We've disabled Internet access using GPO by restricting access to Tools-Internet options and rerouted the proxy to local (127.0.0.1). However, only the Tools-Internet options part of the GPO apply. The local proxy setting does not. The GPO looks good. GPResult indicates that the full GPO is

User account restrictions are not manipulated via GPO. You (or someone) could construct a script that runs periodically to scan an OU and make sure all accounts in the OU have a certain configuration of "log on to". So there is "a way to do this", it just might not be the way you wanted...
