Why in the hell would an AHJ be giving a k-factor????? Does this even make sense? I would tell you to provide coverage per the code, and if it is not in black and white in the code, then have an engineer tell me what/how you are going to protect it. Start with checking with the AHJ & see what k-factor they require for a 60' high ceiling, thats the first problem. One way or another you have to cover all the floor area, if that can be done with heads only above the screen then you're in business.
