refresh my tcp/ip stack, ie do something in tcp/ip --wireless card
and reboot, before I can connect. This is pretty consistent regardless
of hotstop or network used by the hotspot. I can always however
connect after doing so.

to get a new IP address.
Try ipconfig /renew from the command line and see if that corrects the issue
If not, open winipcfg, then somewhere in there you can press the renew
button and it will do its think.
It's been a while since I ran Windows 98, but IIRC it was common for
network settings to stick. I remember restarting just to get it to
recognize a change to any network connection.
