Try "Rust Eater" from Autozone alternately with WD-40. Rust Eater is the only penetrant I've found that actually dissolves rust such that you can see it coming out in solution. I've used Tal-5, Aerokroil, Blaster, and several others I can't remember. The only thing that ever worked as well as
