okay, maybe I'm not being real clear. The guy I was talking to said that all of his workers had given him socials. He was withholding taxes on his workers paychecks, just like normal. His workers weren't filing for tax refunds since they were afraid of being "found". So therefore, from this perspective, the government is getting tax money that it wouldn't normally because at this income level, all of it would be a refund.
