Use the resource kit utility called ntrights. Here is the syntax for this
util:

IIS 5 is very similar to IIS 4, except for SMTP server, which has more
conifguration settings.
Buy a book for IIS4 and there are plenty of those.
Teach yourself IIS4 server in 14 days by SAMS publisher is good except
for the silly title.
