someone else's PC (either troubleshooting or doing my own work) I

SeaMonkey does indeed encrypt its saved passwords. The Password Manager
uses your master password as its encryption key, but the master password
itself is NOT saved.
But the use oa Master Password is optional.

Having image backups is the only smart way to go.
With a good backup program even if your hard drive fails (and it will)
you can restore to different hadware.
I hate to be harsh but I have no sympathy for anyone without a sound
