hlstatsx would have to issue the ban through rcon as that is it's only access to the running game. hlstatsx doesn't use a plugin (though it can work with Beetles, Mani, and the small statsme plugin) Now I believe you can use GlobalBanning 1 to enforce global bans on your server, but it's just a
