HTML AIR apps are actually fairly easy to build from a code perspective- just use HTML, CSS and Javascript. For me the downside compared to Flex is the lack of a sophisticated UI. Even good AJAX libraries can't touch Flex when it comes to user experience, and Flex allows you to use the AMF binary
