Perhaps a backdoor approach but 907.5.2.2 appears to mandate the floor by
floor flow switch.  Otherwise there would be no way to create the fire
floor, floor above, and floor below emergency communication message.

It's amusing that an exception provides more clear guidance than the  
IBC of every day systems.  The LSC is nice and explicit but it is not  
adopted in about 20% of the states.  Anything just in the IBC or 13  
for all systems in a hi-rise?
