George, Don't' look at what? The text in 13? 2007 is adopted in many areas including the area that I live in. So, the bottom line is 13 is the document of reference, then galvanized is not required with the exception of large drop systems. If there is another document referenced in the bid documentation because of insurance concerns or other concerns then and only then is the text of 13 trumped. As far as being penniless, it seems to me that almost every building owner I have dealt with is penniless.
