Governments and financial institutions which need the public and investors to trust them.

Why would they do this?

To make sure projects go well, money isn't wasted, save time when everybody use the same vocabulary, and to a certain extent, methods.

ther goals/motifs in line with LOPSA or where do they differ?   How
far along in this path may they be?

Quite far for some them:
For the management of problems and resources part: ITIL
For transparencies of processes: PCI, SOX

In my mind, the issue is two fold:

- we're quite a diverse group and can't agree on a goal. It's hard enough to achieve anything when you have a goal...

- there is no imminent threat, we're all doing fairly well within the status quo situation. So, can you guys recommend any good recent movie on Netflix?
