I've noticed that RMF CPU reports favour showing LPAR utilization over MVS
utilization.
Let me give some examples. Also, I'm only considering LPAR mode on a z990.
1. SUMMARY(INT) summary report shows MVS %
2. REPORTS(CPU) is comprised of 3 parts (relevant here).

MVS % Busy is the compliment of CPU Wait Time, as Wait Time is what is
actually captured.
MVS % Busy = 1-((interval-wait time)/interval)
In LPAR mode, if a Logical Processor is not dispatched by PR/SM then it does
not accumulate
I have found that DSORG PS and PO don't always get half track blocking with

They are two different things. We use Load Runner to stress, and
RMF/SMF to measure. Of couse we are using WAS and not CICS, but we have
WSAM to measure that side.
That I am aware of Load Runner does not have any code that will run on
IBM announcement today of purchasing JZOS and their intention to integrate
it into the z/OS Java SDK:
