Chodankar was reacting to the High Court order granting anticipatory bail to BJP general secretary Satish Dhond and Tivim MLA Sadanand Shet Tanavade. Chodankar charged that the same police had shown extra enthusiasm and worked overtime in arresting Sonmath Zuarkar, Mauvin Godinho and Dayanand Narvekar during the BJP rule. He also said that the observation made by the court clearly exposes that the police department is still working overtime to protect BJP, while citing the order which states that "The facts show that they were pampered. Otherwise it is unheard of that a police officer will record statements of accused as and when desired by an accused and being assisted by his advocate" this strong observation talks very loudly how police machinery is working in Goa. The court also blamed the state and police for slow probe bringing investigation to standstill. He said, police inaction for not arresting accused Dhond and Tanavade when both were moving freely has been also observed in the order. This has frustrated the common man and that is why he said, he was demanding Tanavade's arrest at Assembly complex which resulted in an attack on me by BJP MLAs at the Assembly complex. With this strong observation he declared "my demand to arrest Mr Tanavade is justified". Chodankar strongly demanded that the Chief Minister who is holding the home ministry to make a note of the court observations on police in delaying the investigation and not arresting the accused required in the most sensitive forgery case wherein MLA Felipe Neri had to be disqualified for nearly seven months and had to also resign as deputy chief minister. He said, this is not the only fall out of the case, what is more important is that the State government had to be dismissed. Police deliberately never thought the urgency and the seriousness of the case, he added. Goa, officials say, will benefit in a big way if developed as 'Agri Export Zone' however, not before number of modalities are worked out with other institutes in the country, dealing in the promotion and export of cashew nuts. Recently, State Government submitted the project report to the Centre on this venture. However, the Agriculture Product Export Development Authority (APEDA) has recommended changes and improvement in the project, pertaining to total area covered for AEZ, processing and storage capacity etc. The officer of the APEDA visited Goa last week in this regard, according to Agriculture Department sources. Attaining the status of AEZ means Goa will able to export cashew under brand name 'Goa Cashew'. Furthermore, food-processing industry will remain in gear round the year, creating alternate employment. The department is in touch with institutes such as Cashew Development Board, APEDA, Cashew Export Development Council (CEDC) the bodies, which are involved in promotion and exports of cashew nuts. Initially, the Government wanted to have AEZ for variety of agro products, but idea was dropped and decided to concentrate on 'cashew export' sector in which Goa enjoys economic leverage, the sources said. In fact, parts of Karnataka and Maharashtra, having good yield of cashew, and depend on Bangalore and Mumbai airport for exports respectively will find economically more viable to route their export of cashew nuts through Goa AEZ. -- Cheers, Gabe Menezes. Where else can you stroll through the gleaming high-tech Bangalore campus of Infosys only hours after getting stuck in a traffic jam on a major highway caused by a collision between a tractor and an ox cart? So far, India has attracted mainstream attention mostly as the place where the guy booking your airline ticket -- or transcribing your medical records or even preparing your taxes -- happens to be sitting. That's true enough. But India is far more than a telemarketing curiosity, and "outsourcing" is only a tiny piece of the economic transformation going on there. Having grown at roughly 6 percent a year for the past decade with the potential to do even better, India is likely to be one of the most important economic stories of the next decade. America has a huge stake in that success -- even as some jobs migrate across the Indian Ocean. Indeed, here are four reasons we should hope that the next decade in India is at least as good as the last decade has been. 1. Because it's the world's largest democracy. If we're going to promote democracy around the globe, particularly as a solution for what ails the Middle East, then we ought to wish success upon the world's largest and most vibrant democracy. India has a billion people, 22 official languages, and so many ethnicities that everyone is a minority. If democracy can work here, it can work anywhere. And it is working. Indians vote in far higher numbers than Americans, even when it means trekking for hours to the closest polling place. India's government is plodding, fractious, and permeated by corruption. But it has also brought stability, the rule of law, and respect for individual rights to a place that looks ungovernable on the surface. And did I mention that India has the world's third largest Muslim population? 2. Because it's where a large proportion of the world's poor live. If you don't care about starving people, then skip to number three. If you do, then India matters a lot. It's just basic math; roughly a third of the world's poor live in India. Robust economic growth will help these people far more than any check you might mail to one of those places that sends you free return address labels. It's already started. India's growth over the past several decades has lifted some 100 million people out of dire poverty. 3. Because a richer India will make for a richer America. How can a place that "competes" with American companies and replaces American workers make us better off by growing wealthier? First, a growing Indian middle class will buy our products. The guy in Bangalore who answers questions about your Dell computer probably drinks Coke, uses Microsoft Word, and reads my column on Yahoo! Finance. (Okay, I can't prove that last one, but you get the point.) It doesn't matter what business you're in, having 300 million new middle class consumers in India is good for you. Second, Indian firms will design and sell products that make our lives better. That's what happens when you unleash new human potential. Imagine the following scenario: Your child has just been diagnosed with a rare form of leukemia. The doctor sits you down and says, "I have good news and bad news. The good news is that the disease can now be treated successfully. The bad news is that the treatment was discovered by an Indian scientist, and the drugs are produced by a leading Indian pharmaceutical company." Actually, that's not really bad news, is it? Third, at a minimum, Indian competition and outsourcing by American companies will lower the cost and improve the quality of all kinds of goods and services. Do you remember the crap that Detroit produced before Honda and Toyota became serious players in the American market? (True, Detroit still produces a shocking amount of crap, but now we don't have to buy it, as GM shareholders and bondholders have learned.) Cheaper imports from places like India or China are just like a tax cut; there is more money left in your wallet at the end of the month. And they create American jobs, too, which is less intuitive and therefore often overlooked. If you save money on cheaper cotton towels, much of that extra cash is likely to be spent on American goods and services. National Arthashastra consisted of seventeen competitions testing the creativity, intelligence and innovativeness of the students. The whole programme was spread across two days with over a hundred colleges participating. St. Xavier's College, was represented by Vijayashree Palekar, Roxanna Pinto, Brenton Cordeiro and Jonathan D'Souza. Brenton Cordeiro secured the first place in "On The Spot" Elocution Contest and the second place in the "Creative Resume Making Competition".

The constituency-wise [28 in Goa of 1967]statistics will soon be out in the open once again soon. The event, mainly commerce-based, aimed at acquainting students of various colleges with the competitive business world, that awaits them beyond the college doors. On day1, the inaugural was kicked off with a prayer dance by Ms. Vimal Nagvekar to invoke the blessings of the Almighty. In his opening address, the Principal, Prof. Newman Fernandes asserted that participation in such events is necessary to prepare students for stressful real-life situations and to help them adapt to a rapidly changing environment. This is a contribution of the College for the enrichment of the curriculum - he added. The Chief Guest, Mr. K.D. Bhatt, Managing Director of Konika Laboratories, emphasized that India has the potential to become an economic superpower, if only we had more educated manpower and students with a more aggressive business attitude. The first event was a mock CAT exam for the aspiring participants of Tycoon- Numero Uno. This was followed by 'Nouvelle Aventure', where participants had to prepare a project report for a new undertaking. Inspite of the lack of experience of students in this field, most colleges did a commendable job, though they received inputs form the judges. This event was won by Damodar College, Margao. Save Our Souls the second round of Tycoon-Numero Uno, the next event. Each participant was given a controversial personality and had to battle it out with the others to prove their worth. The audience truly had their fill! The final event for the day was 'Coat of Arms', where colleges presented painstakingly made thermocol cut-outs, business cards and letterheads for `Nihal Apparels, an industrial uniform manufacturer. The first place bagged by MES College, Vasco. The battle resumed at the Arena on day2, with the event management competition - 'WIZCRAFT'. Each college had to prepare an advertisement campaign for a company. The judges were hard to please. Nevertheless, all teams put in a lot of efforts and came up with good presentations. In the end, Fr. Agnel College, Pilar, proved too good and they walked away with the first place. ARENA came to a boil with 'Third Degree', the final round of Tycoon-Numero Uno. Participants were grilled to a golden brown by an unforgiving panel of judges. It was truly an audience event with maximum attendance in a jam-packed hall. Ms. Mrunalini Hawaldar of Damodar College, Margao was awarded 'Tycoon-Numero Uno'. At the closing function, the Chief Guest, Mr. B. Ramesh, the Head of Commerce Department at Goa University said the event was organized professionally and thoroughly and it was an opportunity for students to practically experience the real world. Prof. Newman Fernandes based his speech on the theme: what does it profit a person if he has all the bookish knowledge, but cannot speak two words in public? ARENA 2005-06, ended off with the Event Coordinator Mr. Carmelito De Souza proposing the vote of thanks followed by the singing of the College Anthem.

It is a crying shame that instead of being rewarded, such paragons of virtue are victimized and demonized by our criminal class of politicians. What comes out even more starkly is the fact that our Ministers have not yet understood the role of the Bureaucracy in the system of governance. The bureaucrats are not their servants to merely carry out their illegal orders. The bureaucrats are expected to uphold the rule of Law, and to make sure that the government does not become a predator on its own citizens. Kiran Dhingra showed this independence and courage in an exemplary manner. Our politicians, on the other hand, have undermined the integrity of the system and have done grave damage to the entire edifice of government. Congratulations once again. De Sa without ascertaining the real cause of accident and reprimanding her driver advised me in political style "you should drive the motorbike properly" Thereafter Calangute Police appeared on the scene and shifted my daughter and me to Azilo Hospital, Mapusa. Much to our dismay the Calangute Police instead of taking my statement they recorded the statement of my daughter in the Hospital. Further they took my motorbike to the Calangute Police station but they did not touch the car of the De Sa. Later in the evening when my brother approached the Calangute Police station the official on duty did not show him the Panchanama and called him next day stating that the accident has taken place due to rash and negligent driving of the motorcycle rider. Next day my brother along with the Advocate went to the Calangute Police station and filed our complaint and took the possession of my motorbike. If this is the treatment meted out to a an educated lady like me then one will imagine what would be the fate of a illiterate person if he happens to meet with an accident in which the vehicle of VIP is involved. These politicians dole out rosy promises during election time to the electorate and pretend to be social workers but in reality they are selfish people entered into this business of politics to amass wealth. The report covering infrastructure such as road and water and power, will be released soon. The GCCI's sub-committee on infrastructure headed by Mark Rodrigues is preparing the study report. GCCI President Nitin Kunkolienkar said the power situation was expected to be critical like other states in the country in the coming years owing to increasing demands of power in Goa. "The state government should promote captive power plants and wind mills to improve the power situation," Kunkolienkar added. The power department officials said there was a shortage of power during peak hours between 6.30 pm to 9.30 pm. "Goa needs 360-370 mw of power during peak hours but owing to reduction of 50 mw from the western grid, the load shedding has became necessary. The state receives 270 mw from the national grid and draws 16 mw from Reliance at present," said Nirmal Braganza, chief electrical engineer. It would start receiving the 50 mw of power once the Korba plant overhaul is completed in February, he added. However, he said the domestic power consumers were not affected owing to this reduction as load shedding had been imposed on the high tension consumers especially the steel units. The industries' department officials said the heavy industries were directed for load shedding owing to power shortage during the peak time. Experts claim that the power consumption in Goa is increasing owing to the changing lifestyle and installation of air-conditioners and geysers in the flats. The 48 posts, according to sources, have been vacant for almost a decade and constitute two-third of the total number of talathis required in the North District of the State. It is learnt that the recruitment has stressed on candidates being graduates with a six months computer certificate. "This computer qualification requirement has been issued for the first time for talathis in the wake of e-governance," says a highly placed official. Plans are also in the offing toprovide computers to village panchayats in the wake of the on-going process for developing on-line revenue records and on-line mutation processes. According to officials, the interviews, which commenced on January 2, this year are expected to conclude only by mid-February with nearly 150 candidates being interviewed daily. It is learntthat the previous Government had sought to fill up the vacancies through the Pre-Employment Training Scheme. However, in the absence of any recruitment, the present Government has initiated the process for the North Goa District. It is also learnt that the South District will shortly be initiating a similar recruitmentprocess to fill approximately 25 vacant posts of talathis in South Goa. Meanwhile, the recruitment process in the North Collectorate has partially affected routine internal functioning of the Collectorate with key officials at the Collectorate conducting interviews from 10 am to 5.30 pm. During the Christmas season, one-act play competitions were organised all over Goa. What's more, the government's callousness literally forced many a Goan shrimp farmer to turn to private hatcheries across the State's southern borders to Kumta and Mangalore for the seeds. And, if one goes by the bureaucratic process, it's clear the Benaulim hatchery will not be able to go into production till March-April, loosing in the process an entire season. What made the government to sleep over the file for almost three months without according sanction isn't clear, but the mystery over the government's real motive continues, with many wondering whether there were any moves to lease out the hatchery to private parties. What's surprising to note is that the transformer developed a technical snag around June-July — during the off-season — and that the fault is not rectified till date. Quotations invited by the department put the repair estimates at around Rs 1.5 lakh. When hatchery officials approached the contractor around November-December last, it was pointed out that the quotation validity had already expired. Till date, however, the new quotations have not come in with many an official wondering how much more time the government will take to give the sanction this time. Newly appointed Officiating Chief Executive Officer of the hatchery Cedric Gomes says he expects the quotations to come in by January end and that it will take around 35-45 days for the actual production to commence. This in effect means that production will commence only at the fag end of the current season. Goa has around 200 hectares of shrimp farming and most of the seed requirements of the farmers were met through the Benaulim hatchery and hatcheries across the border. Though the hatchery has a 25-million capacity, it has never been utilised to its optimum, thus incurring losses over the years. The State Pollution Control Board (GSPCB) has failed in its job of controlling dust pollution from these units even as the State Environment Ministry boasts of taking "effective measures" on this front. As if it was unaware of the dust pollution causing health hazard and nuisance to the residents, GSPCB has now sought guidelines from the central authority. Perhaps, it has realized the need for an air monitoring system after the suffering Saleli residents took law into their hands. Around 126 stone crushers may be registered with the department of Industries, Trade and Commerce, but there are more operating 'illegally'. Apparently, the department of Industries, Trade and Commerce issues licence for operating a stone crusher, subject to submission of NOCs from other departments, mainly the NOC from the GSPCB. However, one can still operate a stone crusher without valid licence, stated the Director. Besides NOC from GSPCB, Panchayat etc, report from Zonal Agriculture officer is considered before issue of licence for a stone crusher. The parties approach for a licence only when they want to avail subsidy and other tax benefits. And so, as and when permission for a stone quarry is issued there is likelihood of one or two stone crushers being brought into service — legally or illegally. Twenty-two-year-old Shamma Uday Shirodkar, a resident of Shiroda-Ponda was returning home with her cousin on a motorcycle, after her performance at the festival on Sunday evening, when the motorcycle hit a speed-breaker at Neura. Shamma, who in the process, was thrown off the vehicle, hit a nearby electric pole and was killed on the spot. Shamma is a first year (Harmonium) student at Goa Music College, Panjim. Shamma's cousin immediately rushed back to the venue of the youth festival at Pilar and informed the organisers about the accident, who immediately wound up the remaining programmes and rushed to the spot. The news of her death reached the venue where Minister for Art and Culture Digambar Kamat was distributing prizes. Police on being informed of the accident rushed to the spot and shifted the body to GMC for an autopsy. Meanwhile, St Andre MLA and youth festival reception committee Chairman Francisco Silveira, Fr Agnel College Principal Fr Fredrick Rodrigues and Konkani Bhasha Mandal President Bhiku Bhomi Naik have jointly condoled the sad demise of Shamma. "Why discriminate only against the taxi drivers when other richer tourism businesses are fleecing the tourists?" asked the GOTTA vice-president, Mr Vasudev Arlekar. Operating from outside a popular resort at Calangute, Mr Arlekar and other tourist taxi drivers feel betrayed at the government's proposed clampdown on their trade. During the off season, hotels charge around Rs 2000 per room. Why does that tariff jump to Rs 7000 during the Christmas season? When will the government fit meters on these hotels? The taxi drivers show a brochure of a major tour operator in Goa which advertises a package of 'overnight adventures' at the rate of UK pounds 78 per person. The operator takes 40 persons on this two-day tour and at an approximate rate of Rs 80 per Pound, amasses around Rs 25,000 on a single trip. When will the government fit meters on these tours? We do not charge per person, we charge for the full taxi so why is the government targeting us who make Rs 1000 in a day? Also, we operate for only six months a year. There are more arguments. A single peg of Honeybee brandy costs Rs 80 to Rs 100 at a beach shack. Will the government also check this overpricing? There are six clubs around Calangute that charge around Rs 500 as entry fee during the off season. But during the peak season, the fee jumps to around Rs 1500. Will the government fix meters on these too? ask the taxi drivers. Mr Arlekar says that the tourist transport business is overcrowded and not lucrative anymore. Beside the 1500-odd tourist taxis and several smaller private tour operators there are at least 15 major tour operators in Goa. At a joint meeting late last year of the GOTTA and the tour operators at Kesarval in the presence of state ministers like Mr Joaquim Alemao, Mr Luizinho Faleiro and other government representatives, the GOTTA demanded a equal share in the business; three days in week for taxis and three days for tour operators. The tour operators agreed to follow this for one week but were supposed to give their final assent at another joint meeting on December 1 at the secretariat. Mr Arlekar says that the ministers and GOTTA members went for the meeting but the tour operators failed to turn up. The tour operators approached the High Court instead charging the taxi drivers for obstructing their buses. GOTTA members are amazed at how the tour operators got a list of the taxi drivers' names, a file of which, they had handed to the Tourism Minister. GOTTA members feel that instead of targeting poor taxi operators, the tourism ministry should work to boost tourism, first, by removing the River Princess and second, by repairing the badly dilapidated Calangute-Arpora road, part of which falls in the Saligao constituency. They say that over one-lakh vehicles travelled on the road on the evening of December 31. Finally, taxi operators feel that it is they who are the real friends of the tourists. "Often, tourists fall sick in their hotels. Or meet with accidents. The tour operators do not come then with their buses. The National Common Minimum Programme, drawn up as the roadmap for governance by the United Progressive Alliance, had committed to legislate an Act so as to prevent recurrence of the Gujarat blood-bath. No doubt this is a positive step. Yet, it fails to address some of the major concerns. The most major one is that even after legislation, it remain a toothless tiger when its need would really arise. We must see to it that a really effective and meaningful Act is legislated, not just a half baked one. It is with this goal in mind - to discuss the necessary amendments to the current text of the Bill and the strategy to make our voice heard, a public convention under the following caption has been organised. Fr Kuruvilla, parish priest of St Blaise Church, Amboli, Andheri (West), diocesan estate manager and also director RC Cathedral Trust, along with Fr Salvador Rodrigues, parish priest of Our Lady of Lourdes Church, was returning from Goa to Mumbai in a Toyota Qualis car on January 6. Around 2 pm, a tyre of the car burst and the vehicle went out of control near Sangameshwar village in Ratnagiri, turned turtle and rolled into a nearby paddy field. Both the priests were injured, of them Fr Kuruvilla severely. Fr Salvador is recovering in the Holy Spirit Hospital. Fr Kuruvilla passed away on Sunday, January 15 morning.
