I agree with Rajesh, Last month I went for reservation at
Bangalore.
They refuse to issue tickets as my certificate did not contain the clinic
seal. Actually the Dr had affix his seal

It is found, blind persons are often refused concession facility while
traveling without escort. The Railway staff should be directed to allow
concessional travel whether a blind person is traveling alone or with an
