I ran into a similar problem (in the process of updating KDE, perhaps?) If I remember correctly, my solution was that I did a Google search for ldp.dsl-1.10, downloaded the file manually and put it into fink's /src directory, then did fink install docbook-dsssl-l (or whatever the package is
