It seems to me that there are a number of people on this list who don't know the rules. Perhaps it's time to read Chapman's "Piloting, Seamanship and Small Boat Handling". The pecking order is: rowboats (including kayaks, canoes, paddle boards), sailboats, powerboats. Then there are exceptions: tug pulling a barge moves up the pecking order; overtaking boat moves down the pecking order and I'm sure there are more.
