You can remove the downloaded update, by going into settings, general, and
swiping to iPhone storage.
There you will find the iOS 13 update. Just double tap on it, and you will have
the option to delete it.
It will download again at some point. But just keep deleting it.

Duane you didn’t do anything wrong, as the exact samething happened to me just
last Sunday, even though, I have my auto download set to off. When I turned on
my XR phone with iOS 12.4.1, the update 13 .1.2 was downloading, and I had no
option to cancel. I turned the phone off
bottom
right, though.
Anyhow, as I said, if your phone is acting sluggish a complete shutdown and
restart should clear things up as well since it will also clear the memory.
If you still feel it is not right you can always try a hard reset.
