Implicit in your statement is that we would be legislating around it - and I get that that's your opinion. The problem is that not everyone agrees with you and so to not upset the apple cart I like Adam's solution. Alternatively we could push for unambiguous definition, which is your approach. My problem with that is: (1.) It will open an infinite stream of legal BS. (2.) It may involve a temp ban on guns, ammo, and/or usage. (3.) It serves no practical purpose since you would have effectively the right you want.
