I concur with everything you said and the alarm requirements are very
explicit regarding on supervision IF a component is present. Where
does the IBC say you have to have a water flow switch on EVERY floor
of a hi-rise?

The IBC does require the supervision of fire sprinkler systems
especially where IBC sprinkler trade off are used in the design of
the building.
