Not all fonts come with a unicode encoding. And not all of those come with
the hebrew glyphs.
this thing is covered by the instructions in hebrew kde2:
besides what you did u need to choose the unicode encoding
(10646-1),
and choose fonts with this encoding (misc-fixed or clearyu)
u better add hebrew fonts - truetype and others

fonts aren't working anymore (I see '_' or just ' ' instead of hebrew
chars ...) - TTF hebrew fonts are still working, though.

i didn't get many answears to this, but solved it in the end, so if anyone
is interested, the problem is that xemacs only recognises iso-8859-1 fonts
(or at list wont recgnise iso-8859-8), and another problem is that it will
