Thanks for the hints, we had to run mfcmapi and delete some corrupted rules
which fixed the issue.

I might suggest you see if a given user and/or mailbox has been blocked from
permission inheritance. That's the only item that pops to mind that would cause
that without major mumbo jumbo.

Have you tried recreating the Mail profile on the users desktop? I see them
get corrupt all the time. If you have complex rules and want to try to save
them, goto Rules Wizard, Options, then export them. After creating a new
profile, import them.
