Flow switch, pressure switch (as preferred by military) or water motor gong.

A trouble signal would be for tampering of valves. But won't an alarm signal
have to be triggered by a flow switch?

I concur with everything you said and the alarm requirements are very
explicit regarding on supervision IF a component is present.  Where does the
IBC say you have to have a water flow switch on EVERY floor of a hi-rise?
