I have been noticing that everytime I use my wireless card I have to refresh my tcp/ip stack, ie do something in tcp/ip --wireless card and reboot, before I can connect. This is pretty consistent regardless of hotstop or network used by the hotspot. I can always however connect after doing so.

Well, I can't remember if win98 had this or not, but it your computer having to get a new IP address. Try ipconfig /renew from the command line and see if that corrects the issue If not, open winipcfg, then somewhere in there you can press the renew button and it will do its think.
