At least 200 mostly air force and navy personnel will be temporarily stationed at the Ecuadorean airforce base in Manta from October after the US completes work to expand the runway. Up to 400 personnel may be stationed there under a ten-year accord with the Ecuadorean government. Until April, when construction work began, an average of 100 troops were flying up to three missions a day in P3 propeller aircraft similar to the spy aircraft at the centre of the recent US-China dispute. Once ABB Susa, a US-based engineering and construction management company, completes the Dollars 30m lengthening of the runway, the US will fly larger, more sophisticated aircraft on reconnaissance missions. Improvements to the airport, including the construction of a fire station, will benefit the fishing town's economy, allowing direct international tourist flights and bigger exports. Manta is one of four forward-operating locations - along with Curacao, Aruba and El Salvador - that form the US's network of anti-drugs bases in the region. The combined operating costs of the four are less than the cost of the base the US closed in Panama when it handed back the canal at the end of 1999. The prospect of more US troops in Ecuador has alarmed some local analysts who said it represents a first step towards an armed US presence in the Andean nation to support Colombia's Dollars 7.5bn anti-drugs initiative, to which the US has promised Dollars 1.3bn in aid. The US refutes this claim. The Manta base would instead allow the US to observe the movements of narco-traffickers and feed the information, via its Joint Interagency Task Force headquarters in Key West, Florida, to relevant government and military authorities in the region, said one official. This isn't Plan Colombia although the flights have a similar goal. Plan Colombia is about trying to uproot drug trafficking and the planting and processing of coca for cocaine (poppies, and marijuana) in Colombia. The Manta base will help prevent the movement out of drugs via boat or small plane, said the embassy official. Ecuador has been approved for Dollars 12m of funding from the US, as part of Plan Colombia, for the police and army on the northern border with Colombia. A further Dollars 8m has been destined for development projects although the country's foreign minister, Heinz Moeller, has said that Ecuador needs more money to counter the impact of spillover problems from its neighbour and the possible settling of uprooted Colombian drug traffickers in Ecuador. Mr Moeller will travel to Washington next week with Udenor, the government's northern border development agency, to lobby for more money. The US has pledged Ecuador Dollars 40m a year during the next five years for development projects. Austin police were summoned to Chuy's Restaurant on the night of May 29 after manager Mia Lawrence used the police emergency line to report that the 19-year-old twins were drinking maragaritas. According to the police record obtained Friday by the Austin American-Statesman, Officer Clifford Rogers confiscated the ID Jenna Bush presented to Chuy's waitstaff before being served. She handed it over and started crying, the report indicates. She then stated that I do not have any idea what it is like to be a college student and not to be able to do anything that other students get to do, Rogers wrote in his report. Essentially, each said America today resembles little to nothing of the nation our ancestors founded, then fought and died for - to say nothing of the scores who died defending it since then. A more subtle point made in both articles was this: If we don't like the form modern America has taken, there is little time left for concerned citizens to change its direction, lest it become the kind of socialist, authoritarian hellhole we supposedly despise and - at least once - ideologically opposed. In her column, Chastain, citing data from a new study on the huge growth of federal outlays, spending and bureaucracy since the passage of the 16th Amendment (authorizing an income tax, in 1913), warned, "it is time this nation has a frank and open discussion about the size and cost of government before we reach the point of no return." Meanwhile, Bowles' column, which decried the rapid encroachment of federal control and regulatory authority over private property ownership and rights, mentioned that little debate about this dictatorial phenomenon had taken place, outside of the localized areas where some of the worst abuses were occurring. "One hopes this is due to a lack of coverage by the mainstream media, rather than a fatalistic American submission to state socialism. One fears that only in retrospect, when it is too late to resist, will it be understood that freedoms have been irretrievably forfeited and the Constitution irreversibly abandoned," Bowles wrote. On the 57th anniversary of D-Day, the allied invasion launched during World War II to exterminate the Nazi threat to the world, I think it is more than appropriate to explore the incredible usurpation of federal power in the past several decades and, perhaps most importantly, discuss what we ought to do about it. There are lots of "mini-issues" floating about, but they basically revolve around the general issues of whether our nation, our people, prefer the continued encroachment of state (meaning federal) control over every aspect of our lives, vs. those who don't. In the pro-big government camp are Americans who don't mind sacrificing most of their earnings to unelected, unaccountable bureaucrats and unresponsive elected officials. They don't mind relying on Washington for a host of taxpayer-funded benefits, and they are agreeable to the notion that personal responsibility and independence should be sacrificed to the power, arbitration and façade of "security" offered by most of our leaders. To them, there is no limit to Washington's power or reach, save for small, specific limits on just a handful of personal liberties. And they view people who oppose these ideals as anachronistic, pinhead extremists who are too dumb and unsophisticated to know what's good for them. On the other side is the small government camp, inhabited by people who believe in our Constitution, verbatim, and who hold personal liberty and responsibility so dear that they dare to expect others to hold similar views. They abhor all but the most limited, specific and narrowly defined forms of taxation because they believe their money belongs to them, and that the federal government only needs enough funding to perform its few, narrowly defined, constitutional duties. These folks hate waste, fraud and abuse, would rather seek a hand-up from a friend or church than a hand-out from the government, and believe Washington has proven it cannot solve our problems, try as it may. They hate regulations, unfunded mandates, interference in personal affairs and subjugation of constitutional liberties. They see the huge growth of the federal government as an impetus towards global imperialism, authoritarianism, and eventual dictatorship. In

Evangelical Christians who do not renounce their faith are being threatened with jail time, expulsion, the removal of public services such as water and drainage, and even death. In one case, two recent converts were jailed for 36 hours and asked to deny their new evangelical Christian faith. Terry Madison is president of Open Doors, a ministry which tracks the persecution of Christians. He says this is not a new problem. This has been an ongoing challenge in Chiapas, where when people accept the Lord they choose not to participate in some of the local Catholic celebrations, many of which involve posh, which is a locally fermented drink, Madison says. They choose not to participate, which means theyre not buying the candles and the costumes and the fireworks, and some of the other products that some of the local authorities profit by, so theres an economic loss. Madison says things are particularly bad for evangelical Christians in the state of Chiapas. A particular community had 230 evangelicals. Were talking about a large body of Christ, he says. Another had forty Christian church members who were challenged to renounce their evangelical faith and return to Catholicism or they would face having their homes burned and their animals destroyed. In another example of intolerance, The Alabama Baptist newspaper reports Catholic leaders in San Nicolas, Mexico, a town of some 4,000 people, are telling 36 evangelical families they must leave town within 90 days or be kicked out. The paper says the families water and sewer services have been cut off. A San Nicolas spokesperson is quoted as saying, What the town wants is for the evangelicals to stop spreading their religion to more people and to stop having their meeting. Patrick Scully, a spokesman for the Catholic League, said he couldnt comment on the story because he was not aware of the details and also since the persecution is taking place outside the United States. Cernan said that he has concluded there's little difference between science fiction and science fact. He said that the only difference is time, a dimension we know so little about. Standing on the surface of the Moon in sunlight, you are surrounded by the blackest black that you can allow your mind to conceive. Not darkness, but blackness, Cernan said. That view affords a person a face-to-face look at the endlessness of time and the endlessness of space, with Earth moving through that blackness. What you see is infinity, he said. Space tourism may act as a trigger, he said, as could some major discovery, such as new findings on Mars. Ordway said that 2001: A Space Odyssey, and the vision it portrays, came at a time when space was on everybody's agenda, he said. Old and new worlds I think there's a real possibility there may be a propulsion breakthrough, Clarke said. The rocket is going to play the same role in space as the balloon did in aviation. -Caveat Lector- Miami Herald-June 8, 2001 Elián's family can sue the U.S. Judge: `Excessive force' a possibility BY JAY WEAVER A federal judge ruled Elián González's Miami relatives can pursue their lawsuit against the U.S. government solely on grounds that gun-wielding agents may have used ``excessive force'' during the April 22, 2000, raid to seize the Cuban boy. U.S. District Judge Shelby Highsmith, citing a Chicago Police case, said ``the Gonzálezes have alleged sufficient facts to support such a claim'' that the government may have violated their constitutional rights. The government was seeking to have the relatives' suit tossed out. Highsmith's ruling was an important tactical victory for Elián's great-uncle Lázaro González, his wife, Angela González, and daughter Marisleysis González. It could pave the way for a trial, though no date has been set. Even though the government obtained a legal warrant for the raid, ``that is not a license for the government to exercise excessive force in executing that warrant,'' the family's Miami attorney, Frank Quintero, said Thursday. ``I think it's a very good ruling for us.'' In his 29-page ruling, Highsmith also allowed Lázaro González to sue former U.S. Attorney General Janet Reno, former immigration chief Doris Meissner and former Deputy Attorney General Eric Holder. Among those dropped from the suit: Betty Mills, the Immigration and Naturalization Service agent who grabbed Elián and carried him to a waiting van, former Miami Police Chief William O'Brien and ex-Assistant Chief John Brooks, who rode along on the raid. But Highsmith, in an order filed with the court late Tuesday, found that the government's arrest and search warrants used to enter the González family's Little Havana home were legal. The reason: The INS revoked the boy's immigration parole more than a week before the raid, and the arrest warrant was for him, not his relatives. The government wanted to reunite the boy with his Cuban father. The judge also found that Reno, Meissner and Holder did not conspire to violate the constitutional rights of Elián's Miami relatives in ordering the raid, as alleged in the lawsuit filed on Sept. 28, 2000. The Gonzálezes' attorney has roughly three weeks to file a new lawsuit that incorporates the judge's decision on the government's dismissal motion. The Gonzálezes are seeking unspecified damages. The U.S. Department of Justice could appeal Highsmith's ruling within two months, holding up any trial. ``We're reviewing the judge's decision and determining our options,'' department spokesman Charles Miller said. In his decision, Highsmith noted that he was ``liberally construing the complaint in favor of the plaintiffs'' on the government's dismissal motion. It did not require a full-blown hearing on the facts in dispute. On the question of alleged excessive force, the judge cited a Chicago appellate case that alleged a city police officer with a search warrant broke down the front door of a suspect's home without prior warning and pointed a gun at his head. Last year, the 7th U.S. Circuit Court of Appeals concluded the allegations ``were sufficient to state a claim for excessive force under the Fourth Amendment,'' Highsmith wrote in his ruling. In the Gonzálezes' suit, the family claimed the following facts: ``At no time did the federal agents knock on the door, nor did they announce their presence. The federal agents merely approached the plaintiffs' residence with a battering ram and broke down the front door, thereby giving passage to the agents into the residence. ``Once inside the residence, the federal agents sprayed more gas; pointed guns at the occupants, which included children, threatening to shoot; shouted obscenities; and broke doors, furniture and religious artifacts. . . . ``As a federal agent held a large weapon of war pointed at one of the occupants and [6-year-old Elián], Betty A. Mills, an armed INS agent, entered the room with a blanket and seized the child. The agents backed their way out of the residence with the child to a waiting van, [with] federal agents still pointing guns at the occupants of the residence.'' Those statements will be challenged by the government, including allegations that the Gonzálezes locked the front door and placed a sofa behind it as the INS agents approached the home. At the time, Reno, federal authorities and others described the Miami raid as a textbook police tactical operation. Essentially, each said America today resembles little to nothing of the nation our ancestors founded, then fought and died for - to say nothing of the scores who died defending it since then. A more subtle point made in both articles was this: If we don't like the form modern America has taken, there is little time left for concerned citizens to change its direction, lest it become the kind of socialist, authoritarian hellhole we supposedly despise and - at least once - ideologically opposed. In her column, Chastain, citing data from a new study on the huge growth of federal outlays, spending and bureaucracy since the passage of the 16th Amendment (authorizing an income tax, in 1913), warned, it is time this nation has a frank and open discussion about the size and cost of government before we reach the point of no return. Meanwhile, Bowles' column, which decried the rapid encroachment of federal control and regulatory authority over private property ownership and rights, mentioned that little debate about this dictatorial phenomenon had taken place, outside of the localized areas where some of the worst abuses were occurring. One hopes this is due to a lack of coverage by the mainstream media, rather than a fatalistic American submission to state socialism. One fears that only in retrospect, when it is too late to resist, will it be understood that freedoms have been irretrievably forfeited and the Constitution irreversibly abandoned, Bowles wrote. On the 57th anniversary of D-Day, the allied invasion launched during World War II to exterminate the Nazi threat to the world, I think it is more than appropriate to explore the incredible usurpation of federal power in the past several decades and, perhaps most importantly, discuss what we ought to do about it. There are lots of mini-issues floating about, but they basically revolve around the general issues of whether our nation, our people, prefer the continued encroachment of state (meaning federal) control over every aspect of our lives, vs. those who don't. In the pro-big government camp are Americans who don't mind sacrificing most of their earnings to unelected, unaccountable bureaucrats and unresponsive elected officials. They don't mind relying on Washington for a host of taxpayer-funded benefits, and they are agreeable to the notion that personal responsibility and independence should be sacrificed to the power, arbitration and façade of security offered by most of our leaders. To them, there is no limit to Washington's power or reach, save for small, specific limits on just a handful of personal liberties. And they view people who oppose these ideals as anachronistic, pinhead extremists who are too dumb and unsophisticated to know what's good for them. On the other side is the small government camp, inhabited by people who believe in our Constitution, verbatim, and who hold personal liberty and responsibility so dear that they dare to expect others to hold similar views. They abhor all but the most limited, specific and narrowly defined forms of taxation because they believe their money belongs to them, and that the federal government only needs enough funding to perform its few, narrowly defined, constitutional duties. -Caveat Lector- This is very sad news - what I liked at the end no flowers, send money to 'humane society. When my sister died, she had made the request that money be sent in lieu of flowers to Cat Welfare.her obituary covered in a few publications to do with commerce, etc., on the front page and I received many letters and phone calls from people she had helped over the yearsCat Welfare sent me letters in gratitude for being remembered . Now Mrs. Fletcher will not receive other calls as did I, condemning my sister for donating all that money after her death, to Cat Welfare.. Cat welfare was a refuge for unwanted cats, where they would not be killed at the local pound..the pound destroys cats daily often not holding them for the legal time period prescribed. Doctors in government service typically earn $550 to $1,100 a month in Zimbabwe, and nurses from $350 to $500, according to the Health Ministry and the nurses' union. So countries experiencing critical health care staffing shortages have found legions of workers in Zimbabwe looking for something better. Currently in Zimbabwe, of the 600 posts for doctors in government hospitals, nearly 100 are vacant, as are 600 of the 5,000 positions for general nurses, said Davies G. Dhlamkama, the Health Ministry's director of technical support. Such shortages in medical staff mean that many treatable conditions remain untreated among Zimbabwe citizens. The sort of specialized treatment that was once available only in the capital city is increasingly not offered any more. Mpilo Central has only three staff obstetricians to deliver 11,000 babies a year, and two of those are on loan from Cuba, where they spend several weeks each year.

As for whether the city -- which is spending $60 million a year combatting AIDS -- should be doing more to regulate the clubs, Katz says he's frankly not convinced that it would make much difference. Why not? Every study we've done -- and we've done lots -- show that 95 percent of unsafe sex happens in people's homes, Katz says. In fact, he adds, I don't think there's anyone in the HIV field who thinks a lot of the infections are due to the sex clubs -- it's a small percentage. But Dr. Mervyn Silverman, the AIDS specialist and former San Francisco health director who led the charge to close the city's bathhouses 15 years ago after AIDS first hit, questions whether the sex clubs should remain open at all. As I mentioned back then, there is no way to monitor it unless you're willing to invade people's privacy, Silverman says. Because you're not going to separate people having sex to make sure they're doing it in a safe manner. Bottom line, as Silverman sees it: If the Health Department feels comfortable that those venues are really there to do the right thing, then that's fine. But I don't see how you can license facilities that might encourage unsafe behavior while trying to do your damnedest to stop the spread of this disease.

The horrid irony here is that Jennas own father not only signed that law but actually agitated for it. -Caveat Lector- Anarchy and Community by P. Andrew Sandlin Stephen W. Carsons cogent essay on Lew Rockwell.com (Biblical Anarchism) defined anarchy as absence of rulers. He shows that the Biblical notion of civil law virtually excludes what we today know as the state. In the Bible, most civil disputes are settled privately, with local judges and an appellate system, and a system of restitution for aggrieved parties. Carson is entirely correct to note that there is simply no room for the state in such an arrangement. The law itself becomes the political ruler, and there is no need for politicians. I wish here simply to supplement Carsons excellent thesis. Absence of state coercion is not equivalent to political liberty. Political liberty is possible only when there is a series of independent social institutions that check each others authority. These institutions are communities. Man cannot live without community (Genesis 2:18). Aside from the Bible itself, perhaps no work has made that point more effectively than Robert Nisbets The Quest for Community. Nisbet, a communitarian-libertarian, argues that man is a communitarian being. He is made to live, laugh, work, play, love, suffer, cry, and die in a community. And he will always find communities in which to live. Communitarianism is an inescapable concept. Now in the Bible and the Christian faith, that community is manifested primarily in the family and church, and secondarily in vocation (business) and other private spheres. These are the multiple communities in which men live their lives. Men find their liberty in participation in various communities, each of which stands as a sentinel over its own prerogatives and provides a haven for individuals treated unjustly by other communities. If a husband is dictatorial, the wife can appeal to the church. If the church is abusive, the family can appeal to a higher church court or another church body. If a business is unjust, the individual or family can appeal to a private court system. In the case of injustice, a Biblically ordered society almost always offers recourse to another community. The problem with the modern state is that it professes to be a community. For this reason, as Nisbet shrewdly notes, the state is not opposed to individual freedom. Individual freedom, far from being the effect of emancipation from state power, is, in fact, the precondition of that power. Tyrannical states do not war against the individual; they war against those non-coercive, intermediate institutions which claim the individuals allegiance: the family, the church, the school, business, and so on. In fact, as Nisbet observes, the only freedom tyrannical societies permit is individual freedom. They desire an individual wedded exclusively to the state as an exclusive community, and offer him a certain limited sphere of freedom. It is not individual freedom that these tyrannies oppose, but competitors to their authority that they find unacceptable. They do not mind individual freedom; they only mind competitors to the allegiance they require of men. They are willing to give men a long leash, as long as they alone are grasping the other end. The modern state is never at war with the individual. The state needs the individual (and it wants only the individual) for its sordid, tyrannical purposes. The state is at war with other communities that vie for mans allegiance the family, church, business, and so on. The state wants to wipe out all communitarian competition so that it can remake man into a pliant agent for state purposes. Men are material to the modern state, particularly the secular humanist state. They exist, in Mikhail Hellers language, to be cogs in the wheel of a massive, utopian state enterprise. In other words, the state wants a monopoly on community. Libertarians err if they suppose that the center of the statist program is economic monopoly exclusive ownership and distribution of goods and services. Statist economic monopoly is easy once it is has seized a communitarian monopoly. When mens lives, hopes and aspirations are severed from family, church, and vocation, they are an easy prey for the state. The state will permit great latitude to these individuals, just as long as they do not create, or divert their allegiance to, other communities. The Bible supports anarchy (as Carson defines it) in the political sphere, but not in true communities: families, churches, vocations, and so on. There, men willingly exercise and live under authority. As rulers, they act as humble servants to (not dictators over) those for whom they are responsible (Mark 10:42-45). As subjects, they honor and obey those in authority (Hebrews 13:17). The Bible weds anarchy in the political sphere to community in the social sphere. That isn't what happened at all. The Zapruder film of the assassination clearly shows John Kennedy being thrown violently BACK AND TO THE LEFT! This is just the opposite of what Rather reported. The Zapruder film shows that Dan Rather LIED TO THE AMERICAN PEOPLE! Of course the People didn't know it, because they were not allowed to see the Zapruder film until several years after the assassination. Evidence of this alarming fact is that lawful police officers must take and oath and abide by the United States Constitution and the Constitution of Pennsylvania. Although the thugs that intercepted us on that lonely country road had the insignia and equipment of police officers, their behavior revealed their true identity. Leftist academics in ivory towers are hooked on designer victimology but fail to notice the real victims -- the entire next generation. Meanwhile the rich get richer. Have a nice New World Order. _ Anyone who follows today's academic debates on multiculturalism, and by happenstance is also familiar with the power-structure research that engaged students in the sixties and early seventies, is struck by that old truism: the only thing history teaches us is that no one learns from history. By now it's even embarrassing, perhaps because of our soundbite culture. Not only must each generation painstakingly relearn, by trial and error, everything learned by the previous generation, but it's beginning to appear that we have to relearn ourselves that which we knew a scant twenty years earlier. The debate over diversity is one example of this. Researchers in the sixties discovered that the ruling elites of the West mastered the techniques of multiculturalism at the onset of the Cold War, and employed them time and again to counter the perceived threat from communism. The Congress for Cultural Freedom (CCF) was funded first by the CIA and then, after this was exposed in 1967, by the Ford Foundation. CCF created magazines, published books, and conducted conferences throughout the world, in an effort to wean intellectuals to democratic liberalism.[1] The CIA was also busy in Africa. In an article titled The CIA as an Equal Opportunity Employer that first appeared in 1969 in Ramparts and was reprinted in the Black Panther newspaper and elsewhere, members from the Africa Research Group presented convincing evidence that the CIA has promoted black cultural nationalism to reinforce neo-colonialism in Africa. In their introduction they added that activists in the black colony within the United States can easily see the relevance to their own situation; in many cases the same techniques and occasionally the same individuals are used to control the political implications of Afro-American culture.[2] But this is lost history, found today only on dusty library shelves or buried in obscure databases. None of it is mentioned in the current debate over diversity, not even in one of the most lucid essays, an opinion piece by David Rieff that appeared in a recent Harper's.[3] Rieff paints a picture of multiculturalism and shows, in broad strokes, how multiculturalism serves capitalism. To appreciate the significance of multiculturalism we must, as Rieff does, look at the academic arguments from someplace in the real world, or at least from off campus. But we must also be aware of our own historical legacy: psychological warfare and the secret state, the mass media and the culture of spectacle, the role of foundations, and above all, the interests and techniques of the elite globalists who won the Cold War. From the time that this war began in 1947, the Carnegie, Ford, and Rockefeller Foundations, in cooperation with the CIA, began funding programs at major U.S. universities such as Harvard, MIT, and Columbia. They began with an emphasis on Russian studies, but by the mid-1960s these three foundations and the CIA had a near-monopoly on all international studies in the U.S.[4] This phenomenon, a big-money, top-down affair born out of strategic considerations, is the precursor of today's academic multiculturalism. Some defenders of academic diversity pretend that the elitist shoe is on the other foot, and note that their critics are funded by certain conservative foundations. Sara Diamond tracks the Olin Foundation and Smith-Richardson money behind Dinesh D'Souza and the National Association of Scholars (NAS), two of the more vocal critics of multiculturalism.[5] Diamond points out that the Smith-Richardson Foundation has its own CIA connections, even though they pale in significance alongside the Carnegie - Ford - Rockefeller nexus. But Diamond's major error is in framing her arguments in terms of right and left. This allows the real dynamics to escape her field of vision. The ruling elite that finds diversity useful is an elite operating at a level which transcends right and left. While there is an ideological right that is battling the left, and while they do enjoy funding from other conservatives, these folks are not the problem because they do not have substantial power. Nothing shows this better than the fact that this ideological right has always been as concerned as the left over the real source of power, the elite globalists. This began with the Reece Committee on the role of foundations in 1954, continued through the 1960s with the John Birch Society's attacks on the Council on Foreign Relations (CFR), and later on the Trilateral Commission, and continues today with Pat Robertson,[6]

Sloyan, Newsday Saturday, June 9, 2001 Washington -- Former defense company executives who now head the Navy and Air Force will be exempted from a federal law that prohibits them from dealing with their former employers for one year, according to aides to Defense Secretary Donald Rumsfeld. The aides said waivers of the federal conflict-of-interest statute will be issued for Navy Secretary Gordon England, who served as General Dynamics Corp. 's executive vice president, and Air Force Secretary James Roche, who was president of a Northrop-Grumman Corp. division that equips the service's B-2 Spirit stealth bombers and the new fighter-bomber, the F-22 Raptor. England and Roche will have a major say in U.S. weapons purchases from General Dynamics and Northrop-Grumman, as well as in the companies' defense research. The two contractors already get a combined $8 billion a year in Pentagon contracts. During their confirmation hearings, the nominees pledged to expand ship, aircraft and weapon programs that would benefit the two defense firms as well as employment in some of the states of members of the Senate's Armed Services Committee. Federal conflict-of-interest law calls for a "cooling off" period of one year for all new federal workers regarding contracts and other actions affecting previous employers. Fines, dismissal and other penalties could be imposed for federal employees who violate the law. Initially, Rumsfeld's aides said that England and Roche would not need a waiver from the law because it would not apply to them. In response to repeated questions, however, the aides said waivers would be necessary. Otherwise, the civilian leaders would be forced to recuse themselves from major Navy and Air Force programs, thus crippling their policy directions. Fletcher wrote, lectured, spoke on Radio shows, and was on Television many times, often regarding political intrigue from Watergate to the JFK Assassination. In response (or retaliation) he had suffered personal attacks in the press, but told me several times he was just trying to level the playing field. He was truly a man of his convictions. He will be remembered for his integrity and courage. Fletcher Prouty was the most intelligent man I knew. He was always up on current events, yet he had a strange habit these days. He never watched TV. And through a few phone calls to his network of associates and friends thoughout the world, he seemed to be better off and more informed than most which is a sad state for the news coverage today. The power or articulation was another of Fletcher's gifts. He could speak at great lengths without having to correct himself or backtracking, which made him very easy to listen to. He was very organized with his thoughts and those of us who sat through long conversations can attest to his attention to detail in describing events of the cold war period. I consider myself a better person for knowing Fletcher Prouty. I am indebted to him for all his time he shared so unselfishly. He will be sorely missed. CBS promoted him from an obscure job in Houston to become the CBS White House Correspondent! He was the CBS man at Lyndon Johnson's White House until he became a co-host on the CBS Program 60 Minutes. Then when Walter Cronkite retired, CBS gave Rather the top job in the network. Dan Rather lied to America at a critical moment in our national life. The Zapruder film proves this. For this he should not be forgiven. Rather wrote a book about his career during those years. -Caveat Lector- --- Forwarded message follows --- Postal Service Has Its Eye on You By John Berlau [EMAIL PROTECTED] Since 1997, the U.S. Postal Service has been conducting a customer-surveillance program, 'Under the Eagle's Eye,' and reporting innocent activity to federal law enforcement. Remember Know Your Customer? Two years ago the federal government tried to require banks to profile every customer's normal and expected transactions and report the slightest deviation to the feds as a suspicious activity. The Federal Deposit Insurance Corp. withdrew the requirement in March 1999 after receiving 300,000 opposing comments and massive bipartisan opposition. But while your bank teller may not have been snooping and snitching on your every financial move, your local post office has been (and is) watching you closely, Insight has learned. That is, if you have bought money orders, made wire transfers or sought cash cards from a postal clerk. Since 1997, in fact, the window clerk may very well have reported you to the government as a suspicious customer. It doesn't matter that you are not a drug dealer, terrorist or other type of criminal or that the transaction itself was perfectly legal. The guiding principle of the new postal program to combat money laundering, according to a U.S. Postal Service training video obtained by Insight, is: It's better to report 10 legal transactions than to let one illegal transaction get by. Many privacy advocates see similarities in the post office's customer-surveillance program, called Under the Eagle's Eye, to the Know Your Customer rules. In fact, in a postal-service training manual also obtained by Insight, postal clerks are admonished to know your customers. Both the manual and the training video give a broad definition of suspicious in instructing clerks when to fill out a suspicious activity report after a customer has made a purchase. The rule of thumb is if it seems suspicious to you, then it is suspicious, says the manual. As we said before, and will say again, it is better to report many legitimate transactions that seem suspicious than let one illegal one slip through. It is statements such as these that raise the ire of leading privacy advocates on both the left and right, most of whom didn't know about the program until asked by Insight to comment. For example, Rep. Ron Paul, R-Texas, who led the charge on Capitol Hill against the Know Your Customer rules, expressed both surprise and concern about Under the Eagle's Eye. He says the video's instructions to report transactions as suspicious are the reverse of what the theory used to be: We were supposed to let guilty people go by if we were doing harm to innocent people when the methods of trying to apprehend criminals violated the rights of ordinary citizens. Paul says he may introduce legislation to stop Under the Eagle's Eye. The same sort of response came from another prominent critic of Know Your Customer, this time on the left, who was appalled by details of the training video. The postal service is training its employees to invade their customers' privacy, Greg Nojeim, associate director of the American Civil Liberties Union Washington National Office, tells Insight. This training will result in the reporting to the government of tens of thousands of innocent transactions that are none of the government's business. I had thought the postal-service's eagle stood for freedom. Now I know it stands for, 'We're watching you!' But postal officials who run Under the Eagle's Eye say that flagging customers who do not follow normal patterns is essential if law enforcement is to catch criminals laundering money from illegal transactions. The postal service has a responsibility to know what their legitimate customers are doing with their instruments, Al Gillum, a former postal inspector who now is acting program manager, tells Insight. If people are buying instruments outside of a norm that the entity itself has to establish, then that's where you start with suspicious analysis, suspicious reporting. It literally is based on knowing what our legitimate customers do, what activities they're involved in. Gillum's boss, Henry Gibson, the postal-service's Bank Secrecy Act compliance officer, says the anti-money-laundering program started in 1997 already has helped catch some criminals. We've received acknowledgment from our chief postal inspector that information from our system was very helpful in the actual catching of some potential bad guys, Gibson says. Gillum and Gibson are proud that the postal service received a letter of commendation from then-attorney general Janet Reno in 2000 for this program. He is paler, more tired and more subdued than those who have met him before would expect. Doctors continue to prescribe addictive tranquillisers. Nowit's claimed the new anti-depressants may be equally damaging A sufferer of Idiopathic Torsion Dystonia from the age of eight, his condition leaves his entire body in constant spasm and has been likened by neurologists to doing an eight-hour gym workout every day of his life. In recent weeks, however, he has begun a struggle which, he says, is worse than those he endured due to his disability or during his time in an horrific regime as an orphan in an industrial school - chronicled in his book, The God Squad. Paddy is trying to beat a 40-year drug dependency which has been legitimated by the medical profession. Given that his condition has no known cure and no certain cause, it is surprising that he has spent 42 years on benzodiazepines, highly addictive drugs which are supposed to be prescribed for only four weeks at a time. In recent weeks, he has broken down crying for no particular reason, a symptom he says is born of frustration and the effects of withdrawing from the drugs. He turned 50 a fortnight ago and, while his wife Eileen says he is not the sort of person interested in a big bash, he was not up to partying anyway. In use since the late 1950s, benzodiazepines are used as either tranquillisers or sleeping pills. Warning As long ago as 1988, the British medical authorities were warning GPs that, due to the addictive nature of the drugs, they were not to be prescribed for longer than four weeks. A number of circulars from Department of Health chief medical officer Dr Jim Kiely in recent years have similarly warned Irish doctors about the dangers of benzodiazepines. According to GMS Payments Board figures, however, the numbers of prescriptions written for benzodiazepines has only fallen slightly in recent years. In 1995, a whooping 848,000 prescriptions were handed to public patients by doctors, not taking into account prescriptions filled by those without medical cards. In 1999, the last year for which figures are available, over 805,000 similar prescriptions were dispensed. In fact, the number of prescriptions for the well known sleeping tablet, Valium (diazepam) increased over that four-year period from 306,000 to 336,000. In Britain, between one million and one-and-a-half million repeat prescriptions for benzodiazepines are written every year. Like Paddy Doyle, tens of thousands of Irish people face an addiction which is sanctioned by the medical profession. During all his 42 years on benzodiazepines, Doyle says he has never had a kidney or liver function test or had his heart checked for the effects. At one point, he was taking a cocktail of eight drugs three times a day, every day, three or four of which were benzodiazepines. No-one is supposed to be on more than one benzodiazepine at a time, he says. I was on three or four at the one time. Benzodiazepines can cause an awful lot of damage, including excess sweating, weight loss and mood swings. Some can even cause depression, it seems, while others aggravate spasticity (spasms). His decision to give up benzodiazepines came after his condition worsened and the medical profession were unable to help him. Having read up on the drugs, he decided enough was enough. Having begun to reduce his intake over a month ago, he says he is already feeling better and is less jumpy and jerky. It's not going to take me that long but I won't do anything reckless. I think I'll be far less prone to spasms and mood changes. A psychologist friend said to me: 'Paddy, one morning you're going to wake up and realise you have been asleep for 40 years.' It's important to stress that I never robbed a single pill from any hospital press or anything like that. This was medication handed to me by medical people, who told me it was going to fix me up. The brain is the most complicated computer known to man and yet we're dabbling with it every day of the week and know almost nothing about it. I think at this stage, having messed me around since the age of eight, it's time for the medical profession to put it right, or at least as right as they can. They turn people into drug addicts. It may even be worse then being on heroin or morphine. Magic When people are so vulnerable, they go to their doctors and say they are not feeling right and the doctors tell them they are depressed. They suggest taking these tablets for a month and tell you that if you're still feeling bad, you can try them for another month. But after four weeks, these things are useless, never mind for four months, four years or in my case, 40 years.

- SNETNEWS Mailing List Postal Service Has Its Eye on You By John Berlau [EMAIL PROTECTED] Since 1997, the U.S. Postal Service has been conducting a customer-surveillance program, Under the Eagles Eye, and reporting innocent activity to federal law enforcement. Remember Know Your Customer? Two years ago the federal government tried to require banks to profile every customers normal and expected transactions and report the slightest deviation to the feds as a suspicious activity. The Federal Deposit Insurance Corp. withdrew the requirement in March 1999 after receiving 300,000 opposing comments and massive bipartisan opposition. But while your bank teller may not have been snooping and snitching on your every financial move, your local post office has been (and is) watching you closely, Insight has learned. That is, if you have bought money orders, made wire transfers or sought cash cards from a postal clerk. Since 1997, in fact, the window clerk may very well have reported you to the government as a suspicious customer. It doesnt matter that you are not a drug dealer, terrorist or other type of criminal or that the the transaction itself was perfectly legal. The guiding principle of the new postal program to combat money laundering, according to a U.S. Postal Service training video obtained by Insight, is: Its better to report 10 legal transactions than to let one illegal transaction get by. Many privacy advocates see similarities in the post offices customer-surveillance program, called Under the Eagles Eye, to the Know Your Customer rules. In fact, in a postal-service training manual also obtained by Insight, postal clerks are admonished to know your customers. Both the manual and the training video give a broad definition of suspicious in instructing clerks when to fill out a suspicious activity report after a customer has made a purchase. The rule of thumb is if it seems suspicious to you, then it is suspicious, says the manual. As we said before, and will say again, it is better to report many legitimate transactions that seem suspicious than let one illegal one slip through. It is statements such as these that raise the ire of leading privacy advocates on both the left and right, most of whom didnt know about the program until asked by Insight to comment. For example, Rep. Ron Paul, R-Texas, who led the charge on Capitol Hill against the Know Your Customer rules, expressed both surprise and concern about Under the Eagles Eye. He says the videos instructions to report transactions as suspicious are the reverse of what the theory used to be: We were supposed to let guilty people go by if we were doing harm to innocent people when the methods of trying to apprehend criminals violated the rights of ordinary citizens. Paul says he may introduce legislation to stop Under the Eagles Eye. The same sort of response came from another prominent critic of Know Your Customer, this time on the left, who was appalled by details of the training video. The postal service is training its employees to invade their customers privacy, Greg Nojeim, associate director of the American Civil Liberties Union Washington National Office, tells Insight. This training will result in the reporting to the government of tens of thousands of innocent transactions that are none of the governments business. I also have 8 solar panels and a small windmill for a hybrid system which the local power company will NOT allow me to use without totally disconnecting from their system. There is a switch that would prevent and 'back up of current' through the main line connected to the utility but they are concerned that it would back up the utility line and 'possible injure a lineman who might be working on the line near my house.' In the three years I have lived here, I have never seen a single lineman. They do not understand solar/wind and do not want me to do this. I can only use it for totally free-standing (disconnected from utility) energy stored in a battery bank! Bummer! Hardly worth the effort but runs a small water pump and lighting for barn and kennel. I don't think people would mind selling electricity to California if the people there had not been lecturing the rest of the country on preserving the environment and boasting of their own superior efforts in this regard. It seems the height of arrogance to want their electricity to be produced elsewhere, in this case, Texas, and pollute where others live then DEMAND it be sold to them cheaply! I am going to write and ask that TVA not sell any to them because I do not want to be polluted so that Californians do not have to face the consequences of their actions. There are NO laws protecting the use nor right to use recreational drugs, other than alcohol within limits. We ARE supposed to have laws protecting freedom of religion. It was one of the bery basic tenets upon which this country was founded and so many have fought and died protecting. And THAT is why people are more concerned about this violation. There are no existing and in-place provisions for the use of drugs and I do not think many consider it a basic human right. I, too, think marijuana is probably less harmful than alcohol but that is NOT what the laws say. And I do not even recall seeing drug dealers treated as harshly as these people apparently attempting to engage in something that is supposedly protected by law.
