What everyone overlooks is the stranglehold of Defence restrictions which many economically important airports suffer. Delhi, Bangalore, Pune, and Goa are some of these airports. There are about 25 defence controlled airports in which civilian flights operate under severe restrictions. No one is highlighting the acute need for a high level and expeditious review of the restrictions and easing of these at the earliest to facilitate low cost aviation without seriously undermining security needs. Such easing would go a long way in enabling low cost airlines to keep their planes flying point to point productively (at low fares) instead of either circling for a runway slot or sitting on the ground. Jet Airways recently approached the army with an offer to ferry personnel from the LoC at special rates. This may be a good ploy to open channels of communication with the military about airport bottlenecks. The Defence Minister is himself the chairman of the Empowered Group on airport privatisation! It is not known whether the BJP will prefer to seat in the Opposition or take advantage of the squabbles that are bound to arise. Notwithstanding the claims of the Low Command in Goa to prefer a majority community member for the post of Chief Minister it is for certain that the blue eyed boy of Madam Sonia Gandhi, viz Mr Luizinho Faleiro will be the CM but that would depend on how the NCP settles down to this bargain. Alternatively Mr Digamber Kamat who is believed to have been promised the Chief Ministerial post may lay his claim in which case the NCP Dr Wilfred De Souza will have to be made the Deputy Chief Minister a non constitutional post. But there is one feeling that the BJP UGDP (18) combine may agree to lend support to the NCP MGP in which case the strenght will be 21 with a Chief Ministerial berth to Dr Chief Minister and a quid proquo to allow the cases of disqualification to meander in the Supreme Court until the next elections in May 2007 . As official figures are still awaited from the Officer of the Chief Electoral officer given the near close margins of some of the candidates. The BJP is also thinking in terms of resigning en masse as one senior activist has given this writer to understand. This is however intended to follow only if the INC NCP begans wrangling for Chief Ministerial candidate and other portfolios so that an impression is created that the predicted instablilty of the INC NCP will not augur well for the development of the State and the BJP would not like to be seen as responsible for the collapse of the administration owing to the INC NCP rumblings. This is the vox populi view at the counting centres around the Multipurpose High School at Gogal Fatorda where counting took place. CONGRESS-NCP WINS 4 SEATS IN GOA; BJP GETS 1 From Frederick Noronha PANAJI (Goa), June 5: Congress-Nationalist Congress Party alliance won four of the five seats, in results coming in Sunday morning, making probable a Congress return to power after five-and-half years in this state of 1.4 million. Congress won the seats of Taleigao, Margao and Cumbharjua while its NCP alliance took Benaulim. Poinguinim -- the fifth seat, in extreme southernmost Goa and close to the Karnataka border -- narrowly went to the BJP. These five seats became vacant after local MLAs, of diverse background, most of whom had defected into the BJP, left the party in a series of political defections since January 2005. Goa has a 40-seat assembly. It has been under 'suspended animation' with the State placed under President's Rule since March 2005, because no party has a clear majority. With defections, resignations and disqualifications repeatedly hitting the assembly since the turmoil of January-end this year, the equation has been continually changing in the assembly. But till just a fortnight before elections, both BJP and Congress were almost equally poised with 16+1 in the BJP camp and 15+2 in the Congress. Now, the election results have tippled the scales in favour of the Congress-NCP alliance. Results trickling in from early morning stunned the BJP, which ruled Goa from late 2000, after ousting the Congress through a round of defections in 1999, and allowing its ex-Congress dissident allies to rule for a short while. A pro-Congress wind reached Goa not long after the May 2004 election results at New Delhi. Former BJP strongman and ex-chief minister, Manohar Parrikar, who virtually single-handedly propped up the BJP in Goa, has however determinedly fought off challenges and kept up party morale with a never-say-die attitude. Both BJP and Congress had claimed they would win the five seats that went in for bye-elections. Claims for forming the government are expected to be made later on Sunday. ENDS

However, if the AIFF wishes to take a decision in this respect, the Pro Clubs should be consulted in particular as some of them have foreign player committments made since 2004-05 and also due to regulations requiring foreign players having to be signed for a minimum of six months whereas the NFL runs only for 3 months. The resolution was unanimous with the clubs and their representatives as follows: Dempo SC (Mr Manuel Rebello and Mr Custodio Araujo), Salgaocar SC (Mr Henry Brito), Sporting Clube de Goa (Mr Peter Vaz), Vasco Club (Mr Mario Leitao), Churchill Bros (Mr Denzil Ferrao), Fransa FC (Mr Anthony Leo Fernandes), Raia FC (Mr Anthony Pango) and Cabral SC (Mr Carlos Fernandes). The GFA secretary, Mr Savio Messias told The Navhind Times that the meeting was called at the clubs' request at its headquarters in Panaji since the delicate issue will be discussed at the AIFF executive committee meeting on June 8. The AIFF has sought the views of its executive committee members whether to bar foreigners from participating in all the domestic tournaments except the National Football League. A ban on foreigners in Second Division NFL has already been enforced this year, and the move to bar foreigners in state leagues was being talked about so as to promote local talent. The clubs resolved to inform the AIFF that no change in respect of eligibility of foreign players participating in the GFA league should be made, with Mr Manuel Rebello of Dempo, the NFL and Federation Cup champs giving total backing for the same. Mr Messias said that if the AIFF ratified its decision to ban foreigners from domestic tournaments then it will prove detrimental, especially for the Goa Professional League and Governor's Cup, which are the major sponsored events played in Goa by the professional clubs. He said the presence of foreigners in the Goa League doesn't hamper the progress of the local footballers as only nine foreigners represented a total of eight clubs in the state league last season of which only three were foreigners - which is a minimum number as compared to 24 strikers on the whole playing for eight clubs. If foreigners were barred from local leagues it will take away the charm from the event, a club official stated. Besides, since some contracts have already been signed with some foreigners last year, there would be huge financial implications, he added. It is learnt that Mr Shivanand V Salgaocar (AIFF treasurer) will represent Goa at the June 8 AIFF meeting in Delhi, which will decide on the ratification to ban foreigners from domestic tournaments, a move which has been strongly protested also by Bengal clubs and the IFA (West Bengal). Mr Salgaocar, GFA president, did not attend today's meeting as he is out of station. Mr Lavinio Rebello, Mr Anthony Botelho, Mr Vinod Parkot of GFA executive committee were also present. Meanwhile, the AIFF secretary, Mr Alberto Colaco when contacted in Delhi said a clear picture on the foreigners issue will emerge on June 8 after the executive committee meeting. State associations have to consult the member clubs and a final decision will be taken on June 8 concerning banning of foreigners from domestic tournaments, added Mr Colaco while speaking to The Navhind Times. When asked to comment on a resolution passed by Goan professional clubs opposing the AIFF's move to ban foreigners, Mr Colaco maintained: We have not taken any decision so far. The scenario will be clear after Wednesday's (June 8) meeting, he reiterated. There are strong apprehensions that the move to bar foreigners from state leagues would find support from the majority of the members of the AIFF executive committee except two - Goa and Bengal. There are no well structured and highly competitive leagues in most of the other states, which is one of the main reasons for football not being spread throughout the country. Small wonder that the AFC has dubbed India as the sleeping giant of Asia. The AIFF should wake up the states where there are no leagues or where the leagues do not attract spectators for several reasons including poor organisational infrastructure and administration, a club official remarked.

The Goa facility also houses a cream and ointment-manufacturing block, which is approved by ANVISA, Brazil. The tablet-manufacturing unit has a capacity to produce 720 million tablets per annum. Ranbaxy has 19 manufacturing facilities spread across seven countries which includes 10 plants in India, four dosage forms plants in the US and one dosage forms plant each in Ireland, China, Malaysia, Vietnam and Nigeria. These facilities are approved by international regulatory agencies such as USFDA, MHRA-UK, Bfarm-Germany, MCC-South Africa, ANVISA-Brazil and TGA-Australia, for a range of products. All these facilities conform and comply with GMP standards.

All I remember this day 16 years ago. I do not know how many students/demonstrators were killed in Tiananmen square by Chinese troops. The estimate is at least 3,000. For me, the most memorable image was a student waving down an approaching tank. I wonder what happened to him. Every year, I recall this day of terrible human injustice. Given human history, every day it seems would be a remembrance of some atrocity, some grave injustice we have perpetrated on our own. In memory and solidarity with those who fight the good fight, especially those who pay with their lives. To the 3,000 souls who believed, ever so fleetingly, in freedom, I say, we have not forgotten. Floriano, First of all, what are you doing living in Canada with a Sancharnet email address? Secondly, my advice to you is to take whatever happens in distant Goa as it comes, with a minimum of sentimental and emotional baggage, to avoid unnecessary angst. After all, you no longer live there, and have little input or influence over what does happen. I now go there for a few weeks every year, while it is still bearably cool, enjoy the sun, sand, exquisite food and feni, and bask in the warmth of friends and family, then get the heck away before it gets too hot. I don't know about you, but I came to the US years ago to make the best of both worlds, in true capitalist style. I have no pretentions of giving back or making Goa better, other than through my self-serving investments in Goan real estate, which I recommend as still a bargain, some charitable contributions to worthy causes and personal expenditures when we go there. However, in our short sightedness, we failed to realize that although we did not like the communal mentality of the MGP, the persons who had flocked into the Congress at the time were infact MGP people. We would not vote for these people while they were in the MGP, but we got the same rascals elected as Congressmen believing on party labels. Very soon they showed their selfish ambitions and their stink filled the Congress to such an extent that good congressmen started feeling claustrophobic. Looking back, I feel ashamed of myself today and feel guilty of the fact that it is under the Congress party, the party that I worked for, that Goa joined the national mainstream of corruption. Ever since, Goa has never looked back. Every subsequent new legislator resourcefully invented newer ways of indulging in corrupt ways of enriching himself and the rags to riches transformation of almost all of the modern day legislators is a testimony. No matter what happened, Rane is always imposed by Delhi as the CM as he and he alone has the infinite patience of tolerating any amount of corruption from his ministers and MLAs as long as he is in the chair. Additionally, he alone has always had the right connections to keep the people at the Goa Desk at the Delhi Party High Command totally flushed with currency sent from Goa as a share of the loot which explained why they never had the time nor the inclination to look into the complaints of aggrieved Goan Congressmen. We have seen it all from Bhuta Singh's time right up to the time of Ramesh Chinithala when election tickets were literally sold to the highest bidding ex-defector against our warnings to Sonia Gandhi that BJP's victory in Goa was inevitable if these defectors were fielded again. They did what they had to do and the frustrated voters taught the Congress a lesson. The BJP came in with their venomous snakes and people like myself had to leave the motherland and the land of our ancestors with many still on the way out. Looking back, is the Congress Party the same as it used to be? Except for the name, everything has changed for the worst. All the good people in the party have been systematically harassed, victimized, threatened and vandalized to such an extent that they were forced to get out of the party or to give up politics altogether. I myself spent the prime of my youth thinking that we could make Goa a better place. I got involved. I even spent 10 years in the Panchayat even rising up to the position of Sarpanch of Moira/Nachinola. That is the time my troubles started. My very own MLA, Mr. Dyanand Narvekar whom I was instrumental in supporting in his victory in Tivim with a landslide voting from Moira/Nachinola after he was thrown out by Aldona for one term made my life absolutely miserable. Through his own and his PA's intercession, the police even booked criminal cases

Around 67 per cent of the electorate had cast their franchise on Thursday. There is expectation that the president's rule will be revoked and the house kept under suspended animation will be restored for the formation of a government. The by election is crucial for both the congress and the BJP as they are tied at 17 each (with their allies) in the assembly. The strength of the house is 40 but as one independent member was disqualified, the effective strength is 39. In a 40-member house, 21 is required for a simple majority. The BJP that has 16 MLAs though is little tentative about its figures as a judgement on May 27 by the Goa bench of Bombay high court set aside the assembly election held in 2002 for two of its members. The rival NCP candidates had filed a disqualification petition against the two BJP members on grounds that they held office of profit. The BJP has said that it would appeal to the Supreme Court. A question that arises in wake of the numbers game is whether the assembly would be restored. At present one independent member, Filipe Neri Rodrigues, who supports the congress is contesting the decision of a former Speaker to disqualify him on February 2 when the erstwhile BJP government led by Manohar Parrikar sought the vote of confidence. Rodrigues was said to have violated the provision of 10th schedule as he had joined the BJP. But later the central forensic science laboratory in Hyderabad confirmed the claim of the Rodrigues that the signature on the BJP membership form was forged. The case is before the court. Regarding the setting aside of election of two BJP MLAs, Justice N A Britto said Considering the totality of the of the facts of the case at hand including that at present the legislative assembly of Goa is under suspended animation, I'm of the view that the judgement of the court ought to be stayed for a period of 30 days to enable the respondent to appeal to the Supreme Court and this without any conditions. The petitioner will be at liberty to apply afresh to this court for modification of this order if permissible under law in case the proclamation under article 356 of the Constitution is revoked. The congress says that it is absolutely sure of the house being restored and also rubbishes the claim of the BJP to form the government. We are already 17 and would win all the five seats or maybe four of them, the party leaders affirm. The Congress contested four seats and supported the NCP in one constituency in the bypoll.

Dear Editor, Treachery by any other name is just as despicable.There is no way in which treachery can be condoned. The Congress Party, however, has given a new twist to this reprehensible phenomenon in Goa's politics. When an elected politician from the BJP joins the Congress Party, he is welcomed with open arms; and is even rewarded with a ticket to fight the bye elections in the Cumbarjua constituency. But when Nirmala Sawant opts out of the Congress for being a party without principles, she is branded a traitor and is publicly humiliated by the High Command which declared that the doors of the Congress Party will remain forever closed to her. The Congress Party has specialized in this form of double-talk and has corrupted the electoral process to an extent never known before. Most of the present leaders of the Congress Party are traitors in the classical meaning of the word. They should have been barred from standing for electoral office on the grounds of moral depravity. However, it appears that the more unethical they become, the more they are rewarded because of their winnability factor. The BJP in Goa has been a disaster for the State, but the Congress, with its twisted principles, is no alternative either. It is time that the citizens of Goa reject both the BJP and the Congress and elect new incumbents to the Legislative Assembly - persons of integrity, who have never changed their political affiliations, and who will clean up the mess which has been left by both the Congress and the BJP. All eyes on poll results NT Staff Reporter Panaji June 3: With the by-elections for five seats ending yesterday, all eyes are now set on who will form the next government in the state. The by-election results would decide the fate of the new government as the present strength of both the Congress and the Bharatiya Janata Party in state legislative assembly is not sufficient to form the government. Both the parties have claimed that they would win majority of the seats from amongst the five seats, which went to polls yesterday. In view of heavy turnout in all the constituencies, it is difficult to assess the situation and the swing of votes thereby indicating surprise results. However, it appears that the Congress may wrest two seats and one each seat is expected to go into pocket of the BJP and NCP, while one seat may go in favour of an independent candidate. Heavy betting is being done on the Cumbharjua and Margao seats while less bets are being made on other seats. This was basically because in Cumbharjua, the Congress rebel candidate, Ms Nirmala Sawant had eaten sizably into the Congress vote bank. While there was a tough battle of ballots for the Margao seat, as the BJP had made it a prestige issue by fielding a novice, Mr Sharmad Raiturkar and launched a vigorous campaign to defeat the Congress candidate, Mr Digamber Kamat, who had ditched the BJP on the eve of crucial vote of confidence in Goa House. Margao saw a voter turnout of 63.18 per cent yesterday. The Congress is expected to increase its strength from 15 to 17 seats, if it wins two seats. The Congress predicts the victory of NCP candidate, its alliance partner, and seeks the support of an independent, and is preparing itself to stake claim to form the new government. Though the Congress-led alliance, which was formed after the dismissal of the Parrikar government does not exist, attempts are being made to forge a fresh alliance. The Congress camp said that with the help of NCP and MGP it would be in the comfortable position to form the new government. If the BJP wins one or two seats, its strength will go up from present 14 (election of two BJP MLAs was declared null and void by the High Court, though both enjoy the privileges for one month) to 15 or 16. The BJP has a support of one UGDP and it may take it to 17 seats. The votes will be counted on Sunday. The votes of the Cumbharjua and Taleigao constituencies will be counted at the Institute Menezes Braganza Hall, Panaji. While the votes of Benaulim, Margao and Poinguinim will be counted at the Multipurpose High School, Margao. All results are expected to be announced before 10 a.m. Our Margao Bureau adds: With the polling process over, the scene has now shifted to the Multipurpose High School complex at Borda where the electronic voting machines from the three constituencies - Margao, Benaulim and Poinguinim are stored. Being guarded by 28 police personnel of the Maharashtra State Reserve Police, the voting machines from all the three constituencies will be closely guarded before they are taken out for counting from the strong room on June 5. While counting for the Benaulim constituency will be taken up first, Margao and Poinguinim will follow.

Asked about the US firm's petition, Bill Mosley, spokesman for the US Transportation Department, told PTI that the objection is under review. A newspaper report, however, said that the Jet Airways' Washington-based counsel had written to the transportation department stating that the allegations were unsupported, offensive and groundless. Jet Airways' India spokesman said their lawyers were drafting a statement in this regard. The largest Indian private airliner has scheduled inauguration of its operations to the US with a flight from Mumbai to Newark via Brussels on June 23. In the petition filed by Nancy M Heckerman, president and CEO of the American company, also objected to the use of its registered trademark 'Jet Airways' by the Indian company and demanded that it desisted from use of this name immediately. Meanwhile, the Indian carrier has got a boost when the Port Authority of Newark and New Jersey wrote to the US Transport Department supporting its entry. In its letter late last month, the Authority said it supported Jet Airways India for a foreign air carrier permit and also for an exemption to introduce new air services under the India-US open skies agreement. It also endorsed the selection of Newark Airport as the Indian carrier's first trans-Atlantic destination. Congress bursting with CM hopefuls By Herald Reporter PANJIM, June 3, 2005 - Pratapsing Rane, Luizinho Faleiro and Ravi Naik will be the main contenders for the chief ministerial post in the event the Congress has the requisite numbers to form the next government, sources in the party said Whichever party manages to get 20 seats along with their allies will be able to form the next government. Though BJP may struggle to have 20 on their side, there is no dispute over the leadership issue; it will be none other Manohar Parrikar who is BJP's chief ministerial candidate. Smelling victory, the All INdia Congress Committee (AICC) general secretary Margaret Alva yesterday mentioned that the sitting MLAs of the Congress as well as those who will be elected in the bye-elections, will meet on Sunday to elect their leader. Currently, Rane is the leader of the Congress legislture party (CLP). Interestingly, the new president of Goa Pradesh Congress committee (GPCC) Ravi Naik, replying to a question at a press conference three days ago, said that the CLP leaderhsip issue would be deicded by the Congress high command. As of now, the Congress High Command is likely to consider threee names - Rane, Luizinho Faleiro and Ravi, all former chief ministers, for the top post, sources said. Congress, as usual no dearth of senior leaders who think they are chief ministerial material. These include Dayanand Narvekar, Subhash Shirodkar and others. Sources said that as is the case with all major parties, the views of the CLP will be considered before the leader is selected. In February this year, when the Congress wilh its allies was allowed to form the government after the fall of Parrikar ministry, Pratapsing Rane was selected for the chief minister's post mainly because his candidature was inisited upon by the allies. This was done so because the alliance partners knew that Congress might find it very difficult to elect its leader due to the factionalsim within the party. That time, the Congress-led alliance had formed what is called United Legislature Pary (ULP) which ironically hardly remained united after the President's rule was imposed. All its partners had said that ULP was no more in existence though the same leaders during the bye-elections didn't hesitate to say ULP is alive. ULP when in power had 17 members - Congress (15), NCP (1) - Dr Wilfred de Souza and MGP (1) - Sudin Dhavlikar. The MGP legislator who played an important role in the fall of Parrikar governmetn had retained in teh Rane cabient the same portfolios he held in the BJP government. Dhavlikar who is known as a shrewd politician, has been approached by the BJP leaders for support in the event that the come close to forming the new government. Forgetting the charges of corruption Parrikar made against Dhavlikar in March, the BJP, it is learnt, is working on a deal with Dhavlikar. Whether Dhavlikar who proved his popularity in the zilla pacnhaayt elections defeating candidates of former Speaker Vishwas Satarkar in neighbouring Priol constsituency two months ago, will bite the bait is to be seen. Dhavlikar, whose support to the Congress is vital, is lieky to insist on making Rane the chief minister again. This time, the decision may not entirely depend on the say of the allies, sources said addign that it would be a consesnsus of all the parties which align with the Congress. Congress leaders however, are confident that Dhavlikar would stick with the Congress-led coalition. Meanwhile, the BJP was analysing the polling in yesterday's crcial bye- elections and expressed confidence of winning three seats. Meanwhile, the Congress spokesman Shantaram Naik has complained to the Election Commission of India that the joint chief electoral officer, Goa, S Patidar, didn't co-operate with the Congress party when polling was very slow on Thursday, sources in the party said. Naik had lambasted the officer for not looking into the genuine problem of slow polling in many booths yesterday. Sir, Thoughts of Goa from distant Canada Today I browsed the internet for the latest news about our dear old Goa from where I now live in distant Canada and learnt that both the Congress and the BJP are hopeful of forming the next government. My good old friend Ravi Naik who is hopefully still drinking his daily strengthening doze of Aloe Vera Gel as advised by me while in Goa is reportedly very hopeful of majority strength after more strong armed nourishments to his party from victorious MLAs specially from the one that bears my first name. But whether the Congress comes to power in Goa or not does not really matter for Goa or for Goans. It does not really matter because either party is going to damage Goa much more than it has ever been. Looking back at the Congress in Goa, it was people like myself that worked hard for the Congress Party in Goa from childhood and ultimately brought it to power somewhere in 1977 thinking that it was the end of the MGP misrule and good things would now happen. However, in our short sightedness, we failed to realize that although we did not like the communal mentality of the MGP, the persons who had flocked into the Congress at the time were infact MGP people. We would not vote for these people while they were in the MGP, but we got the same rascals elected as Congressmen believing on party labels. Very soon they showed their selfish ambitions and their stink filled the Congress to such an extent that good congressmen started feeling claustrophobic. Looking back, I feel ashamed of myself today and feel guilty of the fact that it is under the Congress party, the party that I worked for, that Goa joined the national mainstream of corruption. Ever since, Goa has never looked back. Every subsequent new legislator resourcefully invented newer ways of indulging in corrupt ways of enriching himself and the rags to riches transformation of almost all of the modern day legislators is a testimony. No matter what happened, Rane is always imposed by Delhi as the CM as he and he alone has the infinite patience of tolerating any amount of corruption from his ministers and MLAs as long as he is in the chair. Additionally, he alone has always had the right connections to keep the people at the Goa Desk at the Delhi Party High Command totally flushed with currency sent from Goa as a share of the loot which explained why they never had the time nor the inclination to look into the complaints of aggrieved Goan Congressmen. We have seen it all from Bhuta Singh's time right up to the time of Ramesh Chinithala when election tickets were literally sold to the highest bidding ex-defector against our warnings to Sonia Gandhi that BJP's victory in Goa was inevitable if these defectors were fielded again. They did what they had to do and the frustrated voters taught the Congress a lesson. The BJP came in with their venomous snakes and people like myself had to leave the motherland and the land of our ancestors with many still on the way out. Looking back, is the Congress Party the same as it used to be? Except for the name, everything has changed for the worst. All the good people in the party have been systematically harassed, victimized, threatened and vandalized to such an extent that they were forced to get out of the party or to give up politics altogether. I myself spent the prime of my youth thinking that we could make Goa a better place. I got involved. I even spent 10 years in the Panchayat even rising up to the position of Sarpanch of Moira/Nachinola. That is the time my troubles started. My very own MLA, Mr. Dyanand Narvekar whom I was instrumental in supporting in his victory in Tivim with a landslide voting from Moira/Nachinola after he was thrown out by Aldona for one term made my life absolutely miserable. Through his own and his PA's intercession, the police even booked criminal cases against me and made me appear in court of law as a criminal for alleged criminal activities like rioting at a site of illegal construction where in fact, I was myself the complainant and was part of the Panchayat Site Inspection team. I was also similarly prosecuted for allegedly threatening to kill my own Panchayat Secretary while I was the Sarpanch for I had the audacity of filing a complaint of forgery against the said secretary before the police and also before the Director of Panchayats. While the crooks had political protection, I was spending most of my time either in courts or with lawyers away from work and family. Ultimately, both cases were thrown out by the court of law as being without any substance. It not only happened to me, but it also happened to a whole lot of other good members of the Congress Party. Ultimately every good member has either left the party or are just continuing the membership discussing their frustrations over a plate of bhaji not very far from the Congress House in Panjim. Like myself, many packed up and immigrated to distant countries where at least there is

With the return of the President of India Mr A P J Abdul Kalam, from his 14 day four nation tour this evening Saturday 4th June 2005 , the three month President's Rule introduced since the 4th March 2005 will come to an end. The notification to this is expected any moment even before the results are out on Sunday 5th June 2005 according to sources in New Delhi this writer has contacted. One of the reasons for the immediate revocation of President's Rule is that during the recently concluded bye-elections to the five assembly constituencies the Goa Legislative Assembly House was placed under suspended animation, and to enable the new combine to stake claim to form the Government following the results that pour in it would obviously be advisable to revoke the suspension as well. Ironically when this writer contacted some party workers from the erstwhile United Legislative Alliance viz; the Indian National Congress, Nationalist Congress Party and the Maharashtrawadi Gomantak Party atleast the NCP workers were clear that the ULA does not exist any longer. The MGP were a confused lot and were uncertain of their stand. The UGDP is in a piquant situation in that one of their members Mr Mathany Saldhana has till date extended its support to the BJP while the other Mr Francisco Monte Cruz has made it clear that if elected he will extend support to the INC. Whatever the claims the fact remains that new permutations and combinations will come in play. While the BJP is clear on its Chief Ministerial candidate the INC seems to have now settled for Pratapsing Raoji Rane as its CM until the time of writing. But the BJP though had on an earlier ocassion mentioned that it would prefer to sit in the Opposition may have different thoughts if the verdict is not in their favour. As a matter of fact the five candidates in the fray for the BJP are literally political lightweights owing their winnability or otherwise on the Party and not in their individual capacity unlike those in the INC who have staked their individual capacity rather than party ideology. Therefore this bye election result will be a litmus test to ascertain the base of the BJP and their next moves based on the % of votes polled. One thing is clear this time that for the INC the young legislators and first timers will demand their pound of flesh and the seniors in the party or ex ministerial candidates of two or three years standing could be asked to make --- the supreme sacrifice to rejuvenate the party if it succeeds in forming the Government. All India Football Federation's (AIFF) plans to ban foreign recruits in domestic tournaments other than the NFL is drawing flak and seems like boomeranging on it. In Goa, as many as eight professional clubs on Friday signed a memorandum urging the AIFF to maintain status-quo. We have forwarded a resolution signed by the clubs to AIFF, Savio Messias, secretary of Goa Football Association (GFA) told TOI on Friday. How can AIFF dictate terms to us? Savio lashed out. Can the FIFA ever decide on the number of recruits that will be playing in the NFL? The AIFF never provides any financial assistance. How can they eat into our revenues? A senior official, in fact, claimed that banning foreigners for domestic ties isn't within the jurisdiction of the AIFF. It's unconstitutional. Majority of the office-bearers aren't well-versed with the rules. They don't know what falls within their domain. Savio strongly feels that absence of the recruits, who are crowd-pullers, will have an adverse effect on the marketing of the game. In Kolkata, the Indian Football Association (IFA) governing body meeting takes place on Saturday (IFA looks after the game in West Bengal). Its secretary, Subrata Datta informed: We too have received communication signed by all the registered clubs opposing the move. When contacted, an NFL club official remarked: As per FIFA guidelines, a foreigner has to be recruited for a minimum of six months. But as the NFL runs only for three months, we would be deprived of the players' services for three months. We have already finalised deals with recruits for the next two years. Another club official added: If the recruits are barred from domestic tournaments, how would we finalise combinations and strategies? Even the AFC Cup allows three foreigners. But the respective clubs won't be able to field them. The AIFF, it seems, isn't interested in seeing Indian clubs garner international glory. The AIFF calendar suggests that the national team's exposure tours take place in June-July. If the Indian stars too stay away at that time, the state leagues would further suffer. Foreigners comprise just over one per cent of the total strength of a squad. How can this be a roadblock to Indian footballers? Savio was livid. The AIFF should develop state leagues all over. Goa and Bengal will be the worst sufferers in this case. The sponsors won't be attracted; the media would also stay away. Tell me, how will it prove beneficial? The issue would be decided in AIFF's executive committee meeting in the Capital on June 8.

Hi George, This is just to thank you for your compliment to some of us ex East Africans on writing elegance. I am not sure it is so deserved, but I am still 'beavering' away to become a reasonable wordsmith. Goanet most certainly helps in this respect! Tony Barros has an interesting take on the Cambridge School Certificate and particularly re English. I think he is right. I had forgotten, about the demands it had made. Unfortunately, it had its downside as a general school leaving certificate. This is because around this time, and with the follow-up to the 2 year Higher Cambridge School Certificate Exam, (which incidentally, I taught myself as it was unavailable in Mombasa), only 3% of 18 year olds, with good advanced level subject grades, could get into university in the UK and this was what we basically had to compete for as there was no higher education as such in Kenya. Today, in the UK, some 45% gain entry to university education and the target is 50%. Consequently, in our day in East Africa, we were, on reflection, on a very demanding stream of education. Very sadly, it also took a very high toll of good people who were perfectly capable but were definitely failed by the bottle-necked system. Incidentally, who is Milton as per your post? Dr P K John, director of Fire and Emergency Services informed Herald on Friday that Station Fire officers have given direction to collect data about existing scrape yards in the State so that owners are made to take precautionary measures against fire. As of now it is not known how many scrap yards exists in the State, however, a senior officer in the department said there should be about 50 big scrap yards of which mostly are located in Karaswada -Mapusa, area which is now known as scrap waddo. The scrap has to be piled systematically -- plastic, paper, wood and chemical gallons, has to be segregated and piled separately, leaving a distance of two-three meters between each pile.Most importantly, plastic gallons used for storing chemicals and inflammable have to be stocked separately from other plastic drums. If dumped together they have to be washed off their chemical contents, says an officer. Hardly any scrap yard in the State follows any such rules, leave alone following the rules or having fire safety measures, some scrap yards operate without any legal permission, says the officer. Not surprisingly, fire in scrap yard at Karaswada aggravated within a matter of short time. Paper, wood, plastic, oil drums everything was placed together thus fire spread widely within few minutes, said an official, who was part of the fire tendering team at Karaswada. Could Bernado or any other goanetter tell us whom we should ask to correct and defend the Gospels against its blatant distortions and misuse in the same forum and its website mentioned below? That too can endanger all Christians in Goa and elsewhere in India. It is the Hindunet's defintion of FAIR USE of copyrighted material that needs to be questioned. It does not aply only to me. Hi all, This job of getting 'A380' readiness, was planned and executed, recently at the Tullamarine Airport, in Melbourne. The Planning was done thoroughly, and then execution was announced, and the work which was scheduled to be completed, in six weeks, was actually completed 10 days ahead of the schedule. All the planning and construction is done properly in advanced countries and even in Malaysia, Singapore etc, except in India, where the old ways still take hold! During execution, all aircraft and airlines which suffered small delays, in landing and take off, for being asked to 'go into a holding pattern' were adequately compensated and all this was arranged and announced in advance. I wonder when Indian planning and construction will be able to reach such high levels of performance. Too many graduates 'cramming' into their degrees, and very little practical and field expertise?? Officials of the Weights and Measures department, Margao on Friday raided the Bata showroom at Old station road and seized footwear worth Rs 50,000. Assistant Controller of Legal Meterology, South, D P Kholkar told newsmen that the showroom was raided following complaints from the public that the footwear rates were allegedly altered and smudged. According to him, the altered rates made a difference in the price from Rs 10 to Rs 40. The showroom was found closed between 10 am and 1 pm when the officials conducted detailed inspection of the premises. We have taken in our possession of the goods, Kholkar stated, adding that investigations were on. The seizure was booked under the Weights and Measures Act, 1976 and under the Weights and Measures Packing Commodities Act, Rule 1977. The raid was conducted by Inspector Arun Panchwadkar and assisted by laboratory assistant, D Cardozo under the supervision of Kholkar. When our Panjim reporter contacted the Controller of Legal Metrology, N M Naik on the same on Friday, he said that smudging of price printed by the manufacturer is contravention of Package Commodities Act. The price of shoes seized range from Rs 89 to 109, Rs 169 to 179, Rs 109 to Rs 134 and Rs 179 To Rs 189. The department is conducting further investigation, and also checking out whether other showrooms in the State selling rainy shoes are violating the Packaged Commodities rules.
