It's amusing that an exception provides more clear guidance than the IBC of every day systems. The LSC is nice and explicit but it is not adopted in about 20% of the states. Anything just in the IBC or 13 for all systems in a hi-rise?

NFPA 101 paragraph 11.8.3.1 states "High-rise buildings shall be protected throughout by an approved, supervised automatic sprinkler system in accordance with NFPA 101, Section 9.7. A sprinkler control valve and a waterflow device shall be provided for each floor.

As per the 2006 IBC paragraph 403.3 "Reduction in fire resistance rating" states "The fire-resistance-rating reductions listed in Sections 403.3.1 and 403.3.2 shall be allowed in buildings that have sprinkler control valves equipped with supervisory initiating devices and water-flow initiating devices for each floor". Most architects and building owners use this section of the IBC to reduce the thickness of fire proofing material applied to the structural steel members of the thickness of concrete between the exterior of a concrete structural member and the steel bar reinforcement.

We all need to pay attention to what are the legal codes being enforced in a jurisdiction, especially when the Fire Marshall is enforcing the NFPA codes and the building department is using the IBC.

I concur with everything you said and the alarm requirements are very
explicit regarding on supervision IF a component is present.  Where
does the IBC say you have to have a water flow switch on EVERY floor
of a hi-rise?
