21.20.2 Special Structures and High-Rise Buildings.
21.20.2.1 Design Criteria.
21.20.2.1.1 High-rise buildings shall be protected throughout
by an approved, supervised automatic sprinkler system in
accordance with NFPA101, Life Safety Code, Section 9.7.Asprinkler
control valve and a waterflow device shall be provided for
each floor. [101:11.8.2.1]

I concur with everything you said and the alarm requirements are very  
explicit regarding on supervision IF a component is present.  Where  
does the IBC say you have to have a water flow switch on EVERY floor  
of a hi-rise?
