And there are some satnav apps that use Tele Atlas data. A prominent example is the Blackberry Maps app. (Though Blackberry has decided to switch to Bing Maps for new smartphones last month.) I recently got the chance to play around with the Maps app of Blackberry and it has detailed map data but only for Metro Manila. The rest of the country is blank. And the data seems to be around 2009. Surprisingly, the app uses Google Maps for search so you can find relatively new establishments but only for coordinates. Here's the 2009 Tele Atlas press release saying they added maps for the Philippines (and other countries in Asia-Pacific): http://corporate.tomtom.com/releasedetail.cfm?ReleaseID=418773 So, if you have a Tele Atlas-based satnav app/device, ditch it for practically any of the other satnav solutions on the list I provided. So putting communitie-borders on the map is kind of insane. In terms of boundaries, the belgian constitution defines four linguistic areas (régions linguistiques/taalgebieden) but not communities as geographical entities. See Art. 4 : http://www.senate.be/doc/const_nl.html#t1 http://www.senate.be/doc/const_fr.html#t1 http://www.senate.be/deutsch/const_de.html#t1 They are all contained into regional boundaries and are identical to the regions except for the deutsche Sprachgebiet. I think that's what should be mapped at that level (be it 4 or 5) and it would solve the overlap problem. The idea was to map the communities according to those language areas. If everyone agrees to map these language areas instead of communities, fine by me, but I just thought it would be odd to see something like région bilingue de Bruxelles-Capitale - tweetalige gebied Brussel-Hoofdstad appear on the map, Sure it's not pretty, but possibly less odd than overlapping areas and bigger sublevels than their upper counterparts. Maybe the name could be reduced to something like Région de Bruxelles-Capitale - Brussel-Hoofdstad since the bilingual aspect can be implied by the double name. and because it then looks like the maps you can find on http://en.wikipedia.org/wiki/Communities,_regions_and_language_areas_of_Belgium which are the maps everyone learns it with at school as well. That's probably an oversimplification, the maps are showing competence areas, not areas per se. Also, I don't know that any OSM renderer shows overlapping areas with a hatched texture. But yeah, It's complicated and I'm not sure everyone would agree one way or another. It will look strange and complex in both cases, but so is reality :) In fact for the governement, there are no overlaps. The administrative level for federal, community and region is equal and shared. However in OSM, we can not share these levels and so we have choosen that federal has level 2, region has 4 and community has 5 . (in the wiki 5 is mentioned as communities/provinces, but I would state there simply 'language communnity', because provinces has nothing to do with that) Further on, there are two administrative sublevels, provinces (6) and muncipalities (8). The level between 6 and 8, arrondissement (7) is more a judicial or political (voting) level. I don't know if we realy have to map that as administrative boundary. (You have also another level between muncipality and arrondissement, not yet defined in OSM and that is the kanton) As for the ordering of the levels, relations can lists others as subareas. According to the law, Belgium has 3 regions (Vlaanderen, Wallonië en Brussel) which are formed by provinces (except Brussels) and 3 communnities responsible for their part of the 4 language regions which are all formed by the muncipalities. What should we map from this? - the regions (level 4) as subarea of Belgium (2) - the provinces (level 6) as subarea of the regions (4) - the muncipalities (level 8) as subarea of the provinces (6) and communities (5) (and eventually the arrondissements (7)) I don't think that it will add anything, but confusion by defining other levels as subarea to certain levels as eg communities to Belgium or arrondissements to provinces. Maybe this could also as guidelines be added to the wiki. I see that the French Community for the moment incorporates the German Community (Muncipalities: Amel, Büllingen, Burg-Reuland, Bütgenbach, Eupen, Kelmis, Lontzen, Raeren und St.Vith) http://www.openstreetmap.org/browse/relation/78967 These muncipalities need some borders as they seems now to be confined in Verviers. http://www.openstreetmap.org/browse/relation/1407211 This is not correct. Seems also that the German Community itself is not yet defined http://wiki.openstreetmap.org/wiki/WikiProject_Belgium/Boundaries#Communities_.28Gemeenschappen_.2F_Communaut.C3.A9s_.2F_Gemeinschaften.29 Some communities has language facilities for other language groups, and altough the other community may have some competences there as organising school, does not mean that this muncipality is also part of that community. I don't think there is a mapping of these language facilities in OSM or that it should be desirable. Other levels are the villages (9) which form the muncipalities (8) and were independent muncipalities before the reform of 1977 eg Boechout http://www.openstreetmap.org/browse/relation/76297 in Boechout http://www.openstreetmap.org/browse/relation/76278 These could be listed as subarea in the relation too. Districts in Antwerp are just a special kind of deelgemeenten/sections (the villages you speak of). It basically means that we get to elect a district counsel as well when there are city counsel elections, and so districts have a little bit of power as well, whereas deelgemeenten/sections have no own governing body. But districts and deelgemeenten/sections have to stay at the same level (9), because districts are deelgemeenten. The level 10 as said in an earlier message could be used to define neighbourhoods, and in Antwerp these are more or less well defined, take for example the district of Antwerp in the city of Antwerp (check the wijken table at http://district.antwerpen.be/ ), where each neighbourhood has a street list. Drawing boundaries from those may be still a bit of a challenge though, and I'm not sure if we want to have them at all. Furthermore, I have no idea how or even if other municipalities handle neighbourhoods. For clarity, the table of muncipalities should be extended with a column to indicate the muncipality of the village (level 9) http://wiki.openstreetmap.org/wiki/WikiProject_Belgium/Boundaries#Municipal ities_and_deelgemeentes I don't know what you mean? The darker gray lines in the table are the municipalities, the lighter gray ones are the deelgemeenten/sections of the municipality above it. But the table is horribly out of date since a few guys started to draw all municipality boundaries in Flanders. [OSM-talk-be] Workshop Trage Wegen
Hi all, As Kenny announced some time ago, Trage Wegen vzw (http://www.tragewegen.be) will organise an OSM workshop. Since he can't be there, he asked on the list for others to take care of it, which has become me. Practically, the workshop will take place on June 18th in Haaltert. Details to follow. Anyone whishing to come is of course more than welcome. A few questions and remarks: * First of all, please try to avoid mapping in the Haaltert region the until that day. Now there remains a lot to be done (it is just out of the old good quality Google image area). For newcomers it is more fun if their work shows clearly on the map. * Since most of them will not know OSM I would like to start with a short presentation of OSM. Mainly the comparison with wikipedia and some images showing possibilities and growth of OSM. With some nice maps of course. Does such an introductory presentation exist and if yes can someone send it to me? * Since this is for Trage Wegen vzw, I would like a convention on how to map the numbers of buurtwegen/chemins vicinaux. Reasons why it should be mapped: - the numbers are an official reference, still used today (certainly for paths, not really for regular roads) - the data (especially the numbers) are available from an out of copyright source (Atlas der Buurtwegen/Atlas des Chemins Vicinaux dating from the 1840's), so a source that can be used. I do not express myself if the digitisations that are nowadays available on the websites of most provinces can be used, but the original atlas certainly can be used. There have been a few discussions a while ago, but as far as I remember inconclusive. I remember that someone proposed vicinal_ref. According to me a good suggestion for since it shows clearly what the origin of the reference is. It is of course not internationally recognised, which according to me is no problem since the whole buurtwegen/chemins vicinaux concept is national. Any problems if I would present this as the way to add those numbers? * If I remember well OSM-be has some loggers available for mapping parties and the like. I could not find a page on the wiki about it. Anyone has information? If they are available and could be used for the workshop, how can I get them. Hi Wouter, I will probably try to come for the meeting. Is it going to be like a mapping party? I can coach a group and I have two GPS units, so one can be for another group. I have no idea where those lend out GPS units are. There should be a list of them on the wiki, mentioning their whereabouts. Maybe people can be asked to bring their PDAs along, if they include a GPS. Something like NoniGpsPlot can be installed fairly quickly. The convention I see for mapping buurt- and voetwegen is as follows: name=Voetweg xx or name=Buurtweg yy http://www.openstreetmap.org/?lat=50.88679lon=4.58564zoom=16layers=M As they are found on their name tags. Unless they got a 'proper' name. I have been looking at those atlases of buurtwegen and around here many of those buurtwegen from around 1830 now have become actual streets. Hi, Richard Fairhurst wrote: CONDITIONS FOR TIMSC TO RELICENSE HIS DATA (Version 1) This is an interesting document and the first time that I have seen *anybody*, including past and present members of OSMF board, draft such a detailed code of conduct if you will. There are some ideas in there that I would agreee with, maybe in a slightly softer wording, and I would hope that TimSC either stands for election to the board or becomes a member of the AoA group that is also trying to lay down some rules for the future of OSMF. It is unfortunate that TimSC tries to make OSMF reform a condition of his agreement to relicense his contribution. This is of course totally out of the question, and it is sad because even the good ideas in the document are tarnished by this attempt at coercion. One could almost say that now, even if OSMF were to implement some of the usable ideas in that document, they would forever have to defend themselves against the notion that they sold out just to keep a minuscle amount of data (data that is, if RichardF is to be believed, not even universally welcomed by other mappers on the ground). I suggest that TimSC's attempt at negotiation be categorically rejected without further ado; he should be treated exactly the same as any other mapper and if he doesn't reconsider then his contributions will have to be removed and, where desirable, remapped. No single individual can possibly have made a contribution that should allow them to, without even being elected, exert such influence on OSMF. (If TimSC is granted special treatment because of his personal contribution, then what even more special treatment would we have to afford entities like AND, Yahoo, or Bing who have done a lot for us?) Re: [OSM-legal-talk] Private negotiations.
The problems with the CC-BY-SA license are fully hypothetical, as there have been no real life problems. There have been some hesitations at commercial users of OSM data with the Share Alike part, but OSM is not bound to enforce the SA part of the current license either, so we could just allow them to use data without SA. I do not feel any particular sympathy for the commercial users of our data to the extent that we need to jeopardize OSM just for their interests. My sympathy is with those who do not have access to data, such as in emergency situations. OSM was best in Haiti. No real problem has occurred with CC-BY-SA, and no initiative has done more harm to OSM in history than then the insisted proposal to change the license (-that-does-not-fit-:CC-BY-SA) to (-the-license-that-cannot-be-enforced-:ODBL) by (-the-people-that-do-not-own-OSM-). OSMF is playing a legal game with the interest of the community. Since months a lot of active mappers have stopped contributing just because of uncertainty about their data. Some of us try to minimize the number of refused CT (about 400) but I have the strong feeling that those are mainly found in the old core of the first 1000 of OSM mappers, the founders that were interested in real free data. The 102000 new signups that agreed with the CT probably just signed (but I cannot prove that) because they were not given a choice, nor knew about the history of OSM, and signed a CT just as they sign one upon installing a new piece of shareware / i-don't-care-ware. I almost fully support the reasoning of TIM, just do not understand why he tried this in private. He must have his reasons. Over all, the procedures of the introduction of ODBL and CT have a strong smell of -this-must-happen-regardless-what-and-who, without anyone mad really clear why this is absolutely necessary. DECISION MAKING IN OSM 1.1) All future significant decisions regarding OSM licensing, or changes to OSM features that might impact the ability of contributors to edit the database, or third parties to use the OSM database, shall be discussed and decided in a public forum. If consensus cannot be reached in the public forum, a vote of all active contributors shall be conducted. Significant decisions shall not be made by committee concerning OSM, unless that committee has a direct, relevant and democratic mandate from all active OSM contributors. This includes the decision to switch the database to ODbL. 1.2) Significant decisions shall be documented on the OSM wiki, including the rationale and supporting references. 1.3) The process that OSM reaches decisions shall be documented on the wiki. 1.4) Future proposal documents and communications from OSMF to the OSM community give appropriate weight to dissenting views in the community, and written from a neutral point of view. 1.5) The OSM database shall not be filtered based on licenses agreement until the feasibility of repairing the database to a usable state in a reasonable time frame is determined. 1.6) A vote shall be conducted to determine the support of SA vs. non-SA, BY vs. non-BY, single vs. multiple licenses, fork vs. no fork in the OSM mapping community. This shall determine OSMF's priorities in the direction of licensing and allocation of resources. 1.7) OSM policy that significantly affects mapping contributors shall not be decided or ratified by votes of the OSMF membership. A future version of the OSM license (and CTs) shall address this. Indivual members of OSMF may of course participate in the discussion through community wide channels. OSMF policy that does not significantly affect OSM contributors may be determined by OSMF membership voting. OSMF AND LWG 2.0) Forum moderation, if used, should be community lead and moderators shall be selected based their excellent conduct. Users with a history of ad hominem attacks, or controvercial figures, will not be considered as a moderator. Views expressed on the forum shall not be censored merely because they are unpopular, but may be censored if they are maliciously repetitive. 2.1) OSM community leaders shall be held to the highest standard of conduct when communicating with anyone regarding OSM. OSMF committees and senior OSM community figures shall privately admonish and advise those of their number who fall short in this regard. If an OSMF committee member persists in poor behaviour, the committee shall ask for their resignation. 2.2) OSMF shall reaffirm that they are supporting but not controlling the project as stated on their wiki and recognise that the mapping contributors are the primary generators of value in OSM. The wiki shall be updated to remove the reference that OSMF have no desire to own the data. 2.3) LWG commits to answering questions on license compatibility and usage promptly (or to publically disavow this role). The LWG shall clarify which licenses may be used for produced works. 2.4) OSMF shall not combine opinion polling with relicensing questions, as seen with the recent CTs/PD web page. 2.5) Discussions between OSMF and their legal advisors should centrally document and be made public where possible. Areas that remain private must be agreed with the OSM community. 2.6) OSMF shall strive to maintain at least civil relations with fork projects and other related open data projects. Mutual support between these communities should be encouraged, particularly when it fits with OSM's mission statement (to create and provide free geographic data). 2.7) Direct and specific questions to any OSMF committee from a external party shall receive a personalised response within a set time frame. If the information is not known or not decided or cannot be provided, that is fine. This shall work rather like the FOI system in the UK; questions clearly intended to harress OSMF may be ignored. 2.8) OSMF committee members shall affirm that they are representitives of the community, not dictators until the next election. If the OSM community wants OSMF to steer in some direction, they shouldn't have to defeat the current OSMF board in elections to enact change (except as a last resort). LICENSING 3.1) Users to be able to optionally license their contributions under alternative licenses in account

Re: [OSM-talk] tile downloads
You should not pull tiles directly from OSM servers to put on your own. That's the kind of thing which would get you blocked. What you can do is if you have a very limited number of users, you can specify the OSM tileset in your openlayers config. Or you can use another OSM tileset, eg the one provided by Mapquest. If you want to run your own tile server (and I'm not entirely sure why you'd want to do this), you should render the data yourself, but I come back to why you'd want to do that. Presumably you just want to track your balloon, which would just mean using openlayers and either a point or a line on top of the map, so you don't need your own tileserver. - Serge ___ talk mailing list talk@openstreetmap.org http://lists.openstreetmap.org/listinfo/talk

I'm barely online myself as wifi hotshots are pretty rare in rural Kansas as is reliable cell phone data service. I think I saw Richard W had some similar graphs somewhere... The good news is that I am taking survey pictures and editing on my phone using Vespucci along the way. That matters more than database licencing anyway, right? :) Toby ___ talk mailing list talk@openstreetmap.org http://lists.openstreetmap.org/listinfo/talk

Manchmal braucht man andere Trennzeichen.
