best thing to do is to just disable the option in PGP because you
really don't need it when using TB!. The option is really included for
those pesky clients (most out there) that reflow text upon sending.

That's the shortcut use to quote only selected text. If you don't select
any text, none will be quoted. A standard reply with quotes is done
using the shortcuts CTRL+ or .

I, personally, find it useless since hitting F4 without selecting any
text achieves the same thing. If you're in the habit of selecting text
from your message bodies for purposes other than quoting then
on. It could stay there provided that the
preceding filters are precise in what they're supposed to filter.
Spam filters are usually placed at the top.
