So, do you recall a few months back about Snowden? Sometimes I think the only reason that didn't turn into a rather witch-hunt-y form of "professionalization" was that Congress had other insanity on its mind. And it's about the *last* thing we want to go along with, if it's taking the form of "$AGENCY wants to control sysadmins solely to cover its own ass". But to that extent, it's also a different battle --- except insofar as it overlaps, and might pose a risk to serious attempts.
