In the aftermath of the last July 26 deluge one wonders whether any lessons have been learnt or corrective steps been taken to avoid a repeat. With the monsoon fast approaching, Mumbai and its suburbs are in a vulnerable state. Be it Colaba, Dadar, Borivili or Kurla it's dug up all over with trenches galore. The city must see controlled development especially in potential flood zones while it equips itself with a proper disaster management system. Mumbai is a very potent city and is India's happening place despite the bar dancing girls having 'officially' left. [Goanet] State Bank of India strike hits clearing operations

MUMBAI, APRIL 3: Hitting the common man hard, about 2.5 lakh employees of State Bank of India went on an indefinite strike across 9,000 branches seeking revision in pension. The clearing operations of the bank were severely hit by the stir. Long queues were seen in front of the SBI branches and ATM counters across the country with many customers complaining about the machines running out of money. Salaries of many state governments and private companies will be hit in the coming days due to the strike as SBI the largest commercial bank is the clearing agent in many of the towns across the country. Britto boys of my age will remember the very gentlemanly Alfred from the first year of the new course SSC of 1975. He follows his class mate, Charlton, and his own brother Eric's footsteps...in dying young. He was a nice soul. He was earler a Radio Officer on the ship and now working for ONGC offshore in Mumbai as a radio operator. Alfred expired of a massive heart attack last night in Margao, where he had gone for a check up after complaining of tiredness and pain. Alfred Vincent de Souza, son of Joan and Late Eddie De Souza, leaves behind his wife Lynette, and three wonderful children, Shawna[11 years], Conroy[10] and the little Annika[6]. In 1986, I met his brother for the first time as he was interested in mushrooms. The end of the year was also the end of Eric. He died of a road accident. Truly, Death comes like a thiefand takes the most valuable persons from amongst us. Alfie's wife, Lynette, is the sister of my classmate, Tommy D'Souza [SSC class of 1976], the Franchisee of NIIT in Goa and Panch of the Assagao Village Panchayat . She is also the sister of Ivonne[ wife of Rui Gama of Verna]; Sr.Mariazita A.C. and Arsenia aka Fatima[ wife of Antonio of Aldona] and Gerard. So sad, so nice, the days that are no more. I am a closet agnostic. I am too afraid to out myself in certain circles and in other more open-minded circles, I am quite vocal about my views. I have always found that people who are more accepting of the different shades of humanity are a more kinder, gentler people,than those that condemn one to eternal hell fire for one's beliefs. Like you, I despise evangelism. Be it in the form of mullahs who insist on beheading Muslims who have converted to Christianity (as in Afghanistan), or preachers from the Bible belt in the US who claim that only those who believe in Jesus are to be saved while the rest of us, have a free pass for the place slightly lower down. I even despise the subtle conversions that occur in places like India and Africa. That is in exchange for food and shelter. Another thing that bothers me is this new brand of Christianity, which engages in healings, tongues and other esoteric gifts. Not only is it misleading to offer the physically sick hope, but unfounded hope is even more dangerous. There is no difference between a religious healing of this sort and a witchdoctor in tribal Africa. Both are intent on just one thing. Procuring power!! At the best of times, for me, religion is a medium to one's spirituality. Carry two passports one indian and other European or /East African or any other african country check Produce all of them in a jumbled order the immigration authorities at any airport, he's gonna pick Indian Last. Second objective question, At the Mumbai International airport , carry an indian PP and other European , check it out for yourself. Thirdly there are many Indians accross the globe who are dubious in their moves and behaviour (its sad though) but one has to live with it, if the financial climate suits them in USA then they are USA Indians, and so forth, gone are those days of patriotism. Today its survival of the fittest . In short acquiring a Portuguese Passport for every Goan is must, the argument is why are we moving out of GOA and paving way for outsiders to move in, its a cycle as we move out others move in GOA and we do the same in the rest of the world. Love Goa, Love Goans, Love your motherland Love your country but if Goenkars do get a chance to travel with a Portuguese Passport anywhere in the world, do go but please turn back to help other Goenkars who want to climb the ladder of prosperity with the rest of Goans, turn back by contributing to your motherland Goa. Alfred Vincent de Souza (or, just Alfie to most) played with us, worked for the village, was active in following Saligaonet and often giving his quiet feedback on issues raised on it. He dreamt of a better village that held out a pleasant childhood for all our kids. Below are some of the tributes paid to this helpful young man, snatched away in the prime of his life, who never ran short of a smile on his lips and a good word for whomever he came across. There are posts of really good quality and the level of debate is par excellence. A bit of masala here and there makes for a good read, even the occasional name-calling makes for a good read, as long as it doesn't become personal. In my opinion, cyber space is not different from any other space, occupied by people. There will always be those that use hyphenated words to make their point when a four letter one would have done just as well (no puns intended), there are those who become obsessed with being prolific, there are those that need to have their egos stoked and there are those that simply wake up angry at the world. What I do miss occasionally is the humour. Somehow Goannet brings to mind, terse old men sipping bitter coffe while they pontificate about the world. Lighten up!! Profundity is best served with a side dish of humour. I don't think things will change substantially despite pleas. There are probably reasons for this. Robert S Newman, the Marblehead-based anthropologist, says Hindus were disallowed from even holding a simple schoolteacher's job in the government till the Portuguese (more egalitarian) Republican Revolution of 1910. Hindu out-migration (abroad) didn't happen in large numbers as among the Catholics too. This is what Ricoh(FN) wrote. I beg to differ on at least a couple of points. It was not only Hindus who were socio-economically poor but by and large all Goans. The times were such. The schoolteacher's job was not a simple one. It was a prestigious job then.Hindu out-migration did happen in large numbers if one checks the number of devotees of many of the deities(kul-dev) from the temples of Mardol, Mangueshi and others in the Marcel area. And one last thing. I think (many times he has referred to him) Robert S. Newman has been overrated by FN. On another note, despite having a driving license from the Middle East (a feat equivalent to acquiring an MBA), an International driving license and a US driving license, I would never be able to drive in India. It is this very aspect that nakedly points to the fact that India is indeed not a democracy but a functioning anarchy. It is the mindset that has to change. That indeed life is precious, that indeed civic responsibility is a virtue, that indeed the other person deserves respect. Go to any pharmacy and ask for 'Anoop' a Godrej Product (was Rs.100 per 100ml bottle) to arrest hair fall. I used to apply during night time and I did so by using up about 3/4 bottles in all. And here I am with thick growth of hair and there is still no sign of baldness yet. My other brothers shown sign of baldness when they were around 25 (because our father/grand father had one). There really is a PhD project for someone who may wish to follow a significant original line of inquiry into this issue and take us beyond the valuable chapters in books that I know, like those edited by Teotonio. Whilst taking on board the many reasons for emigration that you provided, for some time I have been keen to know the specific reasons for the periodic rates of emigration, the patterns, and from where most emigration took place. One thought I have had relates to the geography of Goa. Salcete was more fertile than hillier Bardez. This may have generated a stronger exodus in Bardez as fewer people, in toto, could perhaps subsit on Bardez land. As to English schools in Bardez providing mobility, of course, I am inclined to agree with you. However, I'd like to know if the quest for emigration provided the impetus for English medium schools in Bardez or whether it was the English medium schools which fostered emigration. I wonder which came first? In a nutshell, I have a hunch (but accept that I could be completely wrong) that, larger Salcete with a relatively small population, had plentiful well-watered fertile land and a long productive fishing coastline, crucially not to 'force' people out as a matter of some urgency. In contrast, smaller Bardez was less fertile for agricultural subsistence and perhaps for this reason, the people there had to be more outward looking/seeking than people in Salcete. Secondly, that the institutions like English medium schools in Bardez were the acute outcome of the above realisation among its people. In both cases however, lack of occupational opportunity was a common factor resulting in emigration but with some significant variations inclusive of land ownership and control. One other factor was perhaps the proximity of Marmagoa harbour to Bardez which made it easier for men to find work on ships, travel abroad and even jump ship in foreign lands. I find this issue quite fascinating and hope others will join in this discussion. There is so much re this theme that we know rather little about. Goa? Whizzing? How could Goa - languorous land of laidback socegado, ageless as the ebb and flow of the Mandovi and Zuari rivers, as the subtle alchemy of the rich, red earth which transmutes itself into the green gold of paddy fields and coconut groves - ever be made to whizz? I looked hard at Goa. The landscape - of crescent moon beaches and peppermint churches and tiny villages punctuated with the curled-up commas of sleeping dogs - was as serene and still as always. What was whizzing about were people. Not the local people, the Goans, who looked on this untoward activity with bemusement, but people from outside who were in a great rush - the great Goa land rush. The property market, booming all over India, has gone ballistic in Goa. Everyone seems to want a piece of the place. Buyers from Delhi and Mumbai and Mohali and Ahmedabad are pouring in on a frantic buying spree, an invading army bent on a second 'liberation' of Goa from the Goans. The motto seems to be: If it doesn't move, grab it quick - before someone else does. A holiday villa - or even a two-bedroom apartment - in Goa is the next thing you buy after you've bought your iPod. It's a question of peer pressure. Everyone's got one, so how can you be the only exception? Forget politics or globalisation or climate change. The major - indeed the only - topic of discussion in Goa is property prices. Dona Paula's going for between Rs 8,000 and Rs 18,000 a square metre, depending on the view. Or rather, Dona Paula's already gone for that price, and is totally sold out. So how about Porvorim, where you can still get something for roundabout 3,500 a metre? Everyone hares off to Porvorim, causing traffic jams and the prices to jump even higher. Someone mentions a rumour of a German selling a bungalow in Asagaon and there's a general stampede for Asagaon. But the German's bungalow has already been snaffled by one Mr Ashok from Dilli, so everyone heads hopefully for Ribander where a new highway's been built. There're no regular water connections in Ribander yet. But what the heck. It's got a view. And you can get a piece of it for 2,000 bucks a metre. How can you go wrong? What's fuelling the upward drive of property prices is that apart from Indians, foreigners are also buying into Goa, drawn by its redolence of residual Europe. Almost everyone speaks English, they have recognisable names like Fernando and Isabelle, there are hardly any beggars, the booze is cheap and plentiful. It's India without the Indianness. Heaven should have it so good. Property consultant Alan Viegas tells me that foreign nationals are entitled to buy property either by staying for more than six months and claiming resident status or by forming a facade company which enables them to acquire immovable assets as a corporate entity. Goa is selling like hot vindaloo. And pretty soon there'll be no more of it left to sell, or to buy. And when that happens, Goa will stop being Goa and become something else. Like Ghatkopar, or Brixton, or Greater Kailash III, as a Dilliwalla remarks. Already Baga and Calangute look like Lajpat Nagar market. Or Chowpatty on a public holiday. Goa? Gone, or almost. The thought saddens me for a moment. For when Goa stops being Goa, what will the Goans do? Rent the place back from the new owners? My regret is fleeting. For it is soon overtaken by a further reflection. That, for all the pomp and circumstance of title deeds and legal documents and claims of proprietorship, we're all of us just short-term tenants,whose tenure is at the sufferance of an infinitely munificent, infinitely indulgent Landlord who created it all to begin with. Hi Gabriel Thanks for your information that some driver's put off one font beam to save on power. I was not aware of this particular absurd practise till now but recall that it nearly put paid to my life and family when driving on a very dark night in a village in Goa. I drove towards a vehicle which had just one main light (left) on and simply assumed it was a motorbike. Fortunately, the truck driver switched on his other (right) main beam at the last moment and through hard emergency braking a crash was avoided. The incident traumatised me and I have not driven in Goa again at night. I have used taxis instead. Here goes an abstract in English of a text in Portuguese to appear in the forthcoming issue of the Journal «Babilónia» of the Department of Culture, Languages and Translations, of the Lusophone University of Humanities and Technologies, Lisbon. The past issues of the Journal may be read on-line at http://babilonia.ulusofona.pt/ -- Imperial Logic and Contemporary Processes Analysing a few colonial memoirs recently published in Goa and in Portugal Teotónio R. de Souza Analysis of the Portuguese colonial-imperial logic. The analysis is based on nine recently published memoirs. They include five Goan authors and four Portuguese authors. This analysis comes obviously too late for any intervention in those imperial processes. The memoirs always look back and are exercises which often display reduced capacity of taking into account the full logic that accompanied those processes. However, I believe that they can still serve to gauge the long term implications of those processes. Transitions and continuity need to be taken into account to better assess the processes that interest us here. They cannot be validly analysed only in the time-space context in which they took place, or in isolation from their background and subsequent effects. It is in this perspective that I choose to analyse the «contemporary processes» and I consider it still useful to analyse the memoirs of some participants in those processes. Hi Eddie At least you had a test of sorts to obtain an Indian driving license. I was told by a very pleasant fellow in Margao that a test was unnecessary as I had driven for many years outside India but also in India on the International Permit to drive when visiting another country. All I was asked for was a certain amount of cash! I found this repugnant and decided that I could do without an Indian driving license. Moreover, taxis became preferrable when vehicular density and congestion got really bad, despite the availability of a car at home in Goa. It was a mistake to invite Fransa to play in the National Football League. Such clubs claim to be professional but conduct themselves as amateur outfits, AFC Secretary General Peter Vellappan said here today. Fransa president Micky Pacheco has reportedly disbanded his team after AIFF's disciplinary committee awarded three points to Air India due to the Goan club's no-show on match day protesting refereeing decisions in a previous NFL match. In a professional league, clubs have to apply to the Federation in order to play in the league, Vellappan said. A club licensing system is the need of the hour in India. Clubs have to sign a contract whereby they commit themselves to certain rules of the league. Severe fines and other penalties are imposed if they fail to follow them, he said. A committee would then vet the credentials of the club to determine if it is worthy of playing in the national league, he said. If a team pulls out midway, the sponsors would lose mileage and may decide to cut the amount of money promised initially, Vellappan said. He admitted that all clubs may not agree to the regulations in the beginning. If only six clubs come forward, we can go with it and widen the base as we go along, Vellappan said. Mario, I don't know whether you have ever experienced travel difficulties with Indian v/s Portuguese passport first-hand. I have had, between 1983 through to 1996, in various countries, when I travelled on a Portuguese document and the wife on an Indian one. Not only travelling on international routes, but also (surprise, surprise) on entering India. I never had a problem, but always had to wait for the wife to clear immigration, as often, we were in different queues. I didn't require a visa (except for India); she always did (except for India). Now, we all travel on Australian documents, and we often see queues of Indian passport holders at places like Singapore and Malaysia being queried thoroughly, and we just walk through with a stamp on ths passport allowing us 30 days stay (no visas required). Future super-power or not, Indians require tourist visas for practically every country they visit. Australian (as also Portuguese) passport holders don't need tourist visas for most countries. A Portuguese passport is thus indeed a far superior document than that of your future super-power, disproving your pet theory. And there was absolutely no need for you to refer to Portugal the way you did. Observation: India insists on a tourist visa, even if for a stay of a week. Perhaps if this over-protectionist attitude of India was relaxed, other countries would reciprocate towards India by relaxing their rules. BTW, I don't know how you can call India a future super-power or even the world's «largest democracy», given the abject poverty that still afflicts most of India, the insecurity with which most people live in, and the rampant corruption that has infiltrated every govt department including defence.
