You need to consult your local AHJ concerning Fire Flow requirements since they 
originate in the appendix of the Code which has to be adopted separately.  It 
is not automatic.  Plus if the building is sprinklered you can reduce the 
amount of fire flow considerably.

If there are no hydrants/hose valves downstream of the tank, you don't need the 
250 gpm added.  If there are hydrants downstream of the tank, are you going to 
have to meet site fire flow requirements per the IFC?  
If you have to do that, your tank size is going to be huge!
