically it was carnage, there was a lot
of black smoke coming out of the pub and people coming out injured,
screaming and in a state of panic."

RIGHTS-U.S.:  IMMIGRANTS FACE DEPORTATION FOR MINOR OFFENSES
MIAMI, (Apr. 29) IPS - Employed to clean up a construction site in
this southern Florida city, Antonio Barrios tried to cut corners
by dumping some of the debris at a nearby residence.

He was arrested when the homeowner filed a complaint with the
police, and quickly found himself pleading guilty to a misdemeanor
before a judge.

The court appearance was routine -- Barrios was sentenced to "time
served" (he had spent the previous night in jail) and 20 hours of
community service and released -- to the delight of his mother and
girlfriend. Unfortunately, their joy may be short-lived.

Under the Illegal Immigration Reform and Immigration Responsibility
Act (IIRAIRA) passed by Congress in 1996 and effective since April
1997, Barrios, a Honduran immigrant, can be adjudged by the
Immigration and Naturalization Service (INS) to be a convicted
felon (never mind that he pleaded guilty to a misdemeanor) and
deported from the United States.

And under the Anti-Terrorism Act, passed after the 1996 Oklahoma
City bombing, he can be arrested and detained until his
deportation.

The two pieces of legislation have been denounced as the most
oppressive in a series of anti-immigrant measures enacted by the
Republican Congress since taking control of the House of
Representatives in 1994.

And the most onerous aspect of these laws is that they can be
applied retroactively, say immigration advocacy organizations and
other human rights groups.

They warned in 1996 that the new law would victimize people who
had lived in the United States for years, even decades, and had
committed offenses (even minor offenses) for which they had already
been punished.

They argued that the retroactivity clauses were unconstitutional
as they could lead to someone being punished twice for the same
offense. They said the laws would lead to mass deportations, which
would place an intolerable burden on the resources of the INS and
on the capacity of the countries to which people were being
deported.

Anti-immigration agencies denounced the warnings as "scare-
mongering." The reality is that there has been a steady increase
in the number of people being deported by the INS. In 1997, the INS
deported 113,698 people, 23,000 more than its target. It said some
51,000 of them were people with criminal convictions.

Many of the deportees have been Caribbean nationals. More than
15,000 people have been sent back to Commonwealth Caribbean
countries since 1993. In 1995 the figure was 2,600. It was 3,000
in 1996, 3,800 in 1997 and 5,824 last year.

Despite the increase, the level of deportations has not kept pace
with the numbers detained and all INS detention facilities are
seriously overcrowded. The agency said it needs another 16,000
beds.

Some of the detainees and deportees are serious criminals.

A joint undercover operation by the Border Patrol (the INS
enforcement arm) the Palm Beach Sheriff's office and the Riviera
Police Department detained 31 men who had been convicted of and
served prison time for sexual offenses, including molestation of
children as young as six.

All but three were legal permanent residents. The oldest was a
70-year-old man who had lived in the U.S. for 17 years. All face
deportation.

There is Cuban immigrant, Alberto San Pedro, dubbed "the Great
Corrupter" by the Miami media.

In 1986, San Pedro was convicted on five corruption related charges
and served three years in prison. Released in 1989, he was again
arrested in 1991 on murder, conspiracy, drug smuggling,
racketeering and bribery charges.

A jury acquitted him on the bribery charge. The judge threw out
the others, accepting San Pedro's argument that the FBI had reneged
on a deal in which he would provide information against some of his
former partners in return for not being charged with any previous
crime.

Now the INS has instituted deportation proceedings against the
48-year-old San Pedro, who has lived in the United States since he
was two, a move his attorney describes as a vendetta.

Speaking up for San Pedro is his second wife, Lourdes, who says he
has turned his life around since serving time in prison, is
involved in Christian missionary work, is running the family
business and is raising two teenage children from a previous
marriage.

The INS says he is a dangerous criminal who must be deported.

But many of those facing deportation are not criminals, say
spokespersons for immigrants' rights groups. They say some have
lived reformed and productive lives since initially running afoul
of the law, while others were the victims of bad legal advice.

American Bar Association President Phillip S. Anderson relates the
story of Olufolake Olaleye from Nigeria who entered the U.S legally
in 1984 and became a permanent resident in 1990.

In 1993 Olaleye was arrested for shoplifting. The store said she
had stolen baby clothes worth $14.99. She said she had bought the
items days before, had found

POLITICS:  YUGOSLAVIA SEEKS WORLD COURT RULING ON AIR STRIKES
UNITED NATIONS, (Apr. 29) IPS - Yugoslavia, battered by six weeks
of constant air strikes by NATO warplanes, is taking its case
before the World Court -- accusing 10 countries of bombing its
territory in violation of their international obligation not to use
force against another sovereign State.

The 10 countries named are the United States, Britain, France,
Germany, Italy, the Netherlands, Belgium, Canada, Portugal and
Spain -- all members of the 19-nation North Atlantic Treaty
Organization (NATO).

But either for political or other reasons, Yugoslavia has not
included the remaining nine members of NATO, namely, Greece,
Turkey, Iceland, Luxembourg, Denmark, Norway, Hungary, Poland and
the Czech Republic, who technically also are vat war with the
Belgrade.

The International Court of Justice (ICJ) said today it will hold
hearings on the Yugoslav complaint beginning May 10 at its
headquarters in the Hague.

In its submission to the Court, Yugoslavia said that the 10
countries named in the complaint have committed "acts by which
(they) have violated (their) international obligations not to use
force against another state, not to intervene in (that State's)
internal affairs" and "not to violate sovereignty."

Yugoslavia declared that both military and civilian targets had
come under attack during the air strikes, causing many casualties
-- "about 1,000 civilians, including 19 children, killed and more
than 4,500 sustaining serious injuries" -- and enormous damage to
schools, hospitals, radio and television stations, cultural
monuments and places of worship.

Additionally, the 10 NATO countries are accused of destroying a
large number of bridges, roads, and railway lines, as well as oil
refineries and chemical plants, resulting in serious health and
environmental damage.

As for the legal basis for its claim, Yugoslavia cited provisions
of several international conventions, including the Geneva
Convention of 1949 and the additional 1997 protocol on the
Protection of Civilians and Civilian Objects in Time of War and the
1948 Convention on Free Navigation on the Danube.

It also cited provisions of the International Covenant on Civil
and Political Rights, the 1966 International Covenant on Economic,
Social and Cultural Rights, and the Convention on the Prevention
and Punishment of the Crime of Genocide.

Yugoslavia pointed out that the activities of the 10 states are
"contrary to Article 53, paragraph 1, of the Charter of the United
Nations."

The relevant paragraph said that "the (U.N.) Security Council
shall, where appropriate, utilize (such) regional arrangements or
agencies for enforcement action under its authority."

But the Charter provision also said that no enforcement action
shall be taken under regional arrangements or by regional agencies
without authorization of the Security Council.

Since the beginning of the attacks on Mar. 24, Yugoslavia has
consistently argued that the military strikes are illegal because
they were not authorized by the Council. The Security Council voted
12 to 3 in late March to reject a Russian-sponsored resolution to
end the NATO air strikes.

In a letter to Annan, Vladislav Jovanovic, Charge d'Affaires of
the Yugoslav Mission to the United Nations, has urged the
Secretary-General to "urgently act" within his powers,
"particularly those spelled out in Article 99 of the U.N. charter,
in order to put an end to the NATO aggression and the further
endangerment of international peace and security."

Article 99 said that "the Secretary-General may bring to the
attention of the Security Council any matter which in his opinion
may threaten the maintenance of international peace and security."

But since the Council has already acted on the matter, Annan has
said there is very little he can do to resolve the crisis in
Yugoslavia.

"You are faced with a historic opportunity to take the side of
justice and law, and at the threshold of a new century, to protect
the authority of the United Nations, and to restore the trust of
humanity in the world Organization," Jovanovic said.

"The alternative is that by failing to fulfil your obligations you
will become an accomplice in undermining the system of the United
Nations," he added.

"I hope that it is still not too late for you to make the right
choice, and that you will muster the courage to stand for the rule
of law rather than aggression and force," the letter said.
