Eventually. I think flushing the toilet twice a day is usually sufficient, where "frugality" here means "not squandering a limited resource." However, if saving water is your goal then bathing from a bucket rather than a shower or a bath is the first thing I'd recommend to most westerners. Indians, of course, already know this one. A tub bath uses almost 200 litres of water, a shower with a traditional shower head 10-20 litres per minute, a low flow shower head about 5 litres per minute. Bathing from a bucket takes 5 litres or less and if reclaim the water you can then use it to flush your toilet. -- Charles
