This happens in three systems where Fink is installed. In one it is a
brand new Fink 0.4 installation:

what worked was 'remove xemacs', 'install emacs', selfupdate, 'remove
emacs' 'install xemacs
know why
since the emacs bin is no X11 I had long time ago set an alias to point
to /sw/bin/xemacs, hence the installer confusion.
/usr/bin/emacs is still there though, untouched.
