I think, for your purpose, you must use the Picture icon when attaching
anything that is in a graphic format i.e., .jpg .tif, whatever format
Legacy recognizes and will use as a Picture (graphic).
The other files would be attached by clicking on the File icon.

those kinds of files. For PDF files for example you need to have Adobe
Reader or another program that will open a PDF file installed.
