They're not. The IBC is not a sprinkler design document, the applicable NFPA standards are. A prudent designer ALWAYS asks a simple question, what are the objective characteristics of the room and contents ?
Did you know a restaurant with an occupant load of 49 or less is considered a B (business) Use ? That doesn't equate to protecting the kitchen as LH as NFPA-13 clearly provides for this as OH-1.
