Under UFC 3-600-01 the required fire flow for a sprinklered building is the sprinkler demand plus the hose demand. The appendix does not apply for sprinklered buildings.

The question is what reduction you can take for sprinklers. Code says "up to" 75% with approval of the AHJ; obviously, most municipal FD's offer 50%. What NAVFAC or another DOD AHJ will offer is likely subjective and/or project-specific.
